Health Information System Measurement: Assessing, Monitoring, and Evaluating
1. Health Information System Measurement
Eva Silvestre, PhD
MEASURE Evaluation
December 2017
Assessing, Monitoring,
and Evaluating
2. ▪ MEASURE Evaluation has been in the business of
defining gaps in monitoring and evaluation
(M&E) and health information systems (HIS)
measurement and working to fill them.
▪ In this session, we will be looking at what has
emerged in Phase IV in terms of tools and
concepts for HIS measurement.
▪ Presenters:
• Fern Greenwell: HIS performance monitoring tool
• Heidi Reynolds: HIS evaluations
Evolution of MEASURE’s Work
4. The strengthening of an HIS is accomplished
through:
▪ the assessment
▪ identification
▪ planning
▪ implementation, and
▪ monitoring and evaluation of
interventions based on the current
state of the HIS and the context in
which the system was developed
Strengthening HIS
6. ▪ Must have a starting point for
comparison
▪ Usually takes form of a baseline
assessment
▪ Monitoring of key indicators
▪ Evaluation of specific HIS interventions
How do we know?
Is the HIS Working?

Model for HIS Measurement
8. ▪ HIS assessment is a systematic review of a
single component or multiple components
of the HIS to substantiate existing HIS
functionality
▪ A range of tools available, depending on
what we are interested in assessing
• Entire HIS
• Specific component of the HIS
HIS Assessment
9. ▪ MEASURE Evaluation is currently developing
a catalog of HIS tools
▪ Assessment and monitoring tools
▪ Will be available May 2017
▪ Developed by first reviewing existing tools
matrices (MEASURE-created capacity
building tool matrix; JSI matrix of RHIS
assessment tools)
▪ Consultation with HIS experts to identify tools
which are currently in use and have been
validated through pilots or field testing
HIS Tool Catalog
10. Tools are cataloged in terms of:
▪ Overall purpose they serve
▪ Methods
▪ Suggested sampling
▪ Timing and/or time needed to
implement
▪ Level of the health system assessed
▪ Area(s) of the Health Information
System Strengthening Model (HISSM)
and data sources assessed
HIS Tool Catalog
11. Examples of Tools
▪ Performance of Routine Information
System Management (PRISM)
▪ RHIS Rapid Assessment Tool (RAT)
▪ Data Quality Review (DQR)
▪ Monitoring and Evaluation Capacity
Assessment Tool (MECAT)
