Question 1: Is the community-based organization (CBO) routinely and accurately employing the graduation benchmarks to gauge the progress of children and families? Methods: • Qualitative interviews with M&E officer, project staff • Review of case files • Graduation verification assessment: a sample of households is re- assessed against the graduation benchmarks*, and the “match” the two assessments is evaluated *Using the Graduation Verification Assessment Tool, available at https://www.measureevaluation.org/resources/publications/tl-18-22 Graduation Data Quality and Sustainability Assessment
