9. PURPOSE
The project aims to promote synergy between the state
and the private sector to contribute in ridding the
country of corruption, illegal drugs, criminality, violent
extremism, and other threats to peace and security.
Focused tasks:
• Organize, establish, and capacitate MASA MASID
Groups (MMG) in the city/municipal (C/M) and
barangay level;
10. PURPOSE
• Enjoin the active participation from civil society
organizations such as faith-based, non-government,
and people’s organizations;
• Intensify the government’s campaigns against
corruption, illegal drugs, criminality, and violent
extremism and other threats to peace and security; and
• Set up a mechanism of reporting in the community
level mobilizing community volunteers

to concerned agencies if needed;

• Organize fora, seminars, and related activities on
prevention of corruption, illegal drugs, crime, and
violent extremism and other threats to peace and
security;
• Distribute IEC materials; and
• Establish partnership with academic institutions,
faith-based organizations, and other key stakeholders.

• Ensure the involvement of the community and
volunteers in gathering and reporting information;
• Collect reports coursed through drop boxes installed in
the barangay hall for submission to the TWG;
• Ensure that Good Governance is being practiced and
institutionalized in the barangays through monitoring
the implementation of the following mandates:

2. Participation in the Semestral Synchronized Barangay
Assembly Day; and
3. Adherence to all other policies provided in DILG MC 2010-
122 - “Guideposts in Promoting and Sustaining Barangay
Good Governance.”
22. MASA MASID Groups
MASA MASID VOLUNTEERS (MMVs)
Volunteers are individuals or members of any
organizations in the barangay with strong moral values
and integrity, and willing to contribute time, talent, and
resources to the cause.
Roles of MMVs:
MMVs shall assist the MMT in the
conduct of advocacy activities and
shall handle the information
gathering in the barangay level.
25. INSTITUTIONAL ARRANGEMENTS
DILG - MASA MASID PMO
• Formulate policy and oversee its implementation;
• Coordinate and provide orientation and TA to RO-
FP;
• Develop resource materials and training modules;
• Establish effective monitoring tool; and
• Serve as National Secretariat.
26. DILG REGIONAL OFFICES
• Disseminate policies, coordinate and provide TA to
Provinces and HUCs;
• Oversee implementation of the project regionwide
and ensure timely submission of reports to the MASA
MASID PMO.
INSTITUTIONAL ARRANGEMENTS
27. DILG PROVINCIAL OFFICES
• Coordinate and provide TA to C/Ms;
• Oversee and ensure that TWGs and S/Cs are
organized and functional;
• Ensure timely submission of reports to RO;
and
• Supervise the Community Facilitators.
INSTITUTIONAL ARRANGEMENTS
28. Community Facilitator (CFs) shall:
• Coordinate any MM related activities in his/her AOR;
• Operationalize the MM Project in his/her AOR;
• Maintain a database of organized and oriented MM
TWG, MMTs and enrolled MMVs;
• Assist MMTs in MM plan formulation/implementation
and monitoring /reporting of activities in his AOR;
• Strategize activities to attract volunteers to register
and engage in MM Project;
29. Community Facilitators (Continued) shall:
•Assist the C/MLGOO in facilitating the enrollment of MMVs;
• Prepare and submit monthly work plan and
accomplishment report;
• In the performance of the foregoing duties and
responsibilities, may be authorized to travel
and be reimbursed of travelling and other related
expenses incurred; and
•Do other tasks that may be assigned in relation to MM
Project.
30. DILG C/M as chairperson of the TWG
• Spearheads the organization and mobilization of
MMGs;
• Conduct orientation/trainings to MMTs;
• Maintain a registry of MMTs and MMVs;
• Oversee MM Program implementation of LGU; and
• Oversee activities of MMVs and other participating
stakeholders.
INSTITUTIONAL ARRANGEMENTS
31. The C/M Chief of Police as TWG Member SHALL:
• Assist in the organization of MMTs and provide TA;
• Together with the other members of the
TWG, assess the reported concerns and take
necessary actions including, but not limited to,
filing of cases and/or referral of drug users for
counseling and/or rehabilitation, investigation
of reported criminal activities, among others.
INSTITUTIONAL ARRANGEMENTS
32. The Local Government Unit (LGU)
• The Local Chief Executive, as Chairperson of
the Steering Committee, shall mobilize the
support of LGUs and other key stakeholders.
• The C/M Administrator or Department Head
designated by the LCE, as member of the TWG,
shall assist in the organization of the MMTs
and provide technical assistance.
INSTITUTIONAL ARRANGEMENTS
33. The Local Government Unit (LGU)
The C/M Anti-Drug Abuse Council (ADAC) and C/M Peace
and Order Council (POC) Representatives shall:
• Work closely with DILG C/M and Provide
SECRETARIAT and technical and admin support.

34. The Local Government Unit (LGU)
Liga ng mga Barangay C/M Chapter President shall:
• Assist in the organization and orientation of
MMTs; and
• Collaborate with the MMTs in the conduct of
advocacy activities within their jurisdiction.

35. The Private Sector
The CSO and FBO representatives shall;
•Assist in the organization and orientation of MMTs and
MMVs;
•Mobilize the support of other CSOs, FBOs;, and other
stakeholders; and
•Spearhead the advocacy and education campaigns in
the community.
INSTITUTIONAL ARRANGEMENTS
36. The MASA MASID Project Management Office shall be
responsible for the monitoring of the DILG Field Offices
and LGUs’ compliance to this policy, which shall be
conducted on a regular basis. Submission of monthly (1st
Wednesday) and quarterly (1st Wed-succeeding quarter.) reports
shall be sent electronically via e-mail through
masamasid@gmail.com, and hard copies shall be sent to
the MASA MASID PMO at the 11th floor, DILG
NAPOLCOM Center, EDSA cor. Quezon Ave., Quezon
City.
