2017 info night presentation on a bond the school district may put on the ballot for approval at the March 7, 2017 election. Part of the bond covers the renovation of the Wilder School, the other a thorough reworking of the paving around the high school and middle school campus.
3. The Wilder School
• History
– Built in 1912 (now 104 years old) as the
elementary school for Wilder.
– Closed in 1993 when Dothan Brook
School was opened.
– Regional Alternative Program (RAP)
moved into the building in 1996
• Current Condition: Unsustainable
– Last major work done was new roof in 1983 (34 years ago) – Well past expected life
– Two Steam Furnaces – One is at least 30 years old and both are failing
– Insulation – None in walls, 2 inches in roof (increases energy costs)
– Wiring – Old and in need of upgrades
– Plumbing – Old and in need of upgrades
– Flooring – Needs to be replaced
– Stairwells – Not up to code
– Class spaces – All are improperly configured for intended use
4. Options:
• Option 1. Rebuild the Wilder School and locate both RAP and Hartford
Autism Regional Program (HARP) in building.
Total Cost $5,000,000
Bond Payments = $6.8 Million.
Cost Average over 20 Years $339,300
Allowable RAP + HARP Rent (with inflation factored in at 2% for 20 years) - $296,880

This is a piecemeal approach to renovation – never fully addressing the functionality of the building for the

This option does not allow the option of including HARP at the Wilder Location AND must be paid for out of
Operational NOT Capital funds (i.e., no bond).

9. Actual Cost of Renovation to Tax
Payers
• Total Cost of Bond: $6,786,000
– Cost covered through tuition (estimate - based on # of students, average tuition and bond payments)
– RAP student count of 30 + HARP student count of 16 = 46 x $6,453. est. avg. rent allowed as part of each
tuition = $296,880/year over 20 year bond = $5,937,601
– Estimated cost to Hartford Tax payers that is not part of tuition calculation for renovated building
$42,420/year or $848,399 over the 20 year term of the Bond
– That portion of the Rent which is not paid by students from other towns will be offset by State & Federal
subsidies to special education
– Of the $5,937,601 rent, based on historic attendance patterns, we will pay for 42% of rent (or $2,493,792)
and of that, the state will pick up a minimum of 56.5% so we will pay about $1,084,800 or $54,240/year in
Rent.
– Total payments, direct and rent, comes to approximately $96,660 year (or $1,933,200 over 20 years)
• Additional Operational Savings Due To
– Shared resources such as Occupational Therapy, Physical Therapy and Speech and Language Therapy
