Housing - No Longer a Mirage
In Election manifesto 2014, BJP mentioned about a massive Low cost Housing
programme to ensure that by the time the nation completes 75 years of its
Independence, every family will have a pucca house of its own.
It will be an innovatively designed scheme that dovetails various existing programmes
and also encourages the housing sector by appropriate policy interventions and credit
availability including interest subventions, where necessary.
Pradhan Mantri Awas Yojana
What is Pradhan Mantri Awas Yojana?
• Pradhan Mantri Awas Yojana (PMAY) is a mission started with an aim ‘Housing For
All’ (HFA) scheme by the Ministry of Housing and Urban Poverty Alleviation
(MoHUPA) to be achieved by the year 2022, when India will be completing its 75
years of Independence. The mission started in 2015 and will be attained in seven
years i.e., during 2015 – 2022.
• Housing for All (HFA) scheme is envisioned by our Honorable Prime Mister Mr.
Narendra Modi, “By the time the Nation completes 75 years of its Independence,
PMAY will bring a ”Pucca house’ for every family in urban cities with water
connection, toilet facilities, 24x7 electricity supply and complete access”
addressed in the joint session of parliament on 9th June, 2014.
Mechanism of Monitoring and Evaluation of the Mission
Mission will be monitored at all three levels: City, State and Central Government.
CSMC will monitor formulation of HFAPoA, Annual Implementation Plans (AIPs) and
project implementation. Suitable monitoring mechanisms will be developed by the
Mission. States and cities will also be required to develop monitoring mechanism for
monitoring the progress of mission and its different components.
Technology submission will facilitate adoption of modern, disaster resistance,
environmental friendly technologies and building material for faster and quality
construction.
A comprehensive mission of PMAY Housing Scheme aims to create:
• Affordable homes with water connection, toilet facilities, 24x7 electricity supply and
complete access.
• 2 crore houses to be built across nation’s length and breadth.
• Targeting the Lower Income Groups (LIG) and Economically Weaker Section of our society
(EWS), basically the urban poor by the year 2022.
• 2 million non-slum urban poor households are proposed to be covered under the Mission.
The Mission seeks to address the housing requirement of urban poor including slum
dwellers through following programme verticals:
• Slum rehabilitation of Slum Dwellers with participation of private developers using land
as a resource.
• Promotion of Affordable Housing for weaker section through credit linked subsidy.
• Affordable Housing in Partnership with Public & Private sectors.
• Subsidy for beneficiary-led individual house construction.
Sub Mission
A Technology Sub-mission under the Mission would be set up to facilitate adoption of
modern, innovative and green technologies and building material for faster and quality
construction of houses. Technology Sub-Mission will also facilitate preparation and adoption
of layout designs and building plans suitable for various geo-climatic zones. It will also assist
States/Cities in deploying disaster resistant and environment friendly technologies.
The Scheme will cover 4041 statutory towns as per Census 2011.
• Credit Linked Subsidy will be available for housing loans availed for new
construction and addition of rooms, kitchen, toilet etc., to existing dwelling as
incremental housing.
• The carpet area of house being constructed or enhanced under this component
of the mission should be up to 30 sq. meters for EWS Category and up to 60
square meters for LIG category.
• The beneficiary, at his/her discretion, can build a house of larger area but
interest subvention would be limited to first Rs.6 lakh only.
BENEFICIARY
Individual/s from Economically Weaker Section (EWS)
and Low Income Group(LIG) seeking housing loans from
Banks, Housing Finance Companies and other such
institutions.
• For identification as EWS/LIG
beneficiary under the scheme, an
individual loan applicant will submit
self attested certificate/affidavit as
proof of either in his/her name.
• The beneficiary family will comprise
husband, wife and unmarried
children.
• Maximum 70 years, at the end of
repayment period.

to Rs.3,00,000.

EWSLIG
Preference under the scheme, subject to
beneficiaries being from EWS/LIG segments:
• Manual Scavengers
• Women(with overriding preference to
widows)
• Persons belonging to Scheduled Castes and
Scheduled Tribes
• Other Backward Classes
• Minorities
• Persons with disabilities
• Transgender
•Housing and Urban Development Corporation (HUDCO) and National Housing
Bank(NHB) have been identified as Central Nodal Agencies (CNAs) to channelize this
subsidy to the lending institutions and for monitoring the progress of this component.
FEATURES OF HOUSING FOR ALL 2022
• The government would provide an interest subsidy of 6.5% on housing loans availed by the
beneficiaries for a period of 15 years from the start of loan.
• The houses under this scheme would be allotted to preferably the female member of the
family. Along with this, preference would be given to the female applicants, in general. This
scheme could well be termed as a pro-women scheme.
• While allotting ground floors in any housing scheme under the PMAY, preference would be
given to differently-abled and older people.
• The construction of houses under PMAY would be carried out through technology that is eco-
friendly.
LOAN AMOUNT / MARGIN
Maximum Loan Limit as per guidelines of Priority Sector norms for Home Loans;
i. Centers with population above 10 Lakh: Loans to individuals up to Rs.28 Lacs (with value
of house not exceeding Rs.35 Lacs).
ii. Other Centers with population below 10 lakh: Loan to individuals up to Rs.20 lacs (with
value of house not exceeding Rs.25 lacs).
Margin
For loan up to Rs. 20 lacs-Margin 15%
For loan over Rs. 20 lacs up to Rs. 28 Lacs –Margin 20% Where the cost of house does not
exceed Rs. 10 lacs .
Stamp duty, registration and other documentation charges can be included.
How Pradhan Mantri Awas Yojana(PMAY) will work?
PMAY Housing Scheme will work by providing central assistance to Urban Local Bodies
(ULBs) as well as other employed agencies through States/UTs for:
• Building onsite Rehabilitation of the existing slum-inhabitants by commencing
private participation for using poor land area as a resource.
• By providing Credit Linked Subsidy
• Initiating Affordable Housing in Partnership
• Granting Subsidy to the beneficiary for individual house construction/enhancement.
 PMAY Phase 1: From April 2015 to March 2017, this phase will begin the
development of total 100 cities that must be completed during this phase.
 PMAY Phase 2: From April 2017 to March 2019, after Phase 1, the development of
total number of 200 more cities will be covered.
 PMAY Phase 3: From April 2019 to March 2022, All the remaining cities of India will
complete its PMAY housing development process.
• Jan Dhan Yojana
• LPG subsidy reforms
• Swachh Bharat Mission
• Swachh Bharat mission got wide public support, especially on social media after
celebrities joined the Clean India challenge. Not just stopping with cleaning the
locality, the government has taken initiative such as building more toilets, waste
management and waste segregation.
• Real Estate regulation
• Apart from making the process transparent and keeping checks and balances in the
form of a Real Estate Regulatory Authority, the law drafted by Housing Ministry
headed by M. Venkaiah Naidu gave confidence to home-buyers. When housing
sector contributes to nine per cent of GDP, this law, if effectively implemented by the
States, is a game-changer in the housing sector.
Kejriwal government says no to Modi's initiatives, halts Delhi's development

The political tussle between the Centre and the Delhi government seems to have hit the
implementation of the Centre’s flagship programmes. Delhi has been cold-shouldering almost
all big-ticket urban development initiatives including Swachh Bharat Mission, Atal Mission for
Rejuvenation and Urban Transformation (AMRUT) and Housing for All.
Under the Pradhan Mantri Awas Yojana, the housing for all initiative, Delhi government has not
sent a single proposal. The statistics of the Ministry of Housing And Urban Poverty Alleviation
show that the programme is being implemented even by non-BJP states.

Of the completed houses, 718 have been built in
Chhattisgarh, 823 in Gujarat, both under ‘affordable
housing in partnership’ which is one of the four
verticals of the scheme. Another 82 houses have
been built in Tamil Nadu under the Beneficiary-led
construction scheme under which Rs 1.50 lakh per
unit is given to needy beneficiaries who want to
construct a new house or upgrade their existing
one. Among the larger states, Uttar Pradesh and
Haryana have not even started off PMAY on
ground. Most of the north eastern states and all
Union territories have a similarly poor show
About 7,700 people have taken the benefit of the
third component: credit-linked subsidy sub-
component. Under this, interest subsidy of 6.5 per
cent is offered by the government for home loans of
up to Rs 6 lakh for those from EWS and low income
group (LIG) families.
82,048 houses built under PM Awas Yojana: Government
MAR 30, 2017
A total of 82,048 houses have been constructed under the Pradhan Mantri Awas Yojana -
Urban (PMAY Urban) as on March 20, 2017 and of these 62,312 have been occupied, the
government said today.
During the Question Hour in the Rajya Sabha, several opposition members raised concerns
that at the present pace the dream of 'Housing for All' may not be achieved by 2022.
According to the details provided by the government, under PMAY Urban, a total of 16,42,685
have been sanctioned as on March 2017. These include the subsumed projects under the
Rajiv Awas Yojana, it said.
Minister for Planning Rao Inderjit Singh said Uttar Pradesh was one of the states relatively
lagging behind in the implementation of the scheme.

Housing - No Longer a Mirage In Election manifesto 2014, BJP mentioned about a massive Low cost Housing programme to ensure that by the time the nation completes 75 years of its Independence, every family will have a pucca house of its own. It will be an innovatively designed scheme that dovetails various existing programmes and also encourages the housing sector by appropriate policy interventions and credit availability including interest subventions, where necessary.

What is Pradhan Mantri Awas Yojana? • Pradhan Mantri Awas Yojana (PMAY) is a mission started with an aim ‘Housing For All’ (HFA) scheme by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) to be achieved by the year 2022, when India will be completing its 75 years of Independence. The mission started in 2015 and will be attained in seven years i.e., during 2015 – 2022. • Housing for All (HFA) scheme is envisioned by our Honorable Prime Mister Mr. Narendra Modi, “By the time the Nation completes 75 years of its Independence, PMAY will bring a ”Pucca house’ for every family in urban cities with water connection, toilet facilities, 24x7 electricity supply and complete access” addressed in the joint session of parliament on 9th June, 2014. Mechanism of Monitoring and Evaluation of the Mission Mission will be monitored at all three levels: City, State and Central Government. CSMC will monitor formulation of HFAPoA, Annual Implementation Plans (AIPs) and project implementation. Suitable monitoring mechanisms will be developed by the Mission. States and cities will also be required to develop monitoring mechanism for monitoring the progress of mission and its different components. Technology submission will facilitate adoption of modern, disaster resistance, environmental friendly technologies and building material for faster and quality construction.

A comprehensive mission of PMAY Housing Scheme aims to create: • Affordable homes with water connection, toilet facilities, 24x7 electricity supply and complete access. • 2 crore houses to be built across nation’s length and breadth. • Targeting the Lower Income Groups (LIG) and Economically Weaker Section of our society (EWS), basically the urban poor by the year 2022. • 2 million non-slum urban poor households are proposed to be covered under the Mission. The Mission seeks to address the housing requirement of urban poor including slum dwellers through following programme verticals: • Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource. • Promotion of Affordable Housing for weaker section through credit linked subsidy. • Affordable Housing in Partnership with Public & Private sectors. • Subsidy for beneficiary-led individual house construction. Sub Mission A Technology Sub-mission under the Mission would be set up to facilitate adoption of modern, innovative and green technologies and building material for faster and quality construction of houses. Technology Sub-Mission will also facilitate preparation and adoption of layout designs and building plans suitable for various geo-climatic zones. It will also assist States/Cities in deploying disaster resistant and environment friendly technologies.

The Scheme will cover 4041 statutory towns as per Census 2011. • Credit Linked Subsidy will be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc., to existing dwelling as incremental housing. • The carpet area of house being constructed or enhanced under this component of the mission should be up to 30 sq. meters for EWS Category and up to 60 square meters for LIG category. • The beneficiary, at his/her discretion, can build a house of larger area but interest subvention would be limited to first Rs.6 lakh only. BENEFICIARY Individual/s from Economically Weaker Section (EWS) and Low Income Group(LIG) seeking housing loans from Banks, Housing Finance Companies and other such institutions. • For identification as EWS/LIG beneficiary under the scheme, an individual loan applicant will submit self attested certificate/affidavit as proof of either in his/her name. • The beneficiary family will comprise husband, wife and unmarried children. • Maximum 70 years, at the end of repayment period. Annual income up to Rs.3,00,000. Annual income Rs.300,001 up to Rs.6,00,000 EWSLIG

Preference under the scheme, subject to beneficiaries being from EWS/LIG segments: • Manual Scavengers • Women(with overriding preference to widows) • Persons belonging to Scheduled Castes and Scheduled Tribes • Other Backward Classes • Minorities • Persons with disabilities • Transgender •Housing and Urban Development Corporation (HUDCO) and National Housing Bank(NHB) have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component.

FEATURES OF HOUSING FOR ALL 2022 • The government would provide an interest subsidy of 6.5% on housing loans availed by the beneficiaries for a period of 15 years from the start of loan. • The houses under this scheme would be allotted to preferably the female member of the family. Along with this, preference would be given to the female applicants, in general. This scheme could well be termed as a pro-women scheme. • While allotting ground floors in any housing scheme under the PMAY, preference would be given to differently-abled and older people. • The construction of houses under PMAY would be carried out through technology that is eco- friendly. LOAN AMOUNT / MARGIN Maximum Loan Limit as per guidelines of Priority Sector norms for Home Loans; i. Centers with population above 10 Lakh: Loans to individuals up to Rs.28 Lacs (with value of house not exceeding Rs.35 Lacs). ii. Other Centers with population below 10 lakh: Loan to individuals up to Rs.20 lacs (with value of house not exceeding Rs.25 lacs). Margin For loan up to Rs. 20 lacs-Margin 15% For loan over Rs. 20 lacs up to Rs. 28 Lacs –Margin 20% Where the cost of house does not exceed Rs. 10 lacs . Stamp duty, registration and other documentation charges can be included.
  • 10. How Pradhan Mantri Awas Yojana(PMAY) will work? PMAY Housing Scheme will work by providing central assistance to Urban Local Bodies (ULBs) as well as other employed agencies through States/UTs for: • Building onsite Rehabilitation of the existing slum-inhabitants by commencing private participation for using poor land area as a resource. • By providing Credit Linked Subsidy • Initiating Affordable Housing in Partnership • Granting Subsidy to the beneficiary for individual house construction/enhancement.  PMAY Phase 1: From April 2015 to March 2017, this phase will begin the development of total 100 cities that must be completed during this phase.  PMAY Phase 2: From April 2017 to March 2019, after Phase 1, the development of total number of 200 more cities will be covered.  PMAY Phase 3: From April 2019 to March 2022, All the remaining cities of India will complete its PMAY housing development process.

Not just stopping with cleaning the locality, the government has taken initiative such as building more toilets, waste management and waste segregation. • Real Estate regulation • Apart from making the process transparent and keeping checks and balances in the form of a Real Estate Regulatory Authority, the law drafted by Housing Ministry headed by M. Venkaiah Naidu gave confidence to home-buyers. When housing sector contributes to nine per cent of GDP, this law, if effectively implemented by the States, is a game-changer in the housing sector.

One year of housing for all: At this pace, it’s indeed a dream by 2022 Housing activists say that a heavy reliance on private sector is the prime reason for poor pace of implementation of the PMAY Written by Shalini Nair | New Delhi | Updated: June 25, 2016 1:59 pm Of the completed houses, 718 have been built in Chhattisgarh, 823 in Gujarat, both under ‘affordable housing in partnership’ which is one of the four verticals of the scheme. Another 82 houses have been built in Tamil Nadu under the Beneficiary-led construction scheme under which Rs 1.50 lakh per unit is given to needy beneficiaries who want to construct a new house or upgrade their existing one. Among the larger states, Uttar Pradesh and Haryana have not even started off PMAY on ground. Most of the north eastern states and all Union territories have a similarly poor show About 7,700 people have taken the benefit of the third component: credit-linked subsidy sub- component. Under this, interest subsidy of 6.5 per cent is offered by the government for home loans of up to Rs 6 lakh for those from EWS and low income group (LIG) families.
  • 14. 82,048 houses built under PM Awas Yojana: Government MAR 30, 2017 A total of 82,048 houses have been constructed under the Pradhan Mantri Awas Yojana - Urban (PMAY Urban) as on March 20, 2017 and of these 62,312 have been occupied, the government said today. During the Question Hour in the Rajya Sabha, several opposition members raised concerns that at the present pace the dream of 'Housing for All' may not be achieved by 2022. According to the details provided by the government, under PMAY Urban, a total of 16,42,685 have been sanctioned as on March 2017. These include the subsumed projects under the Rajiv Awas Yojana, it said. Minister for Planning Rao Inderjit Singh said Uttar Pradesh was one of the states relatively lagging behind in the implementation of the scheme.
