When New York City police place an individual under
arrest, they first handcuff the person and take him or her to
the local precinct. There, an officer obtains the individual’s
personal information and fingerprints. After taking the
person's valuables into custody and taking possession of
any illegal items, the officer processes the arrest and seeks
out any potential warrants for the person's arrest. During
this time, typically lasting four to six hours, the arrested
individual must remain in a holding cell.
3. During the processing time, an arrested person may
make up to three local calls or collect out-of-town
calls. Once processing is complete, he or she travels
to Central Booking for arraignment. This 8- to 12-hour
process occurs at a courthouse and may include
interviewing by the Criminal Justice Agency for court
recommendation purposes. The person then may
speak with an attorney before appearing for formal
presentation of charges and rights, at which point the
attorney must enter a plea of guilty or not guilty. After
a not-guilty plea, the judge decides whether the
person will be released on his or her own
recognizance, also known as ROR, or on bail.
