- Building on previous policy projects, HP+ emphasizes and integrates aspects of capacity development across nearly all activities, unless the context or client expectations are limited to a specific output such as an analytical report. Our approach to capacity development and sustainability recognizes that efforts to strengthen capacity that focus only on individual skills or organizational development are typically not sufficient to promote systemic change. Rather, sustained policy, finance and governance achievements that produce better health outcomes require: hosts of individuals with requisite knowledge and competencies; public, private and civil society organizations capable of performing their functions at levels that an effective and efficient health system requires; functioning linkages among stakeholders who share information and hold each other to account; and sustainable, adaptive systems that can effectively and efficiently manage the flow of information, human resources, funding, supplies and services. HP+ works toward a near-term goal of localizing the capacity development market for achieving sustained policy, advocacy, finance, and governance outcomes as part of preparing our country counterparts for the longer-term goal of fully transitioning away from donor support.
