3. Rationale for the Review
 The use of data for decision making depends on
its availability, reliability and timeliness which
requires skilled personnel to deliver across the
spectrum.
 One of such professionals involved in health data
management are the health records
professionals.
 The Federal Ministry of Health (FMOH) identified
the shortfall in the quality of health records
professionals

4. Scoping of Professionals and
Program Content
 A scoping was done of Monitoring and
Evaluation (M&E) Program Managers which
revealed their reservations on the technical
expertise of health records professionals
encountered in the field on M&E
 Curriculum was also assessed which revealed a
dearth in Information Technology and emerging
topics in Health Records

5. Partnership
 Department of Planning, Research and Statistics
of the FMOH which oversees the Health Records
Officers Registration Board of Nigeria (HRORBN)
identified the board
 HRORBN, FMOH and MEASURE Evaluation set
up a committee to carry out a review of the
curriculum for Health Records Professional after
it was jointly agreed that the review was
necessary.

6. Process
 National Board for Technical Education (NBTE)
was identified as the regulator of academic
programs for all technical education in the country.
 Training on curriculum development standards of
the NBTE was done
 Content development of the curriculum
 Peer reviews
 Stakeholders validation of draft curriculum
 Submission to NBTE
