The Workplace Digital Skills project is designed to
address the following problem:
DEMAND FOR TRAINING
The demand for training in Rural SMEs is
important since their employees in low
skilled goods producing and service
occupations have much lower levels of
literacy skills than level 3 which is
considered to be the minimum level to
perform in today‟s workplace. The digital
technology, now a key driver of economic
growth, is increasing the demand for
digital essential skills in rural SMEs so
they can increase their productivity and
compete in today‟s digital economy.

continue to be excluded from further
education and training.‟‟*

The Workplace Digital Skills project is designed to
address the following problem:

ACCESS to training opportunities for low
skilled workers of rural SMEs is part of
the problem thus limiting workplace
essential skills training in rural SMEs
• Distance from training locations, Costs due to travel
and employees time out-of-work, Minimum number of
employees needed for a training course to be offered,

15. Digital Essential Skill (DES) Levels
The training being developed in this
project is designed to provide BASIC
level digital skills that the employees of
SMEs need to be able to use ICTs to
perform their job-related tasks more
efficiently. Basic skills is one of three
different levels of Workplace Digital
Essential Skills (DES) that have been
identified, as follows:
• BASIC SKILLS: users in this category are able to
use basic and generic digital tools (such as:
searching on the internet, sending emails) to perform
job-related tasks, at a basic enough level to perform in
their occupation. For this category, ICTs are not the
main part of their job but a tool.
• ADVANCED SKILLS: users in this category are
competent users of advanced applications and often
sector-specific. ICTs are not the main part of their job
but an important tool.
• ICT SPECIALIST SKILLS: users in this category
have the ability to create, develop, operate and
maintain ICT systems. ICTs are the main part of their
job and an essential tool

have less than a high school diploma (OR
who have been out of school since 2003
or earlier) AND
are year-round employees (not just
seasonal) and are not working on a
contractual, term basis, AND
need to have their digital skills in some
way developed at the “BASIC SKILLS”
level (as defined above).

18. Foundation (Basic) Skills
The training program will be
developed for a level 2
literacy (foundation) skills
But, employees with level 1 and level 3
literacy rate will also be invited to
participate
The Canadian Literacy
Evaluation will be used to test
foundation skills
The level of foundation skills will be

literacy employees will help to show that
any low performance is not due to
deficiencies of the tool but rather due to
low literacy or numeracy
