UNAIDS “Organizing Framework for a Functioning HIV M&E System”
Before discussing the challenges that may affect the partnerships and local ownership, it's worth mentioned that a multi-year, multi-sectoral and multi-level costed work plan was.
A key outcome of the assessment was the development of a multi-year, multi-sectoral and multi-level costed work plan jointly developed by NACA, UNAIDS, and MEASURE Evaluation in collaboration with other stakeholders . The work plan provides information on objectives, activities to implement in order to meet the objectives, responsible organization, estimated cost, milestones and assumptions.
Some examples of how partners supported the implementation of the workplan, negotiated and mobilization of funding and budget by the stakeholders included:
Mobilize resources and needed technical assistance – FGN/NACA
Support the review of M&E plan --- M/Evaluation, UNAIDS, Global Funds, IPs
Support institutionalization of M&E training in Nigeria Universities ---- M/Evaluation
Implementation of other activities – Sectors with IPs and donors supports
