• There is no consensus on the definition of public software
• Low political prioritization for the public software
• Low institutionalization of the software public in most countries
• Lack of operational guidelines on public software
• Most countries public software is on electronic government offices
• Actual use of public software is low, the trend is to use proprietary
software
