INTRODUCTION
The Union territory of Puducherry was declared as a Revenue District with the Secretary (Revenue) as the Collector with effect from
9, April 1967. Upon reorganisation on 1st, May 1968, the four regions of the Union territory were constituted as Revenue Sub-Divisions. The revenue
district administration was reorganized on the Tamil Nadu pattern, but is unique in nature as it is a blend of French and British administrative set up.
The Revenue Administration was again re-organized in 2003 by which Puducherry Sub-Division was bifurcated as North and South Sub-Divisions.

There are various stakeholders in government,
general public, departments of Puducherry government , banks,
central government bodies to monitor the well-functioning of the
department. The department gaps are addressed as follows
• If a department fails to submit the budget statement
,department is questioned for the same ,if that is also not
answered then the stakeholders are questioned.
GAP:Department cash flow statements which are complied are not
furnished ,resource mobilisation across the department failed. One
department is allocated more grants repeatedly.
Transparency across departments is not enhanced, just acts as a
nodal agency to compile financial details
There are many nodal agencies working under the
agriculture department like autonomous institutions ⁄ corporation
⁄ societies viz:agriculture colleges which initiate the knowledge
guide, market committees etc. This department has also got
responsibility centres who will monitor the department activities
in grass root level
GAP: capacity building, creating awareness to farmers about the
exisitng schemes and technology has not reached every nook in
the Puducherry ,which is effectively done in the neighbouring
state Tamil Nadu .so many farmers sell their land to real estate
developers or lease to Puducherry farmers to obtain good profit.

DEPARTMENT Animal Husbandry and Animal Welfare
In 1935, the French Administration created a cell
in the Public Health Department for treatment of
animals, during 1937 amended to look after
animal welfare, inspection of slaughter houses,
market places etc.,

In case of non-compliance of the service standards, the service
recipients/stakeholders can contact the public grievance officers /
Public relation Officers of respective regions nominated by this
Department for redress of the grievance. Escalation of redressal
officer is also there. The beneficiaries are directly selected from the
BPL and other weaker section. Stakeholders include:
Individuals-livestock farmers and breeders. Livestock and livestock

These are people formed societies and monitored by a higher level
official group. Disputes arise mainly due to
(a) Touching the constitution of the committee of management.
(b) Touching the business of societies.
(c) Touching the management of societies.
(d) Disciplinary matters against paid servants of the societies.
(e) Disputes relating to election before declaration of result.
The readressal of people against the society is to the unified body
formed for all the societies ,for the state
Over all control of the Directorate and Nodal Officer for the
statistical activities in the state are taken care by the director of
statistic department who is appointed under the central
government. Joint directors are appointed for various sectors.

They compile the data from various sources and make the data
available for the public. To maintain transparency across the

Since data collection is not co-operative from all departments they
lag in effective compilation

Forest policy and management was introduced in
India by the British Government by setting up a
Forest Department and enacting relevant
legislation in the 19th Century, The general law

Parangipettai, M.S. Swaminathan Foundation,IFGTB - Coimbatore.
GAP:the Union Territory of Puducherry does not have forest resources in
abundance, in fact there are no recorded forests in the Union Territory.
Therefore the activities of the department consist of afforestation by
means of plantations in urban and rural areas, extension of technology
and know how to farmers and other persons engaged in agro forestry
practices
There are various hospital government as well private. Rajiv
gandhi govt. women & children hospital, Indira Gandhi Govt.
General Hospital & Post Graduate Institute,Govt. Hospital for Chest
Diseases, Mahatma Gandhi Leprosy Hospital, E.S.I. Hospital.

The Department of Information & Publicity is the press and
publicity wing of the Government of Puducherry and a nodal agency
for dissemination of information through the print and electronic
media, for effectively publicising policies and programs of the
Government.
GAP:The Department also plays a pivotal role in the promotion of
schemes and policies that lead to a greater and better
understanding of governance, through the Right to Information Act
etc. It also works as a communication medium between the
Government and the media,UT.

2002, vide G.O.Ms.No.59, dated 19.7.2002 in

Planning and Research Department monitors the implementation of
plan schemes/projects on a constant and continuous basis.
Periodical review meetings are held at the level of Development
Commissioner, Chief Secretary and Chief Minister.
Planning and Research department is designated as Nodal
Department and Director, Planning is the Nodal Officer for Twenty
Point Programme.
A public Grievances Cell is functioning in the central Office, Public
Works Department under the control of the Engineering Assistant to
Chief Engineer. The public can approach the Cell on all working days
to register their grievances in person or they can register their
complaints over phone or through letter.
The provisions contained in the Charter and the corresponding services
rendered by the Department will be reviewed half-yearly by the Chief
Engineer.
Complaints in respect of roads can be registered with the Offices of the
Executive Engineer, Central, North, South and National highways in
Puducherry, Karaikal, Mahe and Yanam on all working days during
office hours

DRDA is a society registered under the Society

The Directorate of Rural Development implements the schemes
from the State funds through the six Block Development Offices. The
machinery of the six Block Development Offices implementing
centrally sponsered poverty alleviation programmes.
Under the Community Development Schemes, the Community
Development Blocks are implementing the following three schemes
with a view to assist the rural poor for uplifting their status both

GAP :In order to make training more employment oriented. All
technical trainings proposed are to be imparted in both the training
institutions and in private establishments.

Tourism Department and its employees at all level are dedicated to
serve to the visiting tourist and general public on various tourism
activities. The Director of Tourism is the Head of Office. He is
assisted by the Junior Accounts Officer, and other Technical and
Administrative staff to discharge his functions for the welfare of the
tourist.
GAP: A Tourist Reception Centre has been proposed to be set up
with the central financial assistance at the ground floor of the
Directorate of Tourism for furnishing tourist information on various
tourist important places of Pondicherry, Karaikal, Mahe and Yanam
and other places in India.

downtrodden sections of the society; to implement schemes to

GAP:The issues relating to National Highways in the country are
dealt with by Roads Wing of the Ministry while those pertaining to
transport are dealt with by the Transport Wing.
Ministry of Road Transport & Highways, an apex organisation
under the Central Government,Around 30 services are being

The department advises Government departments and other quasi

The Institute was established by the Government of India, Ministry of Tourism, in the Union Territory of
Pondicherry in October 1991 and is now being sponsored by the Government of Pondicherry also with a prime
objective of developing human resource for the hospitality industry. Besides, it provides job opportunities to the
youth in a wide range.
The Corporation executes civil works entrusted by Government Department /Agencies. The Corporation is
playing a major role in the distribution of all agricultural inputs. This also carry out civil work,calling for tenders
and plays a major role between people,government and private sector.
Puducherry Housing Board is premier housing agency in the Puducherry Union Territory formed with an aim to
provide house to the shelterless poor people. It also builds houses for middle income and high income
categories
For promoting the Industrial Development of Puducherry and providing financial assistance to
entrepreneurs. PIPDIC provides term loan, working capital, allotment of developed plots and sheds. Women
entrepreneur enjoy subsidy benefits through Industries Department.
The Puducherry Power Corporation was incorporated with the objective of generating 32.5 MW of Electricity
(22.9 MW from Gas Turbine and 9.6 MW from Steam Turbine) at Karaikal which is one of the outlying regions
of Puducherry. This plant is put to commercial use and supply of electricity to Puducherry from this plant.
The Legal Aid Clinic run thus far by the students and teachers of the Law College came under this Retired Judge
and his group of Law students. The Clinic offered legal advice and rendered preventive legal services,
enlightening the public of their legal rights and duties. They have committee’s amended at district ad taluk
level.

Waste Management Issues:
• Segregation of waste at source, recycle and reprocess the same at zone level instead of dumping at waste dumping sites
• Hazardous and Bio Medical Waste should be managed by the producers of the concerned waste
• Strict enforcement of the usage of Plastic materials below 50 Microns
• Awareness cum Education campaigns on Waste Management for School Children and General Public
Energy Issues:
• Solar Power for Lighting in business and industries should be made one of the criteria for building plan approval
• Promotion of Non conventional energy and Renewable energy sources installation with Soft Loan, Subsidies etc
• Energy Budgeting and Energy Auditing should be made compulsory for all commercial establishments and educational institutions
• Power and other cables should be installed in underground trenches only

Water Bodies Issues:
• State Water Policy should be announced immediately
• Assigning Water bodies like Tanks, Ponds etc for other purposes should be strictly scraped
• Dumping waste, industrial effluent etc in water bodies, water ways should be completely stopped
• Water ways should be rejuvenated with clearing of encroachments and bushes and planting of saplings in the bunds
• Drain water from Uppanar and Grand Canal should be treated before letting out into sea
• Ousteri and Bahour lakes should be declared as ecologically sensitive water bodies
• Separate Independent Department for water bodies management should be created
• Community Based water bodies rehabilitation should be revived
• Mutual concurrence pact with Tamil Nadu State should be drawn for the free flow of water and other resources
Road and Vehicles Density Issues:
• Public transportation facilities should be increased
• Promotion of Renewable Energy (Battery), Non Conventional Energy (CNG) operated Autos, Tempos and City Public Transport Services

• Common Effluent Treatment Facility should be made mandatory for all hazardous waste generating industries, institutions
• Commissioning of Incineration plants as mandatory requirement to grant license/ permission for in all hazardous and bio medical waste generating

Population – Migration and Immigration Regulation:
• The registration of migrants and immigrants with the authorities should be made compulsory
Green Cover:
• Planting of tree saplings in all the lands both Private and Government should be planted with tree saplings within a stipulated time

ISSUES DUE TO MIS-MANAGEMENT OF INSTITUTIONAL SET-UP:
The Population Growth in Urban and Rural areas of Puducherry UT has resulted in housing problems, waste generation, high cost of
living, heavy traffic, lack of adequate public transport, parking space, heavy consumption of fossil fuel, water, power, pollution of water and air,
mushrooming of rural and urban slums etc
After the Tsuanmi of 26th December 2004, Government of Puducherry, under the aegis of UNDP – Government of India has initiated the
preparation of a comprehensive State Disaster Management Plan. The DMP has helped in avoiding heavy loss of human loss when the Cyclone Thane
had devastated Puducherry Region on 30th December 2011. But coordination between the Community Based Disaster Management and the State
Based Disaster Management was lukewarm/almost nil. The Village Task Forces are in Paper only.
The challenges confronting the coastal Puducherry due to institutional failure i.e.
• Pollution of the sea front due to municipal and industrial wastes
• Conversion of agricultural land into real estate development
• Ever-increasing demographic pressure with its attendant problems of waste generation and groundwater depletion – the latter causes salinity
intrusion.
• Unregulated tourism - Pressure on establishing hotels and amusement parks at the water front which would demand to Integrated coastal
watershed management and Sustainable management of coastal solid wastes that are woefully lacking
• Incomplete implementation of mesh size regulations, seasonal fishing bans, and overfishing
• Poor/ inadequate transportation and sanitation facilities
• An increasingly intense conflict between developmental pressure and the health of the coastal environment.
• Destruction of mangroves which leads to Beach erosion and declining fish catch in the vicinity
In the name of development, major projects like the Port Development etc should not affect the coastal eco systems, backwater bio diversity, Sandi
Agricole, swamps, marsh lands, livelihood of the communities, contamination of air, water and environment etc. Proper planning with environmental
clearance should be taken into account before initiation of the major and minor projects in the vicinity of the coast, backwaters, river estuaries etc.
The Dredging work planned is not regular and the blocking of natural movement of the sea sand, results in coastal erosion and sea water entering
into villages.
The immigration of immigrants from other states should be documented and streamlined. Proper locations for the housing schemes of the
immigrants in the vicinity of the industries where the immigrants are usually employed have not been earmarked and hence density of population in
some areas near the industrial areas is choking the already staggering basic amenities.
With limited land space, Puducherry UT could not develop Satellite Townships. The urban congestion/density results in lack of adequate water,
power, transport etc. The rules governing the building construction have not been strictly enforced by the Town Planning Authority

There is no concrete and consolidated data on the statistics of vehicles registered, the vehicles pollution control and inspection, the ways to curtail
and control the pollution, the banning of air horns in the cities and populated areas etc. The Cyclists are finding it very difficult to travel since there
is no separate lane earmarked in the roads. The pavements are encroached and the people on walk find it very difficult to walk safely. The signals
have no timing earmarked for the pedestrians to use the Zebra Crossing.
As Puducherryhave become more and more urbanized, demands on housing have also increased significantly. The housing sector, however, has
grown much slower than other service sectors, namely at less than 5 per cent. This is largely due to the shortage of available land for housing
purposes. As a result, housing shortages have become significant in Puducherry UT
Puducherry UT has no effluent treatment plant facility for treating the hazardous waste generated by the industries. No exclusive facility for
treating Bio medical waste also. The hazardous and bio medical wastes are dumped with the solid waste and the effluents are let out in the sewage
canals directly.
The farm lands have been taken over by industrial, educational and real estate hubs. The dwindling farm operations have resulted in depletion of
ground water and loss of livelihoods which pampers migration to urban cities.
The uncultivated and unused land in excess of the needs under the Industries, Educational Hubs etc have been without green cover for long. No
motivation on organic farming to the farmers has been taken up. Neither subsidies nor support has been extended by the Government for natural
farming, thus reducing pollution, contamination and excessive use of water and also protecting the farmers.
The water resources of Puducherry Region originate from Tamil Nadu since the catchment areas in Tamil Nadu only. Water Quality Analysis has not
been made public and no water Budgeting and Auditing done by the Government.
Puducherry region have been devoid of forest cover. The Social Forestry has not been taken up in full swing except by some private players.
Community Based Social forestry scheme has not been in operation.

Upon reorganisation on 1st, May 1968, the four regions of the Union territory were constituted as Revenue Sub-Divisions. The revenue district administration was reorganized on the Tamil Nadu pattern, but is unique in nature as it is a blend of French and British administrative set up. The Revenue Administration was again re-organized in 2003 by which Puducherry Sub-Division was bifurcated as North and South Sub-Divisions. Organisation Chart-PUDUCHERRY

SERVICE • Controls and regulates overall expense of all the department • Maintains local fund(LFA) • Periodical Auditing of religious institutions under the control of Hindu Religious Institutions.(TAW) DEPARTMENT Agriculture Set –up in February 1955 with an Agricultural Officer as the Head. Under the French rule it was looked after by "Service Economique“- a body which was looking after all the service sector ACT FUNCTION To increase agricultural production, sustain the growth rate of agriculture in the Union Territory of Puducherry and enhance the economic status of the farming community. SERVICE • Building Programmes implemented by PWD • Development of Infrastructure Facilities for Agricultural Marketing • Financial assistance to farmers • Promoting organic farming and agriculture as profession • Training and Capacity Building to Develop Human Resources DEPARTMENT AND DIRECTORATES IN PUDUCHERRY 1 2 There are various stakeholders in government, general public, departments of Puducherry government , banks, central government bodies to monitor the well-functioning of the department. The department gaps are addressed as follows • If a department fails to submit the budget statement ,department is questioned for the same ,if that is also not answered then the stakeholders are questioned. GAP:Department cash flow statements which are complied are not furnished ,resource mobilisation across the department failed. One department is allocated more grants repeatedly. Transparency across departments is not enhanced, just acts as a nodal agency to compile financial details There are many nodal agencies working under the agriculture department like autonomous institutions ⁄ corporation ⁄ societies viz:agriculture colleges which initiate the knowledge guide, market committees etc. This department has also got responsibility centres who will monitor the department activities in grass root level GAP: capacity building, creating awareness to farmers about the exisitng schemes and technology has not reached every nook in the Puducherry ,which is effectively done in the neighbouring state Tamil Nadu .so many farmers sell their land to real estate developers or lease to Puducherry farmers to obtain good profit.

SERVICE • Maintenance and upkeep of Animal Husbandry Building • Set up authority to oversee Veterinary Practice and ethic • Animal Disease Surveillance. DEPARTMENT Arts & culture Established during 1992 , Department of Art and Culture was bifurcated in 1992 from the Education Department and became a separate entity ACT FUNCTION To develop the arts, literature, political legacies and remembrance of great poets .Maintenance of Romain Rolland Library and Public Branch Libraries, Museums and autonomous institutions SERVICE • Grant in aid to INTACH for protection of art and culture heritage of Puducherry • Conducting of the mega festival “Fete-de- Pondicherry” every year DEPARTMENT AND DIRECTORATES IN PUDUCHERRY 3 4 In case of non-compliance of the service standards, the service recipients/stakeholders can contact the public grievance officers / Public relation Officers of respective regions nominated by this Department for redress of the grievance. Escalation of redressal officer is also there. The beneficiaries are directly selected from the BPL and other weaker section. Stakeholders include: Individuals-livestock farmers and breeders. Livestock and livestock products marketing agents. Agricultural farmers. Veterinary graduates, students and researchers. Institutions Private agencies and Other responsibility centres Puducherry institute of linguistics and culture (pilc) is an autonomous research centre established with a view to promote advanced research in the fields of linguistics and culture in the union territory of puducherry • Research institutes and academic council act as nodal agency to develop and promote GAP: • Artist are not given remuneration regularly • Beneficiary selection among the artist are biased. • Central government aids are not liquidated among the scholars in rural Puducherry.

Besides, it provides job opportunities to the youth in a wide range. The Corporation executes civil works entrusted by Government Department /Agencies. The Corporation is playing a major role in the distribution of all agricultural inputs. This also carry out civil work,calling for tenders and plays a major role between people,government and private sector. Puducherry Housing Board is premier housing agency in the Puducherry Union Territory formed with an aim to provide house to the shelterless poor people. It also builds houses for middle income and high income categories For promoting the Industrial Development of Puducherry and providing financial assistance to entrepreneurs. PIPDIC provides term loan, working capital, allotment of developed plots and sheds. Women entrepreneur enjoy subsidy benefits through Industries Department. The Puducherry Power Corporation was incorporated with the objective of generating 32.5 MW of Electricity (22.9 MW from Gas Turbine and 9.6 MW from Steam Turbine) at Karaikal which is one of the outlying regions of Puducherry. This plant is put to commercial use and supply of electricity to Puducherry from this plant. The Legal Aid Clinic run thus far by the students and teachers of the Law College came under this Retired Judge and his group of Law students. The Clinic offered legal advice and rendered preventive legal services, enlightening the public of their legal rights and duties. They have committee’s amended at district ad taluk level.

FOR THE PUDUCHERRY REGIONAL DEVELOPMENT PLAN PROJECTINSTITUTIONAL APPRAISAL AKANKSHA BENIWAL KALPANA JOKHIO MICHELLE MARIADOSS SUJATA MAJUMDER SCHOOL OF PLANNING & ARCHITECTURE,VIJAYAWADA ASSIGNMENT :2 NGO’s IN PUDUCHERRY Organisations like HOPE, PondyCAN, Puducherry Science Forum, People’s Pulse, Sembadugai Naneeragam Poovulagin Nanbargal, Anbalayam, MASS, Karunalayam Land and Land Holding Pattern Issues: • Agriculture land should not be earmarked for other purposes like housing, industrial estates etc • Natural Farming and Organic Farming should be encouraged with incentives and subsidies Water Issues: • Water Quality Analysis Periodical Reports should be made public • Clean and Safe Drinking Water availability should be assured in all Schools • Water Budgeting and Auditing should be made mandatory and strictly enforced • Waste water recycling at gated community/ apartments/ housing colonies for reuse and Kitchen Garden promotion • Rain water harvesting should be made compulsory within a stipulated time frame for all households, industries, Commercial establishments, Institutions etc • Awareness programmes on “Save Water” “Justifiable Water Use” Coastal Erosion Issues: • Coastal Regulated Zone Act 2011 with Amendments should be replaced with CRZ 1991 without any additional amendments • Proper and planned regular dredging should be undertaken to preserve the natural sand movement in the port area to reclaim the lost beach • Projects which affect the Coastal Region, Livelihoods and Environment should not be planned or undertaken. Waste Management Issues: • Segregation of waste at source, recycle and reprocess the same at zone level instead of dumping at waste dumping sites • Hazardous and Bio Medical Waste should be managed by the producers of the concerned waste • Strict enforcement of the usage of Plastic materials below 50 Microns • Awareness cum Education campaigns on Waste Management for School Children and General Public Energy Issues: • Solar Power for Lighting in business and industries should be made one of the criteria for building plan approval • Promotion of Non conventional energy and Renewable energy sources installation with Soft Loan, Subsidies etc • Energy Budgeting and Energy Auditing should be made compulsory for all commercial establishments and educational institutions • Power and other cables should be installed in underground trenches only ISSUES AND RECOMMENDATIONS

FOR THE PUDUCHERRY REGIONAL DEVELOPMENT PLAN PROJECTINSTITUTIONAL APPRAISAL AKANKSHA BENIWAL KALPANA JOKHIO MICHELLE MARIADOSS SUJATA MAJUMDER SCHOOL OF PLANNING & ARCHITECTURE,VIJAYAWADA ASSIGNMENT :2 Water Bodies Issues: • State Water Policy should be announced immediately • Assigning Water bodies like Tanks, Ponds etc for other purposes should be strictly scraped • Dumping waste, industrial effluent etc in water bodies, water ways should be completely stopped • Water ways should be rejuvenated with clearing of encroachments and bushes and planting of saplings in the bunds • Drain water from Uppanar and Grand Canal should be treated before letting out into sea • Ousteri and Bahour lakes should be declared as ecologically sensitive water bodies • Separate Independent Department for water bodies management should be created • Community Based water bodies rehabilitation should be revived • Mutual concurrence pact with Tamil Nadu State should be drawn for the free flow of water and other resources Road and Vehicles Density Issues: • Public transportation facilities should be increased • Promotion of Renewable Energy (Battery), Non Conventional Energy (CNG) operated Autos, Tempos and City Public Transport Services • Exclusive Cycle tracks in existing and proposed roads • Vehicle Parking in earmarked areas only and charges for parking should be introduced Common Effluent Treatment Facility Issues: • Common Effluent Treatment Facility should be made mandatory for all hazardous waste generating industries, institutions • Commissioning of Incineration plants as mandatory requirement to grant license/ permission for in all hazardous and bio medical waste generating units Population – Migration and Immigration Regulation: • The registration of migrants and immigrants with the authorities should be made compulsory Green Cover: • Planting of tree saplings in all the lands both Private and Government should be planted with tree saplings within a stipulated time • Artificial regeneration of Mangrove forests in the break waters Exclusive Web portal – Environ related issues: • Government should built an exclusive Web Portal for updating environment related projects and for the public to lodge opinions Monitoring of Environment Management: • A monitoring body with members from Civil Society, Farming and Fishing Community etc should be formed Awareness Creation cum Education Programme: • Awareness cum Education programmes on Environment Issues, Water and Sanitation, Greenery Promotion, Bio Diversity etc for School Children • Preparation and distribution of proper IEC materials on Environment preservation, waste management, water and sanitation etc • Dissemination of Environment related information through local media

FOR THE PUDUCHERRY REGIONAL DEVELOPMENT PLAN PROJECTINSTITUTIONAL APPRAISAL AKANKSHA BENIWAL KALPANA JOKHIO MICHELLE MARIADOSS SUJATA MAJUMDER SCHOOL OF PLANNING & ARCHITECTURE,VIJAYAWADA ASSIGNMENT :2 ISSUES DUE TO MIS-MANAGEMENT OF INSTITUTIONAL SET-UP: The Population Growth in Urban and Rural areas of Puducherry UT has resulted in housing problems, waste generation, high cost of living, heavy traffic, lack of adequate public transport, parking space, heavy consumption of fossil fuel, water, power, pollution of water and air, mushrooming of rural and urban slums etc After the Tsuanmi of 26th December 2004, Government of Puducherry, under the aegis of UNDP – Government of India has initiated the preparation of a comprehensive State Disaster Management Plan. The DMP has helped in avoiding heavy loss of human loss when the Cyclone Thane had devastated Puducherry Region on 30th December 2011. But coordination between the Community Based Disaster Management and the State Based Disaster Management was lukewarm/almost nil. The Village Task Forces are in Paper only. The challenges confronting the coastal Puducherry due to institutional failure i.e. • Pollution of the sea front due to municipal and industrial wastes • Conversion of agricultural land into real estate development • Ever-increasing demographic pressure with its attendant problems of waste generation and groundwater depletion – the latter causes salinity intrusion. • Unregulated tourism - Pressure on establishing hotels and amusement parks at the water front which would demand to Integrated coastal watershed management and Sustainable management of coastal solid wastes that are woefully lacking • Incomplete implementation of mesh size regulations, seasonal fishing bans, and overfishing • Poor/ inadequate transportation and sanitation facilities • An increasingly intense conflict between developmental pressure and the health of the coastal environment. • Destruction of mangroves which leads to Beach erosion and declining fish catch in the vicinity In the name of development, major projects like the Port Development etc should not affect the coastal eco systems, backwater bio diversity, Sandi Agricole, swamps, marsh lands, livelihood of the communities, contamination of air, water and environment etc. Proper planning with environmental clearance should be taken into account before initiation of the major and minor projects in the vicinity of the coast, backwaters, river estuaries etc. The Dredging work planned is not regular and the blocking of natural movement of the sea sand, results in coastal erosion and sea water entering into villages. The immigration of immigrants from other states should be documented and streamlined. Proper locations for the housing schemes of the immigrants in the vicinity of the industries where the immigrants are usually employed have not been earmarked and hence density of population in some areas near the industrial areas is choking the already staggering basic amenities. With limited land space, Puducherry UT could not develop Satellite Townships. The urban congestion/density results in lack of adequate water, power, transport etc. The rules governing the building construction have not been strictly enforced by the Town Planning Authority INSTITUTIONAL GAPS

FOR THE PUDUCHERRY REGIONAL DEVELOPMENT PLAN PROJECTINSTITUTIONAL APPRAISAL AKANKSHA BENIWAL KALPANA JOKHIO MICHELLE MARIADOSS SUJATA MAJUMDER SCHOOL OF PLANNING & ARCHITECTURE,VIJAYAWADA ASSIGNMENT :2 There is no concrete and consolidated data on the statistics of vehicles registered, the vehicles pollution control and inspection, the ways to curtail and control the pollution, the banning of air horns in the cities and populated areas etc. The Cyclists are finding it very difficult to travel since there is no separate lane earmarked in the roads. The pavements are encroached and the people on walk find it very difficult to walk safely. The signals have no timing earmarked for the pedestrians to use the Zebra Crossing. As Puducherryhave become more and more urbanized, demands on housing have also increased significantly. The housing sector, however, has grown much slower than other service sectors, namely at less than 5 per cent. This is largely due to the shortage of available land for housing purposes. As a result, housing shortages have become significant in Puducherry UT Puducherry UT has no effluent treatment plant facility for treating the hazardous waste generated by the industries. No exclusive facility for treating Bio medical waste also. The hazardous and bio medical wastes are dumped with the solid waste and the effluents are let out in the sewage canals directly. The farm lands have been taken over by industrial, educational and real estate hubs. The dwindling farm operations have resulted in depletion of ground water and loss of livelihoods which pampers migration to urban cities. The uncultivated and unused land in excess of the needs under the Industries, Educational Hubs etc have been without green cover for long. No motivation on organic farming to the farmers has been taken up. Neither subsidies nor support has been extended by the Government for natural farming, thus reducing pollution, contamination and excessive use of water and also protecting the farmers. The water resources of Puducherry Region originate from Tamil Nadu since the catchment areas in Tamil Nadu only. Water Quality Analysis has not been made public and no water Budgeting and Auditing done by the Government. Puducherry region have been devoid of forest cover. The Social Forestry has not been taken up in full swing except by some private players. Community Based Social forestry scheme has not been in operation. REFERENCE: 1. www.py.gov.in 2.
