Editor's Notes
- To what extent can policy control the quality of activity and enterprise in the public sector? This top-down command and control model animates to illustrate the dissipation of influence in a multi-layered, hierarchical system, of the kind that typifies our public sector systems. One theory is that such an approach is doomed in our society. The Adaptive State [Demos, 2003].
- An alternative is to recognise the interactional possibilities within and between levels of a public sector system (such as education, health, environment, etc), and acknowledge that a more adaptive model is both feasible, and more likely to be successful at reform. The essential idea is that the iterative model of learning with feedback, adaptation and reflection that is essential for an individual learning is applicable also to an organisation or a society learning. The adaptive model ensures action and feedback within levels, as well as adaptation and reflection between levels. Each level in an essentially hierarchical system (whether department, organisation, or national system) sets out to learn from the level below and facilitate learning in the level above. The animation (slides 3 to 30) shows how this can work.
