3. Objective:
The objective of this presentation is to showcase
the support of MEASURE Evaluation in the
planning and implementation of research,
surveillance, survey and evaluation

4. Introduction:
In 2009, MEASURE Evaluation with Government of
Nigeria and other stakeholders conducted
“Assessment of National HIV/AIDS Monitoring and
Evaluation (M&E) System” using the UNAIDS 12-
component tool
The assessment produced some key strategic
results that contributed to research, surveillance,
survey and evaluation at national and sub-national
levels

5. Surveillance, Surveys and Research:
Key Results from the Assessment
No inventory of research and evaluation studies
Little coordination of the various research and evaluation
efforts including surveillance and surveys
Lack of National HIV Research Agenda
Poor capacity for research
Need for recruitment of specialized professionals like
epidemiologist, Biostatistician and Research Officers
Need to identify key evaluation and research questions,
and coordinate studies to meet the national needs

To support Government’s efforts in commissioning and

Survey and Surveillance to generate information
needed to monitor HIV response
MEASURE Evaluation supported in the areas of
planning including sample size calculation,
implementation, supervision, analysis and report
writing
Examples of such surveys include:
Integrated Biological Behavioral Surveillance Survey

National HIV/AIDS Reproductive Health Survey 2012

EPP/Spectrum used to project and estimate some HIV
indicators
MEASURE Evaluation contributed to EPP/Spectrum
through facilitation; sample size and standard error
estimation, and population of the model for estimations
These contributions were instrumental to some
indicators like:
Total number of people living with HIV/AIDS
Number of AIDS death
Number of new infections etc

MEASURE Evaluation is currently contributing to:
Chair and membership of mathematical modeling
TWG
The mandate is to contribute to HIV strategic
information and evaluation using mathematical
models
Importantly, the group is finalizing reports with
regards to some research questions of national
importance

Other MEASURE Evaluation contributions include:
Cost efficiency study in the areas of review of research
tool, sample size calculation and sampling
Local Epidemic Appraisal (knowing your epidemic):
support in the implementation of the study at the sub-
national level
NACA’s impact evaluation study on averting new HIV
Infections among Female-Sex Workers, their Clients and
Communities. The supports were in sample size
calculation, random sampling and randomization

13. Contributions - VI
Supported and mentored Government staff in the
preparation of abstracts and papers for international
conferences
Such conferences include EDCTP, IAS, AIDS and ICASA
Conduct of Early warning indicator (a facility survey)
Capacity building of Government staff for research
and data analysis.
In July 2013, 24 Government Staff were trained in
quantitative and qualitative data analyses

14. Next Steps
Build more capacity for research, evaluation and data
analysis
Contribute to Government’s efforts in program science to
improve HIV, TB and malaria programming
Strengthen research implementation in Research
Reference Group, Study Technical Committees & TWGs
Provide support for the conduct of evaluation with a
special focus on scientifically rigorous impact evaluation
Strengthen national and sub-national data use for
evidence based programming through triangulation,
systematic review and mathematical modeling
