This document summarizes MEASURE Evaluation's support for monitoring and evaluation of orphan and vulnerable children programs in Nigeria. It provided technical assistance to strengthen Nigeria's national OVC M&E system, including revising indicators and tools, developing an M&E plan and information system, and building capacity through training over 300 people. Key accomplishments included adapting new PEPFAR OVC indicators, reviewing the national priority agenda, and translating tools into local languages. The way forward focuses on continued advocacy, innovative approaches, institutional capacity building, and improving data use.

Mandate - To strengthen the National Orphan and
Vulnerable Children (OVC) Monitoring and
Evaluation (M&E) System in Nigeria
Rationale - The Ministries of Women Affairs and
Social Development (MWASD) at the national and
sub-national levels are responsible for the
coordination and supervision of the OVC response at
all levels (national, state, LGA, community)

agencies (MDAs), multilateral and bilateral donor
organizations, local and international non-governmental
organizations, and the private sector

Pidgin.

master trainers on the national OVC M&E Plan and an
electronic platform National OVC Management Information
System (NOMIS)
 Supported step-down training using the OVC M&E
Plan/NOMIS standard curriculum in eight states (Bauchi,
Gombe, Nasarawa, Bayelsa, Anambra, Imo, Oyo & Sokoto)
 Trained over 200 OVC M&E and program staff at
the state level comprising state M&E officers,
CBOs, LGA Social workers and IPs
 Capacity Building in OVC M&E
