INTRODUCTION
The Union territory of Puducherry was declared as a Revenue District with the Secretary (Revenue) as the Collector with effect from
9, April 1967. Upon reorganisation on 1st, May 1968, the four regions of the Union territory were constituted as Revenue Sub-Divisions. The revenue
district administration was reorganized on the Tamil Nadu pattern, but is unique in nature as it is a blend of French and British administrative set up.
The Revenue Administration was again re-organized in 2003 by which Puducherry Sub-Division was bifurcated as North and South Sub-Divisions.

There are various stakeholders in government,
general public, departments of Puducherry government , banks,
central government bodies to monitor the well-functioning of the
department. The department gaps are addressed as follows
• If a department fails to submit the budget statement
,department is questioned for the same ,if that is also not
answered then the stakeholders are questioned.
GAP:Department cash flow statements which are complied are not
furnished ,resource mobilisation across the department failed. One
department is allocated more grants repeatedly.
Transparency across departments is not enhanced, just acts as a
nodal agency to compile financial details
There are many nodal agencies working under the
agriculture department like autonomous institutions ⁄ corporation
⁄ societies viz:agriculture colleges which initiate the knowledge
guide, market committees etc. This department has also got
responsibility centres who will monitor the department activities
in grass root level
GAP: capacity building, creating awareness to farmers about the
exisitng schemes and technology has not reached every nook in
the Puducherry ,which is effectively done in the neighbouring
state Tamil Nadu .so many farmers sell their land to real estate
developers or lease to Puducherry farmers to obtain good profit.

Tourism Department and its employees at all level are dedicated to
serve to the visiting tourist and general public on various tourism
activities. The Director of Tourism is the Head of Office. He is
assisted by the Junior Accounts Officer, and other Technical and
Administrative staff to discharge his functions for the welfare of the
tourist.
GAP: A Tourist Reception Centre has been proposed to be set up
with the central financial assistance at the ground floor of the
Directorate of Tourism for furnishing tourist information on various

GAP:The issues relating to National Highways in the country are
dealt with by Roads Wing of the Ministry while those pertaining to
transport are dealt with by the Transport Wing.
Ministry of Road Transport & Highways, an apex organisation
under the Central Government,Around 30 services are being

The Institute was established by the Government of India, Ministry of Tourism, in the Union Territory of
Pondicherry in October 1991 and is now being sponsored by the Government of Pondicherry also with a prime
objective of developing human resource for the hospitality industry. Besides, it provides job opportunities to the
youth in a wide range.
The Corporation executes civil works entrusted by Government Department /Agencies. The Corporation is
playing a major role in the distribution of all agricultural inputs. This also carry out civil work,calling for tenders
and plays a major role between people,government and private sector.
Puducherry Housing Board is premier housing agency in the Puducherry Union Territory formed with an aim to
provide house to the shelterless poor people. It also builds houses for middle income and high income
categories
For promoting the Industrial Development of Puducherry and providing financial assistance to
entrepreneurs. PIPDIC provides term loan, working capital, allotment of developed plots and sheds. Women
entrepreneur enjoy subsidy benefits through Industries Department.
The Puducherry Power Corporation was incorporated with the objective of generating 32.5 MW of Electricity
(22.9 MW from Gas Turbine and 9.6 MW from Steam Turbine) at Karaikal which is one of the outlying regions
of Puducherry. This plant is put to commercial use and supply of electricity to Puducherry from this plant.
The Legal Aid Clinic run thus far by the students and teachers of the Law College came under this Retired Judge
and his group of Law students. The Clinic offered legal advice and rendered preventive legal services,
enlightening the public of their legal rights and duties. They have committee’s amended at district ad taluk
level.

ISSUES DUE TO MIS-MANAGEMENT OF INSTITUTIONAL SET-UP:
The Population Growth in Urban and Rural areas of Puducherry UT has resulted in housing problems, waste generation, high cost of
living, heavy traffic, lack of adequate public transport, parking space, heavy consumption of fossil fuel, water, power, pollution of water and air,
mushrooming of rural and urban slums etc
After the Tsuanmi of 26th December 2004, Government of Puducherry, under the aegis of UNDP – Government of India has initiated the
preparation of a comprehensive State Disaster Management Plan. The DMP has helped in avoiding heavy loss of human loss when the Cyclone Thane
had devastated Puducherry Region on 30th December 2011. But coordination between the Community Based Disaster Management and the State
Based Disaster Management was lukewarm/almost nil. The Village Task Forces are in Paper only.
The challenges confronting the coastal Puducherry due to institutional failure i.e.
• Pollution of the sea front due to municipal and industrial wastes
• Conversion of agricultural land into real estate development
• Ever-increasing demographic pressure with its attendant problems of waste generation and groundwater depletion – the latter causes salinity
intrusion.
• Unregulated tourism - Pressure on establishing hotels and amusement parks at the water front which would demand to Integrated coastal
watershed management and Sustainable management of coastal solid wastes that are woefully lacking
• Incomplete implementation of mesh size regulations, seasonal fishing bans, and overfishing
• Poor/ inadequate transportation and sanitation facilities
• An increasingly intense conflict between developmental pressure and the health of the coastal environment.
• Destruction of mangroves which leads to Beach erosion and declining fish catch in the vicinity
In the name of development, major projects like the Port Development etc should not affect the coastal eco systems, backwater bio diversity, Sandi
Agricole, swamps, marsh lands, livelihood of the communities, contamination of air, water and environment etc. Proper planning with environmental
clearance should be taken into account before initiation of the major and minor projects in the vicinity of the coast, backwaters, river estuaries etc.
The Dredging work planned is not regular and the blocking of natural movement of the sea sand, results in coastal erosion and sea water entering
into villages.
The immigration of immigrants from other states should be documented and streamlined. Proper locations for the housing schemes of the
immigrants in the vicinity of the industries where the immigrants are usually employed have not been earmarked and hence density of population in
some areas near the industrial areas is choking the already staggering basic amenities.
With limited land space, Puducherry UT could not develop Satellite Townships. The urban congestion/density results in lack of adequate water,
power, transport etc. The rules governing the building construction have not been strictly enforced by the Town Planning Authority

There is no concrete and consolidated data on the statistics of vehicles registered, the vehicles pollution control and inspection, the ways to curtail
and control the pollution, the banning of air horns in the cities and populated areas etc. The Cyclists are finding it very difficult to travel since there
is no separate lane earmarked in the roads. The pavements are encroached and the people on walk find it very difficult to walk safely. The signals
have no timing earmarked for the pedestrians to use the Zebra Crossing.
As Puducherryhave become more and more urbanized, demands on housing have also increased significantly. The housing sector, however, has
grown much slower than other service sectors, namely at less than 5 per cent. This is largely due to the shortage of available land for housing
purposes. As a result, housing shortages have become significant in Puducherry UT
Puducherry UT has no effluent treatment plant facility for treating the hazardous waste generated by the industries. No exclusive facility for
treating Bio medical waste also. The hazardous and bio medical wastes are dumped with the solid waste and the effluents are let out in the sewage
canals directly.
The farm lands have been taken over by industrial, educational and real estate hubs. The dwindling farm operations have resulted in depletion of
ground water and loss of livelihoods which pampers migration to urban cities.
The uncultivated and unused land in excess of the needs under the Industries, Educational Hubs etc have been without green cover for long. No
motivation on organic farming to the farmers has been taken up. Neither subsidies nor support has been extended by the Government for natural
farming, thus reducing pollution, contamination and excessive use of water and also protecting the farmers.
The water resources of Puducherry Region originate from Tamil Nadu since the catchment areas in Tamil Nadu only. Water Quality Analysis has not
been made public and no water Budgeting and Auditing done by the Government.
Puducherry region have been devoid of forest cover. The Social Forestry has not been taken up in full swing except by some private players.
Community Based Social forestry scheme has not been in operation.
