MASS TRANSPORT SYSTEM
Introduction
The Rawalpindi-Islamabad Metrobus (‫بس‬ ‫میٹرو‬ ‫آباد‬ ‫اسالم‬ ‫)راولپنڈی‬ is a
24 km (14.9 mi) bus rapid transit under-construction in the twin cities
of Rawalpindi and Islamabad, Pakistan.
The concept of Metro Bus System (MBS) is a rapid
mode of transportation that can provide the quality of
rail transit with the flexibility of buses. MBS has been
implemented in several cities throughout the world as
a low-cost, rail-like method of moving people quickly
and efficiently.
Introduction
Islamabad is the Capital City of Pakistan and the ninth
largest city in the country. Located within the
Islamabad Capital Territory (ICT), the population of
the city has grown from 100,000 in 1951 to 1.30
million in 2012. The greater Islamabad – Rawalpindi
Metropolitan Area is the third largest conurbation in
Pakistan with a population of over 4.5 million
inhabitants.

• Twin cities Islamabad and Rawalpindi are growing at a rate of more than
4 percent per annum
• With present growth trends it is expected that the population would
increase upto 7.0 million in next twenty years
• Currently private transport is the major means of mobility between two
cities comprising of Mazda, Toyota Hiace, and Suzuki vans plying on
various routes within and between the two cities.
• Traffic volumes of over 210,000 vehicles ply on three major corridors
connecting two cities carrying around 525,000 passengers.
The Need for MBS
It is estimated that public transport demand of
around 153,000 passengers is required to cater
daily basis between the two cities. Interestingly
this passenger demand is concentrated around a
corridor which is of high density and
strategically located to provide for a rapid
transit system.

The government will execute this project through Rawalpindi Development Authority (RDA) It
will work in close coordination with the Capital Development Authority (CDA) for the Islamabad
Part of the project. Punjab Metrobus Authority (PMA) will control the operation & maintenance of
the project after its completion.

territory and
follow I.J.P.
road upto 9th

CONSTRUCTION & COST
The works of Rawalpindi Part (03 Packages) have been awarded and the
contractors are mobilized at the site. The works of Islamabad part of five
Packages has also been started. Prime Minister inaugurated the project on
23rd March 2014 and work was started from the same day. Metrobus
project will be completed in next 10 months.
The system was built on the build–operate–transfer basis via the
collaboration between the Punjab and the Turkish government.
Project Overview
 Signal Free: The entire length i.e. 8.6 km of Metro Bus corridor in Rawalpindi area
shall be elevated structure whereas about 14 km in Islamabad shall be at-grade but
made signal-free by constructing grade separations at various intersections.
 Number of Stations: Ten (10) stations in the Rawalpindi Part and fourteen (14) in
the Islamabad Part are provided along the corridor.
 Functional Elements: Functional elements at the stations include ticketing booths,
concourse level passenger transfer, escalators, platform screen doors turnstiles for
automatic fare collection and all other amenities for passenger convenience.
 Central Control Room: A central ITS control room is also included in the project to
control the whole operation of the Metro Bus system.
 Number of Lanes: Initially the provision of a 10 lane Underpass (2 Lanes for Metro
Bus and 8 Lanes for mix traffic) along the 9th Avenue was proposed at Peshawar
Mor intersection. Later on, in view of the traffic issues at Peshawar Mor
intersection, ongoing Widening/Rehabilitation of Kashmir Highway & its link with
new Islamabad Airport, it was decided to dovetail the Metro Bus corridor in the
interchange already designed by CDA which will cost Rs. 6.75 Billion. The same
will be simultaneously executed with Metro Bus Project.
The Buses
All Buses have been produced specifically for
the Islamabad MBS by Volvo.
The ‘Arctic Buses’ hold 108 passengers and are
standard for all major Bus Rapid Transit
Systems including the one in Tehran and
Istanbul
Each bus has special seating for Women &
Children as well as for Handicapped Persons.
All buses are elevated for easier passenger entry
at platforms
Travelling on MBS
The MBS was completely free for the
first month. After that there are standard
charges put in to use.
The Metro Bus Card and MBS Token
can both be used to travel on the MBS.
The MBS Card is like Travel Cards
around the world that can be recharged
for multiple journeys, it costs 133
Rupees.
School Children and Students as well as
senior citizens will be charged a
discounted rate.
Total Expected MBS users per Day
• According to the Islamabad Transport
Company, the daily ridership of the Metro
bus exceeds 130,000 with the peak hourly
ridership being 10,000 passengers per hour
per direction
• Labour, and some tourists have the
same route to commute. Now, they can
easily avail the metro bus service.
• It is not reaching out to colleges,
universities, hospitals and offices
nearby, so that all these students could
also have availed it instead of some
other private transport.
•The MBS is an affordable initiative,
which will go a long way in reducing
emissions and traffic volume. It offers
safe, reliable and comfortable
transport .

2. Develop Project Management Plan
 The project will start from near Flashman
Hotel on Mall Road Rawalpindi and follow
the existing Murree Road upto Faizabad.
 It will then turn left into the federal territory
and follow I.J.P. road upto 9th Avenue.
 Thereafter, it will turn right and follow the
9th Avenue in Islamabad then turn right on
Jinnah Avenue upto the end of Blue Area.
 From Blue Area a connection to Secretariat
stop will be provided through the open
space behind parade ground.
 It will cross the Constitution Avenue and
another couple of main roads through
underpasses.
 However, the remaining length of this
section is also designed on a lower level in
an open Trench section keeping in view
various security constraints.

3. Direct and manage project work
The Project Management Office is the organizational body or entity
assigned various responsibilities related to the centralized and
coordinated management of projects under its domain, For MBS the
PMO office is near Flashman Hotel Rawalpindi Saddar for Rawalpindi
Part and in the F-11 for Islamabad Part. The offices are involved in
managing the overall operations and resource allocation.

Chairman Metro Bus Project Monitoring and Implementation Committee, Hanif
Abbasi, claimed that the luxury bus project would complete by end of February. The
progress of this project is reviewed at different level of authority as shown below (See
Annexure - ):

5. Close Project or Phase
The work continues at the project from D-Chowk to Secretariat Blocks, the
Bus service will initially operate up to China Chowk only. Though the track of
the bus service is almost ready, final touches are being given to the project.
Besides, several minor works still pending especially at the Peshawar Mor,
including the access to the underground bus station there.

The Metro Bus service Rawalpindi-Islamabad consists of approximately 23 km that
starts from flash man hotel Rawalpindi and end at prime minster secretariat
Islamabad. The project has been divided into two parts i-e
 Rawalpindi

The Rawalpindi part is further divided into three packages i-e
 Package I (Flash man Hotel to committee chowk)
 Package II (Committee Chowk to sixth road) [we only discuss this package]
 Package III (Sixth road to IJP road Rawalpindi)
The total length of MBS Islamabad will be 13.6 km. The Islamabad part has been
further divided into five packages
 Package I: Faizabad to Peshawar Modr 4.4 km
 Package II: Interchange Peshawar Modr 1.1 km
 Package III: Peshawar Modr to Centaurus 2.9 km
 Package IV: Centaurus to Shaheed-e-Millat 3.1 km

In a mega project like Metro Bus Service Islamabad-Rawalpindi there may exists
number of different risk factors that need to be mitigated. Following are some of the

The load pile tests are conducted to determine the underground formations to
prove that the soil is capable of sustaining the designed load of the
infrastructure that could be a bridge or even a high rise building.
During first 30 days’ time of the contract award these tests are being
conducted around Sixth Road and Chandni Chowk flyovers. The results of
the load pile tests will be utilized by the consultant and the contractor of the
project.

In this regard Punjab Province has adopted its own PPRA rules in 2009, after
getting them approved from its assembly while recently it made certain
amendments in the rules, aimed at speeding up development projects.
The PC-1 of the mega project has been approved by the Provincial Development
Working Party (PDWP) on February 4, and under the provisions of Punjab PPRA
rules, Nespak has been appointed as the consultant for the project.
To ensure the timely completion of the project, the Punjab government has
authorised the RDA to execute the work, while the PMA will operate the bus
service. The project director confirmed that in a bid to save time certain provisions
have been initiated by the RDA.

  • 3. AN INTRODUCTION TO PAKISTAN’S 1ST MASS TRANSPORT SYSTEM Introduction The Rawalpindi-Islamabad Metrobus (‫بس‬ ‫میٹرو‬ ‫آباد‬ ‫اسالم‬ ‫)راولپنڈی‬ is a 24 km (14.9 mi) bus rapid transit under-construction in the twin cities of Rawalpindi and Islamabad, Pakistan.
  • 4. The concept of Metro Bus System (MBS) is a rapid mode of transportation that can provide the quality of rail transit with the flexibility of buses. MBS has been implemented in several cities throughout the world as a low-cost, rail-like method of moving people quickly and efficiently. Introduction Islamabad is the Capital City of Pakistan and the ninth largest city in the country. Located within the Islamabad Capital Territory (ICT), the population of the city has grown from 100,000 in 1951 to 1.30 million in 2012. The greater Islamabad – Rawalpindi Metropolitan Area is the third largest conurbation in Pakistan with a population of over 4.5 million inhabitants.

Pakistan Economic Survey 2013-14 • Twin cities Islamabad and Rawalpindi are growing at a rate of more than 4 percent per annum • With present growth trends it is expected that the population would increase upto 7.0 million in next twenty years • Currently private transport is the major means of mobility between two cities comprising of Mazda, Toyota Hiace, and Suzuki vans plying on various routes within and between the two cities. • Traffic volumes of over 210,000 vehicles ply on three major corridors connecting two cities carrying around 525,000 passengers.   • 6. It is estimated that public transport demand of around 153,000 passengers is required to cater daily basis between the two cities. Interestingly this passenger demand is concentrated around a corridor which is of high density and strategically located to provide for a rapid transit system. The Need for MBS

The Need for MBS The government will execute this project through Rawalpindi Development Authority (RDA) It will work in close coordination with the Capital Development Authority (CDA) for the Islamabad Part of the project. Punjab Metrobus Authority (PMA) will control the operation & maintenance of the project after its completion.
  • 9. The project will start from near Flashman Hotel on Mall Road Rawalpindi and follow the existing Murree Road upto Faizabad. It will then turn left into the federal territory and follow I.J.P. road upto 9th Avenue.

  • 11. CONSTRUCTION & COST The works of Rawalpindi Part (03 Packages) have been awarded and the contractors are mobilized at the site. The works of Islamabad part of five Packages has also been started. Prime Minister inaugurated the project on 23rd March 2014 and work was started from the same day. Metrobus project will be completed in next 10 months. The system was built on the build–operate–transfer basis via the collaboration between the Punjab and the Turkish government.

Project Overview  Signal Free: The entire length i.e. 8.6 km of Metro Bus corridor in Rawalpindi area shall be elevated structure whereas about 14 km in Islamabad shall be at-grade but made signal-free by constructing grade separations at various intersections.  Number of Stations: Ten (10) stations in the Rawalpindi Part and fourteen (14) in the Islamabad Part are provided along the corridor.  Functional Elements: Functional elements at the stations include ticketing booths, concourse level passenger transfer, escalators, platform screen doors turnstiles for automatic fare collection and all other amenities for passenger convenience.  Central Control Room: A central ITS control room is also included in the project to control the whole operation of the Metro Bus system.  Number of Lanes: Initially the provision of a 10 lane Underpass (2 Lanes for Metro Bus and 8 Lanes for mix traffic) along the 9th Avenue was proposed at Peshawar Mor intersection. Later on, in view of the traffic issues at Peshawar Mor intersection, ongoing Widening/Rehabilitation of Kashmir Highway & its link with new Islamabad Airport, it was decided to dovetail the Metro Bus corridor in the interchange already designed by CDA which will cost Rs. 6.75 Billion. The same will be simultaneously executed with Metro Bus Project.
  • 13. The Buses All Buses have been produced specifically for the Islamabad MBS by Volvo. The ‘Arctic Buses’ hold 108 passengers and are standard for all major Bus Rapid Transit Systems including the one in Tehran and Istanbul Each bus has special seating for Women & Children as well as for Handicapped Persons. All buses are elevated for easier passenger entry at platforms
  • 14. Travelling on MBS The MBS was completely free for the first month. After that there are standard charges put in to use. The Metro Bus Card and MBS Token can both be used to travel on the MBS. The MBS Card is like Travel Cards around the world that can be recharged for multiple journeys, it costs 133 Rupees. School Children and Students as well as senior citizens will be charged a discounted rate.
  • 15. Total Expected MBS users per Day • According to the Islamabad Transport Company, the daily ridership of the Metro bus exceeds 130,000 with the peak hourly ridership being 10,000 passengers per hour per direction
  • 16. • Labour, and some tourists have the same route to commute. Now, they can easily avail the metro bus service. • It is not reaching out to colleges, universities, hospitals and offices nearby, so that all these students could also have availed it instead of some other private transport. •The MBS is an affordable initiative, which will go a long way in reducing emissions and traffic volume. Project Charter National Logistics Cell, Lemac-Reliable from Turkey and ZKB had already received the contract of nine kilometers in the Rawalpindi section of the Metro Bus Project. FWO (Frontier Work Organization), Habib constructions, Maksons, Zahid Khan and Brother (ZKB) and National Logistics Cell (NLC). The companies that are joint ventures are China Railway First Group-HRL-Metracom, CEW-Sarwar from China, Lemac-Reliable from Turkey and Mal-Calsons

Develop Project Management Plan  The project will start from near Flashman Hotel on Mall Road Rawalpindi and follow the existing Murree Road upto Faizabad.  It will then turn left into the federal territory and follow I.J.P. road upto 9th Avenue.  Thereafter, it will turn right and follow the 9th Avenue in Islamabad then turn right on Jinnah Avenue upto the end of Blue Area.  From Blue Area a connection to Secretariat stop will be provided through the open space behind parade ground.  It will cross the Constitution Avenue and another couple of main roads through underpasses.  However, the remaining length of this section is also designed on a lower level in an open Trench section keeping in view various security constraints.

Direct and manage project work The Project Management Office is the organizational body or entity assigned various responsibilities related to the centralized and coordinated management of projects under its domain, For MBS the PMO office is near Flashman Hotel Rawalpindi Saddar for Rawalpindi Part and in the F-11 for Islamabad Part. In this regard Punjab Province has adopted its own PPRA rules in 2009, after getting them approved from its assembly while recently it made certain amendments in the rules, aimed at speeding up development projects. The PC-1 of the mega project has been approved by the Provincial Development Working Party (PDWP) on February 4, and under the provisions of Punjab PPRA rules, Nespak has been appointed as the consultant for the project. To ensure the timely completion of the project, the Punjab government has authorised the RDA to execute the work, while the PMA will operate the bus service.
