Extended Abstract Introduction While the vast majority of climate scientists have concluded that the changes in the climate over the past few decades can be attributed to human activity [Doran and Zimmerman, 2009], there has been a degree of reluctance to attribute specific weather events to elevated CO2 concentrations. For example, Coumou and Rahmstorf [2012] have noted that there has been an exceptionally high incidence of extreme weather events over the past decade and that some of the events can be linked to climate change but nevertheless concede that particular events “cannot be directly attributed to global warming.” Moreover, the World Meteorological Organization has noted that the incidence of extreme weather events matches IPCC projections, but qualifies this conclusion by stating that “it is impossible to say that an individual weather or climate event was “caused” by climate change….” [World Meteorological Organization, 2011, p 15]. This claim of “attribution impossibility” is not a minor shortcoming; it leaves the causes of extreme events open to question, allowing climate skeptics to attribute the increased incidence of extreme events to so-called “natural variability.” In the United States, this has undermined the political consensus necessary to adopt robust, cost-effective policies to reduce CO2 emissions. This paper explores the relationship between CO2 and weather by addressing whether there is a causal relationship between the atmospheric concentration level of carbon dioxide and hourly temperature. The analysis begins by noting that traditional correlation analysis is not capable of addressing whether there is a causal relationship between CO2 and temperature because statistical methods alone cannot render results that establish or reject causality between two variables that are contemporaneously correlated. Nevertheless, it is possible to address the issue of causality by using more advanced statistical techniques. An Approach to Establishing Causality This paper addresses the issue of causality between CO2 and temperature by following the research of the Nobel Laureate Clive Granger [1969], who defined causality in terms of whether lagged values of a variable lead to more accurate predictions of some other variable. In his words, “The definition of causality …is based entirely on the predictability of the some series, say Xt. If some other series Yt, contains information in past terms that helps in the prediction of Xt … then Yt is said to cause Xt.” [Granger, 1969, p 430]. This study embraces this view of causality by examining whether lagged values of CO2 lead to more accurate forecasts of temperature. The specific approach adopted here is to exploit the diurnal nature of the variation in the hourly CO2 concentration levels by using the CO2 concentration level in hour t – 24 as an explanatory variable. Brainwashed: Building an IDE for Feature Engineering: Feature engineering- writing code to map raw input data into a set of signals that will be fed into a machine learning algorithm- is the dark art of data science. Although the process of crafting new features is tedious and failure-prone, the key to a successful model is a diverse set of high-quality features that are informed by domain experts. Recently, academic researchers have begun to focus on the problem of feature engineering, and have started to publish research that addresses the relative lack of tools that are designed to support the feature engineering process. In this talk, I will review some of my favorite papers and present some efforts to convert these ideas into tools that leverage the principles of reactive application design in order to make feature engineering (dare I say it) fun.

Government agencies are collecting and producing data at an accelerating rate, and constituents want access to this data with decreasing latency. Meeting a digitally savvy polity's desire for data while ensuring that data is open, accessible, and interpretable by all comes with unique challenges. I'll share some of these while walking through how governments are building their own data products using open data as well as empowering civic hackers. Unlike traditional search engines that use keywords, Diffeo provides an in-browser knowledge base that accelerates information gathering about people, companies, chemical compounds, cyber events, or other real world entities. I’ll describe how Diffeo uses active learning to encourage long and deep user interactions in order to recommend new content for in-progress articles. As you write, the search results get better and more interesting, because the system can see more precisely which entity you mean and which you don’t (disambiguation) and also what you don’t know yet about the entity (discovery). Finally in this presentation I’ll describe our experience organizing the Text REtrieval Conference (TREC) on Knowledge Base Acceleration (KBA) and Dynamic Domain (DD) which are pushing the state of the art in knowledge discovery on large streams. I’ll show you how to access the largest corpus of streaming text data ever released for public evaluations.

CommCare, developed by Dimagi Inc., is an open-source mobile technology platform that supports hundreds of humanitarian frontline programs worldwide. The objective of this analysis is to demonstrate how CommCare metadata contains a wealth of information that can inform humanitarian programs in their use of mobile technology. This understanding can help programs determine the most effective way to implement CommCare or other mobile technology in resource-poor settings. A typical CommCare user is a frontline worker, such as a community health worker who provides outreach to pregnant women and children. An important feature of CommCare is that it supports case management, allowing users to register, update, and close cases in their CommCare application. A case is usually a user’s client, e.g., a pregnant woman who is supported by the CommCare user. While using CommCare, the user fills out electronic forms which eventually get submitted to the CommCare cloud server. The cumulative number of forms submitted by CommCare users as of December 2014 was just over 10 million. Metadata for each form submitted through CommCare are stored in Dimagi’s data platform; included in a form’s metadata are date and time stamps for when each form was started and ended by the user and when the form was eventually received by the cloud server.

In this presentation we’ll explore techniques that go beyond names to: link mentions to one another and to rich knowledge sources like Wikidata discover and characterise the relationships between entities that are explicit in the text And we’ll discuss some of the most important practical implications of these advancements for open data science.
