A policy proposal for the FDA and CDC to reduce the use and consumption of antibiotics
Intro
Antibiotic resistant bacteria are one of the biggest threats to human health around the world today.
Antibiotic resistance is the natural phenomenon the occurs when a bacterium becomes immune to an
antibiotic that would usually kill it, all the while maintaining its ability to reproduce. This is a
problem that continues to get worse as we idly stand by. There have now been bacterial isolates
found in patients that are resistant to most of the antibiotics that we would normally cure them. This
is a problem in the developing world but also in countries such as the US and UK. Although people
are ... Show more content on Helpwriting.net ...
In layman terms, our approach to killing bacteria is proving to be a terribly planned strategy. Some
of this convincing data has already been used as evidence by law–makers to change laws. The Food
& Drug Administration banned the use of antibiotics in animals in America, to prevent the selection
of resistance from recurring. The European Union has changed the European wide law about how
biocides are registered, and now it's a requirement for any new biocide to be registered, as well as be
proven safe to use in fight against antibiotic resistant bacteria. With the implementation of these new
laws we move in the right direction. Based on the data of 114 countries, the consequences of
antibiotic resistant bacteria aren't just a prediction, but a In response to the severity of this problem,
which is constantly being accentuated due to the overuse of antibiotics, I propose that the CDC as
well as the FDA can recommend in an attempt to effectively control the issue at hand.
Harms/Qualitative
Antibiotics is one of the most important factors of all of modern medicine and without antibiotics,
bacterial diseases would be life threatening and non–bacterial diseases would be affected, because
treatment for many diseases result in the decreasing of a patient's immune system. Without
antibiotics these

Is Broadcasting Class Live At Arapahoe Community College?
Broadcasting Class Live
Have you ever woken up late, been sick, or had a flat tire and missed class? Students at Arapahoe
Community College currently have a limited amount of resources available when they are absent
from class. There are two options to catch up on coursework: getting the information from their
peers and meeting with the teacher. However, these options require a lot of effort and are very time–
consuming. Student peers are not always available to help and the teacher's schedule for office hours
may not work for the students. With a majority of the student population working full–time and
committing time to raising families, these options are a roadblock to the student 's learning. Taking
time out of an already busy schedule is the last resort a student wants to take. There must be an
alternative to comprehend the material when students miss class lectures. By integrating class
broadcasts at Arapahoe Community College, students will be able to attend class virtually; virtual
broadcasts will benefit the students financially, academically, and will use the technology to its full
advantage. Virtual class broadcasts will allow flexibility to the student 's schedule and will allow
them to view recorded lectures on their own time.
Students who miss class at Arapahoe Community College, often feel overwhelmed due to the
limited amount of resources available. These students mostly miss class for family emergencies,
sickness, or making up work for other classes. When

How Do Issues Get On Public Agendas?
Throughout times, democracy has emerged as the best political way to rule a country. Within
democratic systems, citizens have to vote for people who will represent them in the decision–
making system. The question that John Kingdon wanted to understand in his writing of How Do
Issues Get on Public Agendas? is how the legislative process and the public policies are made. John
Kingdon well illustrates the processes by which an issue becomes policy issue, named the Cohen–
March–Olsen, and the coming together of three processes. In the Cohen–March–Olsen, Kingdon
proposed three stream: problem–recognition, policy stream of proposals and political stream.
To begin, problems are hard to be recognized by important people in the legal system. Government
pay more attention to some problems over others because they have indicators telling them which
one is important. Indicators are in form of rate or numbers, problem recognition become significant
when there is a big shift within the data. Also, it cost money to pay those people who collect data to
for evidences that an issue is an issue. Sometimes, politicians' will considered a crisis or a disaster
as their main problem if it happens. Most of the time, the government will manage the policy–
making in incrementalism way. Instead of following the normal agenda, politicians will pass the
most burning issues. The best example of a crisis is an event that was all over the news and in the
social media like the airplane in the Indian Ocean.

Failure To Meet Zoning Laws
City governments are tasked with writing and enforcing zoning laws that define all aspects of
private use of property within the city's district. In order for businesses and other groups to build
and use plots, or zones, of land that they own within the city's district, they must get approval from
various city government officials. Failure to meet zoning requirements for the specific use proposed,
as interpreted by certain officials, results in denial of the entity from using their land for that
purpose. On March 22nd, I attended a meeting of the Salt Lake City Planning Commission (PC).
The meeting concerned approving group's proposed usage of property they own. Specifically, I will
write about the Other Side Academy's (OSA) proposal to build ... Show more content on

The meeting resolved the issue of theRuby's proposal to build townhouses, but the status of the
OSA's expansion is still uncertain. They cleared the first hurdle by having the PC conditionally
approve it, but they still need to appeal to the city council to change zoning laws. I learned how
zoning laws impact every aspect of use of private property. This includes the proposed usage of each
building and the impact all structures have on the flow of foot and car traffic. I also learned all about
the good OSA are doing in trying to solve the problems of re–incarceration, homelessness, and drug
addiction. I do not feel the meeting should be conducted in a significantly different way. Having
STAFF present the proposal from a neutral perspective sets the facts down, so that the
representatives of the program can address the concerns of STAFF while also telling the PC their
vision and positive impacts of their program is a good order of

The Ethics Of Privacy
The current controversy that needs addressing is a dating website has been asked to hand over user
information to the public health department because of a STD outbreak on the site, even though
their policy is against it. Normally, the health department needs a warrant to get this information but
because the department is not able to the company that hosts the chatroom needs to make the
decision to give out personal user information. The main proposal being presented is the company
should give out the user's personal information because if it does not the STD could continue to
spread without the carriers even knowing. So, the department believes that for the betterment of
public health it is okay to breach privacy in this instance. This ... Show more content on

Consequently, the agents of the main proposal are the public health department and the company
that hosts the chatroom. The external purposes of these two agents are much different, the public
health department wants to make sure the public is safe and healthy whereas the company just wants
to make sure the users are happy while also making a profit. Further, the internal purposes of the
agents are also different, the public health department must be obdurate in the goal of keeping the
public healthy, however, the company just needs to continue to make money so that their servers can
stay afloat. Furthermore, these purposes are not different regardless of which proposal is being
discussed. So, now to analyze the alternative proposal, the proposal rests on the fact that by giving
up user information to the public health department it contrasts with its terms of service and cannot
comply. This is completely dependent upon the assumption that the public health department is not
going to keep the user information private, even though the department is only going to get in
contact with those that are suspected of having either caught the STD or have been transmitting it.
Further, by following the proposal, the end goal of both the department of health and the company
will not be met because by not informing users that have already contracted the STD that they are
carriers of it the STD will continue to spread rampantly throughout the users and even may expand

Path to Citizenship
The Heritage Foundations, Tim Kane, Ph.D., writes "America's exceptional status as a 'nation of
immigrants' is being challenged by globalization. The biggest challenge for policy makers is to
distinguish illusory immigration from real problem. The supported approach from recent years 'a
policy of benign neglect' is no longer an option." Members from the Senate and House of
Representatives both recognize this and should be given credit for their efforts to craft this proposed
comprehensive law which today, is known as the 'Amnesty Plan.' I strongly agree with this
'Amnesty Plan' and feel it needs to be pushed through due to its solid pillars. Such as, having ...

The fact is the framework of the plan describes the proposals idea regarding this issue. To mention a
few, it includes "enhanced border security efforts through the use of technologies like unmanned
aerial vehicles, surveillance equipment, and improved radio interoperability, allowing the Border
Patrol the ability to enhance monitoring and detection along the border to better protect U.S.
sovereignty and halt illegal border crossings. Also insuring that the U.S. Coast Guard has the
resources it needs, and instituting the cooperation between the Mexican and U.S. law enforcement
with Border Enforcement Security Task Forces."
It is a commonly known fact that many employers employ immigrants to save themselves a few
dollars in the long run. A couple ways they do that is by paying undocumented immigrant's lower
wages with no healthcare benefit options. One can also assume that these employers recognize the
fear immigrants have of being deported, which keeps them from reporting issues that normally
would not be tolerated by an American citizen. I strongly disagree with these practices and am very
relieved to know that a big part of the proposal includes: an "effective employment verification
system which prevents identity theft and ends the hiring of future unauthorized workers, requiring
prospective workers to demonstrate both legal status and identity through un–forgeable electronic
means prior to

How Can Acme Home Improvement Boost Their Income Essay
For Acme Home Improvement to boost their income, they are trying to increase their territory and
jump into the global market. Acme Home Improvements opened a new store in Mexico City in
Central America and offer the public their home improvement requirements for commercial builders
to project builders. The Acme operations analysts have proposed a standard day job schedule for
planners for Acme Mexico City (AMC). The plan for the schedule is accommodating with Mexico's
labor laws and company guidelines in scheduling the Part–Time (P/T) staff's 50% of a day's total
scheduled hours. The proposal complies with the advanced planner's imposition not to have 30
customer service associates scheduled during a shift to prevent any unnecessary ... Show more

The advance planners from Acme Mexico City presented an approximate minimum and maximum
number of customer service associates that can be scheduled. Acme Mexico City's daily operating
hours are between 7:00AM to 11:00PM and plan to have both F/T and P/T customer service
associates scheduled. The scheduling for P/T customer service associates comply with Mexico's
labor law and company guidelines and restricts a total of 50% of a day's overall scheduled hours.
Acme's operations analysts and the AMC advanced planners created a standard day job scheduled
using the integer linear programming. The Acme Mexico City has to schedule the staff with a
precise number of customer service associates in order to provide customers with effective and
efficient service plus present a financially low–budget, every day schedule. The daily assignment
schedule that was presented by Acme operations analysts was in compliance with any of the
boundaries of Mexico's labor laws and corporate policy. The proposed schedule doesn't surpass 30
associates on the floor during any shift or shift changes, avoids any scheduling of P/T associates
after 7:00pm, and meets the requirement with scheduling P/T associates 50% of the days combined
scheduled hours. All F/T employees are required to take an hour long lunch break in order to
comply with Mexico's labor laws. The scheduled proposal of Acme's operations analysts is
sufficient based on

EXECUTIVE SUMMARY
This report was commissioned by the committee of the North West Trust for the Protection of
Wildlife to analyses the financial statements of two project proposals for the Trust.
The First statement is a projection profit statement for running a quad bike activity center by
Winston Barkwith.
The Second and Third statement are a comparison of Johnathan's and Ingrid's proposal without or
with Local Authority funding.
Findings:
Winston's proposal does not appear to be in the best interests of the Trust in relation to its three main
aims.
Questions remain to be answered about the source of Revenue for Winston's proposal.

There is no mention of where Winston's set up costs come from – we are not told if they are
financed or paid for and will the trust be expected to fund these?
The Surplus money from Winston's project is going to him it is not being re–invested in the Trust.
NON–FINANCIAL IMPLICATIONS
Winston's proposal does not fit in with the three aims of the trust:
The natural habitat of the Kites and other wildlife maybe destroyed as a new track will be built and
existing trees will be cut down.
The petrol pollution from the Quads may kill the small rodents which is the main food source for
red kites.
The local residents and community will not benefit from the local countryside. Health and safety
laws would have to be considered if it was to remain open to the public.
Winston's proposal does not facilitate the education of the regions young people.
The local residents and community may be unhappy if they hear what they have lost through
Winston's proposal. They may even protest against the felling of trees and new tracks been made.
It could attract a lot of unwanted attention for Winston from the media. Eco warriors could take up
residence in the woodland. Winston's Rich clients may not like the unwanted attention and they

Proposal For The City Of Houston
Purpose: The purpose of my proposal is to propose a plan for the city of Houston to consider
becoming a "No–Kill City" and adopt "No–Kill" animal control policy in regards to city run and
funded animal shelters. Specifically, if the city council would consider the policy or a trial of it, it
could be adapted to fit the city financially and effectively with available resources that would save
lives and the city itself money.
Summary:
The purpose of this proposal is to make aware of a large problem the city is facing due to pet over–
population and how to resolve without taking the lives of these domesticated animals due to flaws in
our laws, community out–reach, and lack of information out there to help pet owners spread across
our city. The problem facing our city is that shelters are filled to capacity everyday with the majority
being lost or stray animals and the only resolutions would be to either put down close to 100
animals a day or once in a while collaborate with rescues to send then out to other states in need of
adoptable animals. However, the solution is right in front of us. By working with local rescues,
animals wouldn't need to be sacrificed and with proper information and assistance with spay/neuter
programs, unwanted pets would be prevented, lowering the need for euthanizing.
I propose to looking into becoming a "No–Kill" city just as our neighbors, Austin has with much
success. Instead of spending unnecessary money in killing and disposing those animals,

Exchanges with Industry Before Receipt of Proposals (4-4)
Exchanges With Industry Before Receipt of Proposals (4–4) Part 15 of the Federal Acquisition
Regulations (FAR) "prescribes [the] policies and procedures governing competitive and
noncompetitive negotiated acquisitions." One component of negotiated acquisitions that occurs
early in the acquisition process is the solicitation of proposals. FAR 15.201, titled, "Exchanges with
Industry before Receipt of Proposals," regulates the type and manner of communications, also
sometimes referred to as exchanges, which can – and cannot – take place between the Government
and potential suppliers prior to the receipt of a potential supplier's proposal and the subsequent
award of a contract.
This paper will address a few of the various types and ... Show more content on Helpwriting.net ...
This fact is stated plainly and directly even in the FAR itself, where it is written, "Agencies are
encouraged to promote early exchange of information about future acquisitions." Exchanges are
beneficial to all parties involved in the acquisition process, and there are a number of reasons why
such exchanges are beneficial. As the regulations explain at FAR 15.201(b), some of these benefits
include an improved understanding of the Government's requirements for the potential suppliers,
and also an improved understanding of a potential supplier's capabilities by the Government.
Additionally, exchanges between Government and potential suppliers can help the Government firm
up or finalize their acquisition plan and source selection strategy for a particular procurement by
enabling them to determine things such as, "proposed contract type, terms and conditions, and
acquisition planning schedules," as well as, "the feasibility of the requirement, including
performance requirements, statements of work, and data requirements."
I. TYPES OF EXCHANGES The FAR lists a number of ways in which exchanges between
Government and Industry might occur prior to the issuance of a contract award. Examples of these
types of exchanges include, Pre–Solicitation Conferences and Industry Days; Pre–Proposal
Conferences; and One–on–One Meetings with Potential Offerors. A. Pre–Solicitation Conference /

Analyzing And Evaluating Abstract Analysis
SLO1
The artefact that I presented is from one of my subject Australian Vertebrate Fauna. In this
assessment, I had to write an abstract of 250 words on an unpublished paper. It consisted of
analysing the paper critically and reflecting it in the abstract. It was a difficult task considering that
it was my first assessment of the semester and I had no experience of writing an abstract. The more
difficult part was that the paper consisted of 30 pages and we had to read through everything and
write an abstract highlighting only the key aspects of the paper. The paper was not yet published and
the information was placed in a crude manner. I did not know how to write an abstract and what all
to include in it. We also had to write a title which ... Show more content on Helpwriting.net ...

The Importance Of A Water Promotion Program
Practicum at Harold Panabaker Junior High has highlighted several new experiences, particularly it
was the first time I participated in a school undergoing a major internal restructure. Consequently,
the loss of the French immersion program has left its spot regarding the size and academic success
of the school and therefore it makes sense that there is only a year long development plan focused
on literacy and academic standing as opposed to the standard holistic three–year development plan
(Harold Panabaker, 2017–2018). However, while academic success is important there is a greater
need to focus on the health and wellbeing of the students with regards to the development plan.
Therefore, focusing on a smaller part of your development ... Show more content on Helpwriting.net

For example, water systems in science, hydration in physical education, historic events surrounding
water in social studies, and even an indigenous perspective through investigating the pollution of
Athabasca lake. The next stage would involve a fundraising activity by students, perhaps through an
event like the math market, to raise money for the purchase and installation of the bottle station.
Ideally, the parent council would also contribute funds, perhaps match the student amount,
expanding it to a community wide event. Finally, experts would be invited in to explain the benefits
of water or explain how the bottle stations are installed and operate.
Rationale
Overall, once finalized the health promotion program would lend itself extremely well to all the
pillars of the comprehensive health plan but less so to the policy portion of the plan. The
comprehensive health plan (2018) states that policies are the guidelines and practices that shape and
promote student well–being and achievement, however I believe that while schools may promote
healthy alternatives there is little that can be done to ensure students follow through with guidelines.
To overcome this limitation the other three pillars would need to effectively demonstrate the
importance of hydration through water while making it accessible. Together the three pillars would
strengthen and elevate the policy pillar making it more effective in aiding student well–being.

Benefits Of A New Plant
Proposal one suggests that the company buys one hundred new refrigerated trucks, half in 2001 and
the other half in 2002. The company could then sell 60 old trucks over the course of two years for a
total of EUR4.05 million. The trucks would be more fuel– efficient and less maintenance. This
proposal would make deliveries more frequent, make scheduling more flexible, and support further
expansion in the future. Proposal two suggests that a new plant be built that would take the burden
off other plants that had to make shipments because demand was higher and it would decrease
shipment costs. The cost of the plant would be EUR37.5 million. The new plant's expected after–tax
cash flows would total EUR35.6 million and IRR of 11.3% over 10 years. Proposal three suggests
that the plant that is in Nuremberg, Germany be expanded. It would cost a total of EUR15 million.
Expanding this facility would increase capacity to an expected EUR2.25 million a year in additional
production. Proposal four suggests that the company roll–out a new product of snack foods. The
company has excess capacity that it could use to produce dried fruits and enter a new market. The
IRR was expected to be 13.4% and the project would be able to support more expansions. Proposal
five suggested to increase automation of the production lines at six of the company's already
existing plants. This proposal would reduce injuries amongst employees and reduce lawsuits from

Childcare Is An Attractive Business Opportunity
Background
Childcare in Australia reflects a market system, providing an attractive business opportunity, as the
Commonwealth guarantees up to 50% of the organisations' income. However, markets and childcare
are a poor combination, with the price of quality services increasing, leaving individuals of low
socio–economic status (SES) with poorer quality education (Phillips, 2009).
Currently, childcare in Australia encourages inflation and "does not incentivise women to work"
(FactCheck, 2015). The Commonwealth provides 3 primary payments, The Childcare Benefit
(CCB), The Childcare Rebate (CCR) and the Jobs, Education and Training Childcare Fee Assistance
(JETCCFA). Further details are in Appendix A.
The Coalition's Proposition
The Coalition ... Show more content on Helpwriting.net ...
This essentially doubled the price the consumer was willing to pay. In a supply and demand market,
this allowed the supplier to charge more, leading to hyperinflated prices.
The 'benchmark' price means that the Commonwealth will pay 50% of the cost of the childcare, up
to a certain amount. For example, with a benchmark of $10/hour, parents would receive no more
compensation for $30/hour childcare than for $20/hour care.
Changes for low–income–earners (LIEs)
Those earning under $65,000/year may receive up to 12 hours of childcare/week with no activity
test, reduced from 24. The Childcare subsidy for these LIEs will be 85% of the fee, or the
benchmark price – whichever is lower.
Changes for middle–income–earners (MIEs)
For MIEs, the childcare subsidy will be either 50% of the fees charged, or the benchmark price –
whichever is lower.
There will be no cap on the amount of subsidies MIEs and LIEs can receive.
Changes for high–income–earners (HIEs)
HIE's cap will increase to $10,000 per child, from $7,500 received through the CCR. Their childcare
subsidy will be either 50% of fees, or the benchmark price – whichever is lower.
Introduction of Nannies
The Government proposed an In Home Care program, permitting Nannies to deliver services to
those whose needs do not suit traditional childcare centres, such shift–workers and those in remote
areas.

U.s. Labor Policy Proposal Essay
Labor Policy Proposal
Presented by
Institution
Introduction Many people have no idea of what they expect to achieve after retirement when asked
about their retirement plans. The government's policies about retirement do not cater for the well–
being of retirees creating a lot of worry for the life after employment. The increasing number of
employees demanding cover by government pension programs and the current decline in the
retirement income levels contributes to the change of the American pension landscape (Heiland and
Li, 2012). The United States of America developed labor laws during the time when the country's
economy was independent and self–contained. The main aim of U.S. labor policy was to get rid of
different challenges affecting employees and improve their lifestyle in order to enjoy working in a
suitable environment. Additionally, the labor policy aimed at protecting American workers by law
and protecting certain human rights. According to Dugas (2013), despite the growing economy in
U.S. more than 28 percent of American workers lack confidence with the current labor policy on
retirement. The research conducted by the Employment Benefit Research Institute (EBRI) in 2013
revealed that most workers are not sure of saving money for retirement. The above information calls
upon a recommendation of labor policy about retirement that would fulfill the demands of workers.
The proposed policy will bring change to the Public Employees' Retirement Fund

Higher Education Case Study: Weston University
Weston University
Case Summary The new president of Weston University, Dr. Diana Ball, took over in late 1995,
succeeding Dr. Harold Powers. Dr. Powers led the prestigious private university for fifteen years
from a human resource frame to tailor the organization to individuals (Bolman & Deal, 2013, p. 16).
Moreover, during Dr. Power's tenure, the reputation of once–leading private university in the
Midwest diminished. Dr. Power's reputation as a scholar gained him the presidency; however, his
leadership abilities fell short in dealing with the faculty. Weston's board outlined the skills needed,
which included both academic standing and business acumen, for their new president to restore
Weston University's reputation and lead the ... Show more content on Helpwriting.net ...
The faculty is entrenched in their ways, and change causes ambiguity and uncertainty. Moreover, the
faculty in the organization feel uncertain about the new concepts presented by Dr. Ball to the deans
altering their salaries and evaluations (Bolman & Deal, 2013, p. 31). The proposed changes create
competition and unrest among the faculty and will shatter the business–as–usual campus conduct
and job security. The dean's and faculty are grasping at the symbolic frame, defending their beloved
academic lifestyle (Bolman & Deal, 2013, p. 248). The secondary problem in this case is support
from the deans of the incentive program that will restore Weston University prestigious reputation
as set by the board and developed by the president.
Stakeholders
The stakeholders involved are the board of Weston, new president, deans and faculty. The board's
stake in the new president is by taking a risk on her ability to achieve the goal of rebuilding
Weston's reputation. Next, Dr. Ball's confidence lies within the board, and rejecting her incentive
program will endanger her leadership status. Dr. Ball's stakes are high using the Kotter's change
strategy is risky, sticking to the process and refusing to quit (Bolman & Deal, 2013, p. 390).
Furthermore, if the incentive program is rejected, Dr. Ball will lose her creditability before the deans
and faculty and her ability to lead the college. The deans and faculty risk losing their beloved way of
academic life and job security.

Journal #7 Pride and Prejudice
JOURNAL # 7 PRIDE AND PREJUDICE
The proposal scene in Chapter 34 (quote from here) is one of the most famous passages in all of
English literature. It represents very well the two main themes of the novel that appear in the title:
pride and prejudice. First, look up and define each word: pride and prejudice. Then respond to the
following questions.
Pride: satisfaction derived from one's own achievements, the achievements of those with whom one
is closely associated.
Prejudice: a preconceived opinion that is not based on reason or actual experience.
Part One: Darcy's pride and prejudice
a. Explain how Darcy demonstrates pride during the proposal scene; use quotes from Chapter 34 to
support your claim and EXPLAIN how the quotes support it.
Even though Mr. Darcy had the best intentions when he proposed to Elizabeth, his word choice was
not the best. The narrator describes his dialect in the following quote, "He spoke well; but there
were feelings besides those of the heart to be detailed; and he was no more eloquent on the subject
of tenderness than of pride. His sense of her inferiority– of it being a degradation..." (Austen 34). He
must find it sweet and heartwarming that he is choosing to lower his social class for love, but he
also seems to imply that he is better than her. Elizabeth feels insulted that he would say something
like that to her. She responds to Mr. Darcy by saying, "You chose to tell me that you liked me
against your reason, against your will, and even against your character?" (Austen 34). To her it
probably seems like he is settling for her, when it comes to her social status.
b. Explain how Darcy demonstrates prejudice during the proposal scene; use quotes from Chapter
34 to support your claim and EXPLAIN how the quotes support it
Elizabeth calls out Mr. Darcy on his prejudice towards Mr. Wickham. Instead of paying attention to
the type of person he is, Mr.Darcy makes it seems like his current financial situation defines him.
Elizabeth states the following in the heated argument between her and Mr. Darcy, "You have
reduced him to his present state of poverty, comparative poverty. You have

The Role of Parliamentary Committees
There are two main types of parliamentary committees, there are select committees who check and
report on areas ranging from the work of government departments to economic affairs and there are
public bill committees which mainly scrutinise proposed legislation in detail. The latter is unique to
the commons, as Bills in the Lords are considered by the house as a whole.
Committees certainly provide an air of legitimacy in the parliamentary system. Unlike debates, in
which, as source A states 'points put forward by (...) backbenchers seem to have little effect' the
same cannot be said for parliamentary committees. In the vast majority of cases heads of most
committees are backbenchers, and committees such as the 'backbench business committee' are
comprised solely of backbenchers. Therefore they have a direct say in the working of the
government whether that be through the process of a Bill becoming an Act (public bill committee),
or through proposing recommendations to a government regarding a certain issue (select
committee). Backbenchers can also in some cases use committees as means of bringing their
constituents' views to the forefront, thus further increasing the legitimacy of committees. The fact
that parliamentary committees allow backbenchers a say in government matters not only lends
legitimacy within parliament, but also indirectly makes the entire parliamentary system more
legitimate, as increasing the influence of back benchers, indirectly increases the influence of

The City Of Glendale City Council Meeting
On September 9, 2014 I attended the Glendale City Council meeting which was held at the Council
Chamber which is located on the 2nd floor of the Glendale City Hall, Room 200, 613 East
Broadway, Glendale, California. The meeting commenced at 6 p.m. and lasted for approximately 1
hour and 40 minutes. Several policy proposals were made and discussed in this particular meeting.
This paper is aimed at discussing the various policy proposals made and debated at this meeting
with a view to establishing whether they are acceptable or unacceptable to the Glendale electorate. It
is, however, essential to provide a brief background of the City of Glendale before embarking on a
discussion of policy proposals. The City of Glendale is located in Southern California. According to
the 2010 U.S. Census Bureau report, Glendale has approximately 191,719 inhabitants and a total
area of approximately 30.5 square miles (City of Glendale 3). This "Jewel City" has a Council–
Manger type of government. The notable members of the city government are the five council
members who are elected to a four–year term as well as the city manager and clerk (City of

Public Policy Plan Proposal for Agencies
PUBLIC SERVICE AGENCIES 2 Public Policy Plan Proposal for Agencies Executive Summary
The public service agencies are organizations that con either be governmental or non–governmental.
The agencies are significant in due to the interest they have for the state's citizens. Organizations
such as the Agency of International development (USAID), Agency of Healthcare Research and
Quality (AHRQ) and the famous American Red Cross, all have different missions, but the agenda of
all these organization is to provide service to the citizens. The organizations provide many job
opportunities to the citizens, especially positions in the civil service. The agencies are obligated to
support people with basic needs including water in case of droughts, electricity to the marginalized.
In addition, the organizations provide services like transportation and also aids in communication in
case of emerging tragedies, which are inevitable. Special programs are available to assist in the
implementation of policies in the agencies, and a critical analysis on the issue of programs is
provided in this work. A detailed proposal on public policy is also provided at the end of this paper.

The Legal Standards And Regulations
1.
A) Arguments for proposal:
i) Establishing legal standards and regulations always play an important role when it comes to the
user 's perspective, it equips the user to use the system in the right way to maximum capacity. It also
brings out the system 's restraints in various aspects of functioning and safety per the regulations. ii)
Imposing legal standards can counter activities deemed to be illegal like hacking which is a threat to
safety and critical information stored in the systems.
Arguments against the proposal :
i) Few people made arguments against the proposal for legal standards and regulations, they feel
that legal standards may stand barriers for complete utilization of full potential of the systems. It is
also argued that legal standards only restricts organization freedom and growth in a perspective. ii)
Legal standards can cause many other problems such as bad functioning of organization and thus
causing difficulty for management to the people administrating.
Counter arguments for the proposal:
i) It is argued that though the legal standards are adopted for safety of organization, but there are
also break through counter advancements developed to threaten the security topologies managed by
the organization. ii) legal standards are seen as obstructions to emergency situations where
immediate decisions cannot be taken at difficult situations.

The Mv Rena On Otaiti And Astrolable Reef
Introduction
1. Following the grounding of the MV Rena on Otaiti/Astrolable Reef ("the Reef"), in the Bay of
Plenty, its owners Daina Shipping Company established a trust entity – the Astrolable Community
Trust (the Applicant), to lodge an application for resource consent pursuant to sections 15A and 15B
of the Resource Management Act 1991 (the RMA) to the Bay of Plenty Regional Council (the
Council). The applicant seeks consents to abandon the remains and associated debris of the wreck in
place on the seabed (S15A), and to authorise any potential future discharge of contaminants from
the degradation of the wreckage (S15B).
2. Upon submission of this application to the Council, the Proposal was publicly notified and
generated a significant response from the local community – variety of responses ranging from
those supporting the proposal, to those opposing and some in neutral .
3. Of particular significance is the number of opposing submissions that were submitted which the
Council and its reporting planner noted were a total of 101 submissions out of 151 valid
submissions submitted . Arguably this is a significant number of submissions indicating high levels
of concerns the community has in regards to this Proposal, and although the community may not be
experts on this matter they are however, are the ones living and breathing in the Bay of Plenty. As
such their evidence deserves appropriate weight.

conflict as to how he plans on paying for the tuition in another alternative. Congress and the
education board believe that with this opportunity given at no price, students could take advantage

The article as a whole provides useful information for the readers and eventually helps low income
families and the society overall. Stated within the article, "million students march protesters demand
tuition free college and debt cancellation." The article provides another article that helps substantiate
the proposals that Bernie Sanders has proposed. Being the reader we can't help, but get mad and
build resentment towards the college board and begin to question authority. According the article
Donald Trump has said that, "debt should not be an albatross around [students'] necks for the rest of
their lives." The article not only provides statements from Hillary Clinton and Bernie Sanders but
also provides Statements from our current President. Therefore, giving the article an advantage of
credibility because there is also many information given within the article. Such as a link to another
article named, "Million of students march protesters demand tuition free college and debt
cancellation" as well. Within the article a view was stated, "though critics argue such programs
could lood college with people who don't want degrees, don't help the neediest students and could
strain institutions resources." The prejudice within the article gives many especially student readers
a sense of discouragement and provides information that the college board would read upon and
eventually change their mind on Bernie Sanders proposals. Bernie Sanders as stated, "Every
American, regardless of income, must have the right to a higher education." As a reader begin to
make conclusions that support the proposals made by Bernie Sanders to an extent of approval by
student who don't get a chance to go to college. This quote gives the society a sense of opportunity

Key Issues and Concerns in the Development of a Proposal
Key Issues and Concerns in the Development of a Proposal
Introduction
Status of the Opportunity
The first steps taken after reviewing a Request for Proposal involves determining the status of the
opportunity. (Johnson–Sheehan, 2008). In short one must determine if an opportunity or problem
exists. The Request for Proposal under review indicates that Government officials are soliciting a
vocational initiative that will be funded to train a service oriented work force. The service jobs
suggested include "medical services (home health and nurses aides, medical and dental assistants),
positions in hotels (maids, housekeepers), security services, telecommunication equipment ... Show

More information is definitely needed to determine whether a solid opportunity exists in this case.
By all appearances this may be a philanthropic opportunity as opposed to a personal profit
opportunity. The request is asking to a lot within what may be an unrealistic budget. Further
exploration of key issues of concern will follow.
Defining the Problem
In the process of reviewing the provided Request for Proposal (RFP) it has came to our team's
attention that there are several areas of concern. To begin with there is no identifying name or
reference number so as to separate this request for proposal from any other that the originator my
have out for review. There is no creation date or closing date for applications. This makes it very
hard for the contractor to reference this RFP in correspondence to the point of contact. With the fact
outstanding that there is no point of contact listed or a contracting office or department named in the
RFP, collecting addition information presents it own problems. The Five–W and How questions
referenced in chapter two of Johnson–Sheehan's, Writing Proposals would be consider as ignored by
the contractor. (Johnson–Sheehan, 2008). If the contractor was interested enough he would have to
work his way through a long list of red tape to get his proposal to the proper person for review and

Application Of Planning Approval And Building Permit
Since the proposal is required to apply for a change of use on land, from dwelling to a food and
entertainment area, the Local Council of the City of Cockburn needs to grant a planning approval
and building permit is to be issued before any use and construction work are to commence. The
proposal of a dwelling area to be redeveloped as a new tavern or restaurant with an outdoor
entertainment area requires being in the correct zone to avoid being deemed of refusal by the
Council. According to the Town Planning Scheme No. 3 (TPS 3) of the City of Cockburn (City of
Cockburn 2014), the permitted zones found on the Scheme map are to be in the Regional Centre,
District Centre, and Light and Service Centre.

Firewalls will be placed between the web servers and the outer edge of the network, facing the
Internet. Such a configuration, called a demilitarized zone (DMZ), will provide an additional layer
of defense from a network breach. If the web servers are compromised, there will be an additional
barrier between them and the intranet. The firewalls will be configured to deny everything, and then
the ports that are needed for the functioning of the network will be allowed. For the sake of expense
and administrative simplicity, the firewall will be a stateful packet filter firewall, as opposed to an
application proxy firewall, which would offer higher security and configurability at the expense of
administrative complexity due to the need for a proxy for each application in use by the company.
The packet filtering firewall filters traffic based on predefined rules. A network based IDS will be

preferable for its ability to detect zero day attacks. With a signature based IDS, the system uses a set
of definitions to detect threats and the definitions must be updated on a regular and ongoing

Rather the IDS will send notifications to the IT staff that are tasked with the security of the network.

Q1. As per the provided information the Gas Utility companies pays a base commodity charge of
$.3359 plus a peak usage demand of charge that is $4.63 per Mcf multiplied by the total demand
during the maximum take day in the last 12 months which is 240 in this case. The cost per MCF can
be derived by the below formula
(Commodity Base Charge * Total Demand) + (Peak Usage Demand Charge* High Peak in 1 day*
months in year)
This will translate into
($ 0.3359*30,700,000 Mcf)+ ($ 4.63*240*12) = $ 23,646,530
By substituting the appropriate values in the formula we arrive at a cost of $ 23,646,530. This cost is
then divided by the total demand over 12 months of 30.7 Bcf or 30,700,000 Mcf to arrive at an

However, the proposal A for Distrigas would cost only $29,376,000, or savings of $252,140. The

Distrigas strategy should be to maximize on its competitive rate and endeavor itself as a cost leader,
promising speed delivery, reliability and meeting the right quantity when needed the most, all at
most cost efficient rate possible. To be cost efficient it needs to operate economically such as storing
the right amount of gas needed. It has to improve on its storage and deliver the gas in the best cost
efficient using the right mode of transportation possible. The biggest threat could be when
consumers like Boston Gas decide to build their own storage facilities and therefore start sourcing
directly from the pipeline–gas providers, to be stored for usage during peak season.
Q4. Proposal A: Slow Build up Strategy – In this proposal infrastructure will be built and machinery
and trucks purchased to allow Distrigas to slowly build up inventories at the customer location. This
strategy includes building a satellite tank which will serve as a reserve for the gas that is brought in
by Alozean. It takes 250 days to build up inventories to satisfy peak demand. This model requires 6
trucks to carry the gas over the 250 day period. Field tanks will need to be built at the customer
location in order to hold the gas that will service the peak demand and this will cost $

analysts working with the AMC advance planners have proposed a standard day assignment

These different shifts depict the number of customer service employees and the time frames they are
scheduled. The home improvement retail industry has two types of customers; the
professional/contractor and the "do–it–yourself" individual. These customers differentiating
shopping trends and support needs are taken into consideration when scheduling employees for the
floor. In evaluating the proposed schedule, business trend, customer demographic and operating
shifts were taken into consideration when allocating customer service employees during operating
hours.
Schedule Shifts
The majority of professional/contractor customers shop during early hours of the morning which is
known as the opening shift (7am–10am). Professional/contract customers are experienced and have
knowledge of the merchandise that they need and where it's located in the store given their visit
frequency. Given these facets, the number of customer service employees on the floor is much
higher than is needed. The proposed employee numbers are higher than needed and I recommend
the AMC advance planners schedule estimates for the times between 7am and 11am be used. Using
AMC advance planners estimated schedule provides lower staffing costs and gives you the ability to
utilize the employees at a different time during store

Policy Proposal for Economic Reform in Russia Essay
Policy Proposal for Economic Reform in Russia
Despite making a recovery after the 1998 market crash, Russia remains weighted with numerous
holdovers from the Communist era that keep its economy from taking advantage of free–market
reforms. In short, Russia has not prospered under capitalism because it has not yet discovered it. In
order to do so, the Russian government must engage in extensive reform in several key areas:
improving the rule of law, creating stable monetary policy, and ending a policy of favoritism to
particular businesses. Engaging in these reforms would lower the extremely high transaction costs
of doing business legally, stimulating a wave of new investment and wealth creation within Russia,
as well as encouraging ... Show more content on Helpwriting.net ...
The lack of clearly defined and enforced property rights is another major problem. The communist–
era criminal code has only been partially replaced, and each contract must be carefully examined to
check whether it contradicts an ever shifting mess of regulations. In addition, it is unclear what
success the communists will have in the next election, so long term planning is very difficult
because the future is so unpredictable.
Despite an ambitions privatization program, many of the large factories remain state owned, partly
because of the fact that their outdated and inefficient production would immediately and properly
put them out of business under a free market. However, because the government has so much
influence over the banks, it keeps funding these inefficient enterprises to earn the support of the
many workers they hire. Many of the factories that were privatized, simply signed ownership to
their communist bosses, and because of their pull with the government, stay alive by government
aid.
Despite all the issues mentioned above, the biggest challenge to Russian economic growth is
probably its monetary policy. The Russian central bank is a direct holdover from Soviet times and
needs to change its policy drastically to adapt to a free–market economy. In a capitalist economy,
private banks serve to store money and provide investment to business. Because banks lose their
investment when a debtor defaults, they are careful to insure that entrepreneurs

SUBJECT: Public Policy on Federal Funding for the Arts

Sections One: Issue: Should the federal government be responsible for funding art programs
(including art supplies/ tools, service training/staff, etc.) in public education establishments, or
should those funds be made available by donation from private organizations or from other forms of
sponsorship?
Section Two: History: Since public schools across the country have faced budget cuts in the past
decade and a half, a common cost–cutting measure is to lessen the funding for arts education,
prioritizing what are deemed more essential subjects such as math, reading, and science. Yet in fact,
the current iteration of the federal Elementary and Secondary Education Act of 1965, also known as
the No Child Left Behind Act of 2001, lists that the arts are among the core academic subjects,
requiring all schools to enable all students to achieve in the arts and reap all the benefits of a
comprehensive arts education. Yet the economically prioritized curriculum is still draining the
sources from these imperative programs leaving instruments, paintbrushes, and other artistic pieces
in closets to collect dust, because no one will be there to teach or use them. Most impacting in the

The Prevalence Of Childhood Obesity
The prevalence of childhood obesity has remained a serious matter in the United States over the
years despite its recent decline (Centers for Disease Control and Prevention, 2015). Children who
are obese can experience the same devastating health effects as adults who are obese –
cardiovascular issues, diabetes, breathing problems, and so forth. In addition, children who are
obese are more than likely to become obese as adults, therefore the development of a health fair that
would highlight increased physical activity, increased in consumption of fruits and vegetables, and
decrease in the amount of sugar sweetened beverages would be a start in tackling this problem. This
single solution may not help reduce rates of childhood obesity in the United States by itself, but
public policy action is essential (Robbins, Niederdeppe, Lundell, & Meyerson, 2013). A cross–
sectional study performed from July 2013 to October 2014 displayed a comparison in the trends
since an implementation of a policy – specifically a competitive food and beverage policy
(Sanchez–Vaznaugh, Sánchez, Crawford, & Egerter, 2015). The objective was to determine if there
was an association between this policy and population–level trends in childhood overweight/obesity.
Having a health fair would help push the message out. In another study, the effects of messages
describing consequences of childhood obesity was collected from two nationally representative

wait time at clinics? Wait times at clinics can be described as the amount of time a patient takes to
be attended to when they visit a hospital. Patient experience is one factor that is rarely put into
consideration by health ... Show more content on Helpwriting.net ...
Public hospitals are notorious for extended wait times at clinics. This has led patients who can
afford to prefer private clinics where they are seen on an appointment basis. The wait times at
private clinics is considered shorter though not the best at all times, than that in public clinics.
Patients who may not afford visiting private clinics are left with no choice but to attend public
hospitals.
Background of the Problem
One of the indicators of quality service and efficient service delivery is patient wait times. Patient
wait times at clinics are a policy issue that needs to be addressed if hospitals foresee a change in its
operations and operational costs. Wait times can be attributed to poor planning and coordination in
hospitals. Wait times are experienced before consultation, during consultation and after consultation.
Health care centers typically have different people who provide different services all in the
treatment process. For an ordinary routine visit, there are professionals stationed at the reception to
receive clients and client information mostly regarding mode of payment. There are the nurses who
are stationed at the triage to measure the patients' vitals. In between that and consultation, there are
people who oversee that transition, mostly nurses. The coordination of these activities carried out by
different persons is what results in extended

Implementing The Equal Employment Provisions Of The...
Introduction Many companies that provide health insurance offer wellness programs that encourage
healthier lifestyles. To participate in these wellness programs, employees may be required to
undergo health risk assessments that measure body weight and cholesterol, blood glucose, and blood
pressure levels. Some programs offer employees financial and other incentives to encourage them to
participate. Earlier this year the U.S Equal Employment Opportunity Commission (EEOC) issued a
proposed rule to help clear up any confusion over using financial incentives in worksite programs.
The proposal will amend regulations implementing the equal employment provisions of the
Americans with Disabilities Act (ADA) to address the interaction between Title I of the ADA and
financial incentives as part of wellness programs offered through employer group health plans
(Wilkie, 2015).
Summary
According to the article, the proposal provides what an EEOC press release described as much
needed guidance to employers and employees about how wellness programs offered as part of an
employer's group health plan can comply with the ADA consistent with provisions governing
wellness programs in the Health Insurance Portability and Accountability Act (HIPAA), as amended
by the Affordable Care Act (ACA). The ADA limits the circumstances in which employers may ask
employees about their health or require them to undergo medical examinations. It allows such
inquiries and exams if they are voluntary and part

A Policy Proposal For The Fda And Cdc

  • 1. A Policy Proposal For The Fda And Cdc Dalaun Finch Policy Manuscript Woodyard Coms 305 A policy proposal for the FDA and CDC to reduce the use and consumption of antibiotics Intro Antibiotic resistant bacteria are one of the biggest threats to human health around the world today. Antibiotic resistance is the natural phenomenon the occurs when a bacterium becomes immune to an antibiotic that would usually kill it, all the while maintaining its ability to reproduce. This is a problem that continues to get worse as we idly stand by. There have now been bacterial isolates found in patients that are resistant to most of the antibiotics that we would normally cure them. This is a problem in the developing world but also in countries such as the US and UK. Although people are ... Show more content on Helpwriting.net ... In layman terms, our approach to killing bacteria is proving to be a terribly planned strategy. Some of this convincing data has already been used as evidence by law–makers to change laws. The Food & Drug Administration banned the use of antibiotics in animals in America, to prevent the selection of resistance from recurring. The European Union has changed the European wide law about how biocides are registered, and now it's a requirement for any new biocide to be registered, as well as be proven safe to use in fight against antibiotic resistant bacteria. With the implementation of these new laws we move in the right direction. Based on the data of 114 countries, the consequences of antibiotic resistant bacteria aren't just a prediction, but a In response to the severity of this problem, which is constantly being accentuated due to the overuse of antibiotics, I propose that the CDC as well as the FDA can recommend in an attempt to effectively control the issue at hand. Harms/Qualitative Antibiotics is one of the most important factors of all of modern medicine and without antibiotics, bacterial diseases would be life threatening and non–bacterial diseases would be affected, because treatment for many diseases result in the decreasing of a patient's immune system. • 2. Is Broadcasting Class Live At Arapahoe Community College? Broadcasting Class Live Have you ever woken up late, been sick, or had a flat tire and missed class? Students at Arapahoe Community College currently have a limited amount of resources available when they are absent from class. There are two options to catch up on coursework: getting the information from their peers and meeting with the teacher. However, these options require a lot of effort and are very time– consuming. Student peers are not always available to help and the teacher's schedule for office hours may not work for the students. With a majority of the student population working full–time and committing time to raising families, these options are a roadblock to the student 's learning. Taking time out of an already busy schedule is the last resort a student wants to take. There must be an alternative to comprehend the material when students miss class lectures. By integrating class broadcasts at Arapahoe Community College, students will be able to attend class virtually; virtual broadcasts will benefit the students financially, academically, and will use the technology to its full advantage. Virtual class broadcasts will allow flexibility to the student 's schedule and will allow them to view recorded lectures on their own time. Students who miss class at Arapahoe Community College, often feel overwhelmed due to the limited amount of resources available. These students mostly miss class for family emergencies, sickness, or making up work for other classes. When ... Get more on HelpWriting.net ...
  • 3. How Do Issues Get On Public Agendas? Throughout times, democracy has emerged as the best political way to rule a country. Within democratic systems, citizens have to vote for people who will represent them in the decision– making system. The question that John Kingdon wanted to understand in his writing of How Do Issues Get on Public Agendas? is how the legislative process and the public policies are made. John Kingdon well illustrates the processes by which an issue becomes policy issue, named the Cohen– March–Olsen, and the coming together of three processes. In the Cohen–March–Olsen, Kingdon proposed three stream: problem–recognition, policy stream of proposals and political stream. To begin, problems are hard to be recognized by important people in the legal system. Government pay more attention to some problems over others because they have indicators telling them which one is important. Indicators are in form of rate or numbers, problem recognition become significant when there is a big shift within the data. Also, it cost money to pay those people who collect data to for evidences that an issue is an issue. Sometimes, politicians' will considered a crisis or a disaster as their main problem if it happens. Most of the time, the government will manage the policy– making in incrementalism way. Instead of following the normal agenda, politicians will pass the most burning issues. The best example of a crisis is an event that was all over the news and in the social media like the airplane in the Indian Ocean. ... Get more on HelpWriting.net ...
  • 4. Failure To Meet Zoning Laws City governments are tasked with writing and enforcing zoning laws that define all aspects of private use of property within the city's district. In order for businesses and other groups to build and use plots, or zones, of land that they own within the city's district, they must get approval from various city government officials. Failure to meet zoning requirements for the specific use proposed, as interpreted by certain officials, results in denial of the entity from using their land for that purpose. On March 22nd, I attended a meeting of the Salt Lake City Planning Commission (PC). The meeting concerned approving group's proposed usage of property they own. Specifically, I will write about the Other Side Academy's (OSA) proposal to build ... Show more content on Helpwriting.net ... The meeting resolved the issue of theRuby's proposal to build townhouses, but the status of the OSA's expansion is still uncertain. They cleared the first hurdle by having the PC conditionally approve it, but they still need to appeal to the city council to change zoning laws. I learned how zoning laws impact every aspect of use of private property. This includes the proposed usage of each building and the impact all structures have on the flow of foot and car traffic. I also learned all about the good OSA are doing in trying to solve the problems of re–incarceration, homelessness, and drug addiction. I do not feel the meeting should be conducted in a significantly different way. Having STAFF present the proposal from a neutral perspective sets the facts down, so that the representatives of the program can address the concerns of STAFF while also telling the PC their vision and positive impacts of their program is a good order of ... • 5. The Ethics Of Privacy The current controversy that needs addressing is a dating website has been asked to hand over user information to the public health department because of a STD outbreak on the site, even though their policy is against it. Normally, the health department needs a warrant to get this information but because the department is not able to the company that hosts the chatroom needs to make the decision to give out personal user information. The main proposal being presented is the company should give out the user's personal information because if it does not the STD could continue to spread without the carriers even knowing. So, the department believes that for the betterment of public health it is okay to breach privacy in this instance. This ... Show more content on Helpwriting.net ... Consequently, the agents of the main proposal are the public health department and the company that hosts the chatroom. The external purposes of these two agents are much different, the public health department wants to make sure the public is safe and healthy whereas the company just wants to make sure the users are happy while also making a profit. Further, the internal purposes of the agents are also different, the public health department must be obdurate in the goal of keeping the public healthy, however, the company just needs to continue to make money so that their servers can stay afloat. Furthermore, these purposes are not different regardless of which proposal is being discussed. So, now to analyze the alternative proposal, the proposal rests on the fact that by giving up user information to the public health department it contrasts with its terms of service and cannot comply. This is completely dependent upon the assumption that the public health department is not going to keep the user information private, even though the department is only going to get in contact with those that are suspected of having either caught the STD or have been transmitting it. Further, by following the proposal, the end goal of both the department of health and the company will not be met because by not informing users that have already contracted the STD that they are carriers of it the STD will continue to spread rampantly throughout the users and even may expand to the ... Path to Citizenship Marcella Santana Hanna Gray English 121 27 February 2013 Path to Citizenship The Heritage Foundations, Tim Kane, Ph.D., writes "America's exceptional status as a 'nation of immigrants' is being challenged by globalization. The biggest challenge for policy makers is to distinguish illusory immigration from real problem. The supported approach from recent years 'a policy of benign neglect' is no longer an option." Members from the Senate and House of Representatives both recognize this and should be given credit for their efforts to craft this proposed comprehensive law which today, is known as the 'Amnesty Plan.' I strongly agree with this 'Amnesty Plan' and feel it needs to be pushed through due to its solid pillars. Such as, having ... Show more content on Helpwriting.net ... The fact is the framework of the plan describes the proposals idea regarding this issue. To mention a few, it includes "enhanced border security efforts through the use of technologies like unmanned aerial vehicles, surveillance equipment, and improved radio interoperability, allowing the Border Patrol the ability to enhance monitoring and detection along the border to better protect U.S. sovereignty and halt illegal border crossings. Also insuring that the U.S. Coast Guard has the resources it needs, and instituting the cooperation between the Mexican and U.S. law enforcement with Border Enforcement Security Task Forces." It is a commonly known fact that many employers employ immigrants to save themselves a few dollars in the long run. A couple ways they do that is by paying undocumented immigrant's lower wages with no healthcare benefit options. One can also assume that these employers recognize the fear immigrants have of being deported, which keeps them from reporting issues that normally would not be tolerated by an American citizen. I strongly disagree with these practices and am very relieved to know that a big part of the proposal includes: an "effective employment verification system which prevents identity theft and ends the hiring of future unauthorized workers, requiring prospective workers to demonstrate both legal status and identity through un–forgeable electronic means prior to ... • 10. Proposal For The City Of Houston Purpose: The purpose of my proposal is to propose a plan for the city of Houston to consider becoming a "No–Kill City" and adopt "No–Kill" animal control policy in regards to city run and funded animal shelters. Specifically, if the city council would consider the policy or a trial of it, it could be adapted to fit the city financially and effectively with available resources that would save lives and the city itself money. Summary: The purpose of this proposal is to make aware of a large problem the city is facing due to pet over– population and how to resolve without taking the lives of these domesticated animals due to flaws in our laws, community out–reach, and lack of information out there to help pet owners spread across our city. The problem facing our city is that shelters are filled to capacity everyday with the majority being lost or stray animals and the only resolutions would be to either put down close to 100 animals a day or once in a while collaborate with rescues to send then out to other states in need of adoptable animals. However, the solution is right in front of us. By working with local rescues, animals wouldn't need to be sacrificed and with proper information and assistance with spay/neuter programs, unwanted pets would be prevented, lowering the need for euthanizing. I propose to looking into becoming a "No–Kill" city just as our neighbors, Austin has with much success. Instead of spending unnecessary money in killing and disposing those animals, ... As the regulations explain at FAR 15.201(b), some of these benefits include an improved understanding of the Government's requirements for the potential suppliers, and also an improved understanding of a potential supplier's capabilities by the Government. Additionally, exchanges between Government and potential suppliers can help the Government firm up or finalize their acquisition plan and source selection strategy for a particular procurement by enabling them to determine things such as, "proposed contract type, terms and conditions, and acquisition planning schedules," as well as, "the feasibility of the requirement, including performance requirements, statements of work, and data requirements." The more difficult part was that the paper consisted of 30 pages and we had to read through everything and write an abstract highlighting only the key aspects of the paper. The paper was not yet published and the information was placed in a crude manner. I did not know how to write an abstract and what all to include in it. We also had to write a title which ... The Importance Of A Water Promotion Program Practicum at Harold Panabaker Junior High has highlighted several new experiences, particularly it was the first time I participated in a school undergoing a major internal restructure. Consequently, the loss of the French immersion program has left its spot regarding the size and academic success of the school and therefore it makes sense that there is only a year long development plan focused on literacy and academic standing as opposed to the standard holistic three–year development plan (Harold Panabaker, 2017–2018). However, while academic success is important there is a greater need to focus on the health and wellbeing of the students with regards to the development plan. Ideally, the parent council would also contribute funds, perhaps match the student amount, expanding it to a community wide event. Finally, experts would be invited in to explain the benefits of water or explain how the bottle stations are installed and operate. Rationale Overall, once finalized the health promotion program would lend itself extremely well to all the pillars of the comprehensive health plan but less so to the policy portion of the plan. The comprehensive health plan (2018) states that policies are the guidelines and practices that shape and promote student well–being and achievement, however I believe that while schools may promote healthy alternatives there is little that can be done to ensure students follow through with guidelines. To overcome this limitation the other three pillars would need to effectively demonstrate the importance of hydration through water while making it accessible. Together the three pillars would strengthen and elevate the policy pillar making it more effective in aiding student well–being. ... Get more on HelpWriting.net ...

The company could then sell 60 old trucks over the course of two years for a total of EUR4.05 million. The trucks would be more fuel– efficient and less maintenance. This proposal would make deliveries more frequent, make scheduling more flexible, and support further expansion in the future. Proposal two suggests that a new plant be built that would take the burden off other plants that had to make shipments because demand was higher and it would decrease shipment costs. The cost of the plant would be EUR37.5 million. The new plant's expected after–tax cash flows would total EUR35.6 million and IRR of 11.3% over 10 years. Proposal three suggests that the plant that is in Nuremberg, Germany be expanded. It would cost a total of EUR15 million. Expanding this facility would increase capacity to an expected EUR2.25 million a year in additional production. Proposal four suggests that the company roll–out a new product of snack foods. The company has excess capacity that it could use to produce dried fruits and enter a new market. The IRR was expected to be 13.4% and the project would be able to support more expansions. • 15. Childcare Is An Attractive Business Opportunity Background Childcare in Australia reflects a market system, providing an attractive business opportunity, as the Commonwealth guarantees up to 50% of the organisations' income. However, markets and childcare are a poor combination, with the price of quality services increasing, leaving individuals of low socio–economic status (SES) with poorer quality education (Phillips, 2009). Currently, childcare in Australia encourages inflation and "does not incentivise women to work" (FactCheck, 2015). The Commonwealth provides 3 primary payments, The Childcare Benefit (CCB), The Childcare Rebate (CCR) and the Jobs, Education and Training Childcare Fee Assistance (JETCCFA). Further details are in Appendix A. The Coalition's Proposition The Coalition ... Show more content on Helpwriting.net ... This essentially doubled the price the consumer was willing to pay. In a supply and demand market, this allowed the supplier to charge more, leading to hyperinflated prices. The 'benchmark' price means that the Commonwealth will pay 50% of the cost of the childcare, up to a certain amount. For example, with a benchmark of $10/hour, parents would receive no more compensation for $30/hour childcare than for $20/hour care. Changes for low–income–earners (LIEs) Those earning under $65,000/year may receive up to 12 hours of childcare/week with no activity test, reduced from 24. The Childcare subsidy for these LIEs will be 85% of the fee, or the benchmark price – whichever is lower. Changes for middle–income–earners (MIEs) For MIEs, the childcare subsidy will be either 50% of the fees charged, or the benchmark price – whichever is lower. There will be no cap on the amount of subsidies MIEs and LIEs can receive. Changes for high–income–earners (HIEs) HIE's cap will increase to $10,000 per child, from $7,500 received through the CCR. Their childcare subsidy will be either 50% of fees, or the benchmark price – whichever is lower. Labor Policy Proposal Essay Labor Policy Proposal Presented by Institution Introduction Many people have no idea of what they expect to achieve after retirement when asked about their retirement plans. The government's policies about retirement do not cater for the well– being of retirees creating a lot of worry for the life after employment. The increasing number of employees demanding cover by government pension programs and the current decline in the retirement income levels contributes to the change of the American pension landscape (Heiland and Li, 2012). The United States of America developed labor laws during the time when the country's economy was independent and self–contained. The main aim of U.S. labor policy was to get rid of different challenges affecting employees and improve their lifestyle in order to enjoy working in a suitable environment. Additionally, the labor policy aimed at protecting American workers by law and protecting certain human rights. According to Dugas (2013), despite the growing economy in U.S. more than 28 percent of American workers lack confidence with the current labor policy on retirement. The research conducted by the Employment Benefit Research Institute (EBRI) in 2013 revealed that most workers are not sure of saving money for retirement. The above information calls upon a recommendation of labor policy about retirement that would fulfill the demands of workers. Tarpley English 2322–61801 30 November 2017 Journal #7 Pride and Prejudice JOURNAL # 7 PRIDE AND PREJUDICE The proposal scene in Chapter 34 (quote from here) is one of the most famous passages in all of English literature. It represents very well the two main themes of the novel that appear in the title: pride and prejudice. First, look up and define each word: pride and prejudice. Then respond to the following questions. Pride: satisfaction derived from one's own achievements, the achievements of those with whom one is closely associated. Prejudice: a preconceived opinion that is not based on reason or actual experience. Part One: Darcy's pride and prejudice a. Explain how Darcy demonstrates pride during the proposal scene; use quotes from Chapter 34 to support your claim and EXPLAIN how the quotes support it. Even though Mr. Darcy had the best intentions when he proposed to Elizabeth, his word choice was not the best. The narrator describes his dialect in the following quote, "He spoke well; but there were feelings besides those of the heart to be detailed; and he was no more eloquent on the subject of tenderness than of pride. His sense of her inferiority– of it being a degradation..." (Austen 34). He must find it sweet and heartwarming that he is choosing to lower his social class for love, but he also seems to imply that he is better than her. Elizabeth feels insulted that he would say something like that to her. She responds to Mr. Darcy by saying, "You chose to tell me that you liked me against your reason, against your will, and even against your character?" (Austen 34). To her it probably seems like he is settling for her, when it comes to her social status. b. Explain how Darcy demonstrates prejudice during the proposal scene; use quotes from Chapter 34 to support your claim and EXPLAIN how the quotes support it Elizabeth calls out Mr. Darcy on his prejudice towards Mr. Wickham. Instead of paying attention to the type of person he is, Mr.Darcy makes it seems like his current financial situation defines him. • 23. The Role of Parliamentary Committees There are two main types of parliamentary committees, there are select committees who check and report on areas ranging from the work of government departments to economic affairs and there are public bill committees which mainly scrutinise proposed legislation in detail. The latter is unique to the commons, as Bills in the Lords are considered by the house as a whole. Committees certainly provide an air of legitimacy in the parliamentary system. Unlike debates, in which, as source A states 'points put forward by (...) backbenchers seem to have little effect' the same cannot be said for parliamentary committees. In the vast majority of cases heads of most committees are backbenchers, and committees such as the 'backbench business committee' are comprised solely of backbenchers. Therefore they have a direct say in the working of the government whether that be through the process of a Bill becoming an Act (public bill committee), or through proposing recommendations to a government regarding a certain issue (select committee). Backbenchers can also in some cases use committees as means of bringing their constituents' views to the forefront, thus further increasing the legitimacy of committees. The fact that parliamentary committees allow backbenchers a say in government matters not only lends legitimacy within parliament, but also indirectly makes the entire parliamentary system more legitimate, as increasing the influence of back benchers, indirectly increases the influence of ... The system will be passive in its functioning, in that it will not stop threats that it detects. Rather the IDS will send notifications to the IT staff that are tasked with the security of the network. The IT staff will then ... Get more on HelpWriting.net ...

  • 35. Distrigas Corporation Q1. As per the provided information the Gas Utility companies pays a base commodity charge of $.3359 plus a peak usage demand of charge that is $4.63 per Mcf multiplied by the total demand during the maximum take day in the last 12 months which is 240 in this case. The cost per MCF can be derived by the below formula (Commodity Base Charge * Total Demand) + (Peak Usage Demand Charge* High Peak in 1 day* months in year) This will translate into ($ 0.3359*30,700,000 Mcf)+ ($ 4.63*240*12) = $ 23,646,530 By substituting the appropriate values in the formula we arrive at a cost of $ 23,646,530. This cost is then divided by the total demand over 12 months of 30.7 Bcf or 30,700,000 Mcf to arrive at an average cost per Mcf of $ 0.7702 which ... Show more content on Helpwriting.net ... However, the proposal A for Distrigas would cost only $29,376,000, or savings of $252,140. The annual cost of Distrigas policy is $21,172,397.19. Distrigas strategy should be to maximize on its competitive rate and endeavor itself as a cost leader, promising speed delivery, reliability and meeting the right quantity when needed the most, all at most cost efficient rate possible. To be cost efficient it needs to operate economically such as storing the right amount of gas needed. It has to improve on its storage and deliver the gas in the best cost efficient using the right mode of transportation possible. The biggest threat could be when consumers like Boston Gas decide to build their own storage facilities and therefore start sourcing directly from the pipeline–gas providers, to be stored for usage during peak season. Q4. Proposal A: Slow Build up Strategy – In this proposal infrastructure will be built and machinery and trucks purchased to allow Distrigas to slowly build up inventories at the customer location. This strategy includes building a satellite tank which will serve as a reserve for the gas that is brought in by Alozean. It takes 250 days to build up inventories to satisfy peak demand. This model requires 6 trucks to carry the gas over the 250 day period. Field tanks will need to be built at the customer location in order to hold the gas that will service the peak demand and this will cost $ ... Get more on HelpWriting.net ...

Acme Mexico City (AMC) opened a new store in Mexico City, Mexico and will be providing customers with all their home improvement needs. Acme Home Improvements operations analysts working with the AMC advance planners have proposed a standard day assignment schedule. The proposed schedule is complaint with Mexican law and corporate policy in scheduling part–time employees 50% of a day's total scheduled hours. The proposal is also complaint with the advance planner's imposition not to schedule 30 employees on the floor at any time in order to control costs and does not schedule ... Show more content on Helpwriting.net ... These different shifts depict the number of customer service employees and the time frames they are scheduled. The home improvement retail industry has two types of customers; the professional/contractor and the "do–it–yourself" individual. These customers differentiating shopping trends and support needs are taken into consideration when scheduling employees for the floor. In evaluating the proposed schedule, business trend, customer demographic and operating shifts were taken into consideration when allocating customer service employees during operating hours. Schedule Shifts The majority of professional/contractor customers shop during early hours of the morning which is known as the opening shift (7am–10am). Professional/contract customers are experienced and have knowledge of the merchandise that they need and where it's located in the store given their visit frequency. Given these facets, the number of customer service employees on the floor is much higher than is needed. The proposed employee numbers are higher than needed and I recommend the AMC advance planners schedule estimates for the times between 7am and 11am be used. Using AMC advance planners estimated schedule provides lower staffing costs and gives you the ability to utilize the employees at a different time during store ... Get more on HelpWriting.net ...
  • 37. Policy Proposal for Economic Reform in Russia Essay Policy Proposal for Economic Reform in Russia Despite making a recovery after the 1998 market crash, Russia remains weighted with numerous holdovers from the Communist era that keep its economy from taking advantage of free–market reforms. In short, Russia has not prospered under capitalism because it has not yet discovered it. In order to do so, the Russian government must engage in extensive reform in several key areas: improving the rule of law, creating stable monetary policy, and ending a policy of favoritism to particular businesses. Engaging in these reforms would lower the extremely high transaction costs of doing business legally, stimulating a wave of new investment and wealth creation within Russia, as well as encouraging ... Show more content on Helpwriting.net ... The lack of clearly defined and enforced property rights is another major problem. The communist– era criminal code has only been partially replaced, and each contract must be carefully examined to check whether it contradicts an ever shifting mess of regulations. In addition, it is unclear what success the communists will have in the next election, so long term planning is very difficult because the future is so unpredictable. Despite an ambitions privatization program, many of the large factories remain state owned, partly because of the fact that their outdated and inefficient production would immediately and properly put them out of business under a free market. However, because the government has so much influence over the banks, it keeps funding these inefficient enterprises to earn the support of the many workers they hire. Many of the factories that were privatized, simply signed ownership to their communist bosses, and because of their pull with the government, stay alive by government aid. Despite all the issues mentioned above, the biggest challenge to Russian economic growth is probably its monetary policy. The Russian central bank is a direct holdover from Soviet times and needs to change its policy drastically to adapt to a free–market economy. In a capitalist economy, private banks serve to store money and provide investment to business. Because banks lose their investment when a debtor defaults, they are careful to insure that entrepreneurs ... Get more on HelpWriting.net ...
  • 38. Should The Federal Government Be Responsible For Funding... TO: Lawrence Gamble, White House Policy Director FROM: Chloe Hourdequin, AP Government and Politics Student SUBJECT: Public Policy on Federal Funding for the Arts DATE: December 12, 2014 ________________________________________________________________________ Sections One: Issue: Should the federal government be responsible for funding art programs (including art supplies/ tools, service training/staff, etc.) in public education establishments, or should those funds be made available by donation from private organizations or from other forms of sponsorship? Section Two: History: Since public schools across the country have faced budget cuts in the past decade and a half, a common cost–cutting measure is to lessen the funding for arts education, prioritizing what are deemed more essential subjects such as math, reading, and science. Yet in fact, the current iteration of the federal Elementary and Secondary Education Act of 1965, also known as the No Child Left Behind Act of 2001, lists that the arts are among the core academic subjects, requiring all schools to enable all students to achieve in the arts and reap all the benefits of a comprehensive arts education. Yet the economically prioritized curriculum is still draining the sources from these imperative programs leaving instruments, paintbrushes, and other artistic pieces in closets to collect dust, because no one will be there to teach or use them. • 39. The Prevalence Of Childhood Obesity The prevalence of childhood obesity has remained a serious matter in the United States over the years despite its recent decline (Centers for Disease Control and Prevention, 2015). Children who are obese can experience the same devastating health effects as adults who are obese – cardiovascular issues, diabetes, breathing problems, and so forth. In addition, children who are obese are more than likely to become obese as adults, therefore the development of a health fair that would highlight increased physical activity, increased in consumption of fruits and vegetables, and decrease in the amount of sugar sweetened beverages would be a start in tackling this problem. This single solution may not help reduce rates of childhood obesity in the United States by itself, but public policy action is essential (Robbins, Niederdeppe, Lundell, & Meyerson, 2013). A cross– sectional study performed from July 2013 to October 2014 displayed a comparison in the trends since an implementation of a policy – specifically a competitive food and beverage policy (Sanchez–Vaznaugh, Sánchez, Crawford, & Egerter, 2015). The objective was to determine if there was an association between this policy and population–level trends in childhood overweight/obesity. Having a health fair would help push the message out. In another study, the effects of messages describing consequences of childhood obesity was collected from two nationally representative internet based surveys (Gollust, Niederdeppe, & Barry, ... The wait times at private clinics is considered shorter though not the best at all times, than that in public clinics. Patients who may not afford visiting private clinics are left with no choice but to attend public hospitals. Background of the Problem One of the indicators of quality service and efficient service delivery is patient wait times. Patient wait times at clinics are a policy issue that needs to be addressed if hospitals foresee a change in its operations and operational costs. • 43. Implementing The Equal Employment Provisions Of The... Introduction Many companies that provide health insurance offer wellness programs that encourage healthier lifestyles. To participate in these wellness programs, employees may be required to undergo health risk assessments that measure body weight and cholesterol, blood glucose, and blood pressure levels. Some programs offer employees financial and other incentives to encourage them to participate. Earlier this year the U.S Equal Employment Opportunity Commission (EEOC) issued a proposed rule to help clear up any confusion over using financial incentives in worksite programs. The proposal will amend regulations implementing the equal employment provisions of the Americans with Disabilities Act (ADA) to address the interaction between Title I of the ADA and financial incentives as part of wellness programs offered through employer group health plans (Wilkie, 2015). Summary According to the article, the proposal provides what an EEOC press release described as much needed guidance to employers and employees about how wellness programs offered as part of an employer's group health plan can comply with the ADA consistent with provisions governing wellness programs in the Health Insurance Portability and Accountability Act (HIPAA), as amended by the Affordable Care Act (ACA). The ADA limits the circumstances in which employers may ask employees about their health or require them to undergo medical examinations. It allows such inquiries and exams if they are voluntary and part ... Get more on HelpWriting.net ...
