5. The M&E Assessment Cycle 1. Assess M&E System – Periodically through a multi-stakeholder workshop 4. Follow up – Day to day follow up, Regular reviews linking investments in M&E to improvements in the M&E system. 2. Develop/review M&E plan/ work plan – Should include measures to address identified gaps & show partners role & contribution 3. 6. 12 Components Introduction The 12 Components is an ORGANISING FRAMEWORK Can be used to map andorganise all aspects of the HIV M&E system Developed by multiple partners; World Bank, USG, World Bank/GAMET, UNAIDS, the Global Fund Endorsed by the UNAIDS M&E Reference Group (MERG)
12. Key Action Points after Assessment Develop of a costed M&E workplan Research and Evaluation agenda drafted National M&E technical working group is under going review Harmonization of indicators and tools commences Strategy for strengthening sub-national levels
13. Conclusions Government and stakeholders have understanding of existing M&E system Signals that government and donors ready to address identified strengths and weaknesses Developed costed M&E work-plan guiding investment and coordination of activities Government driven the standardization and harmonization of indicators, data collection and reporting tools
