OBJECTIVES
SHORT TERM OBJECTIVE-Build Dam on Lokmata and Sadmata River by keeping religious
sentiments.
LONG TERM OBJECTIVE-socio-Economic development through agricultural development
and increasing agricultural development by increasing irrigation facility in North Gujarat.
PROBLEMS
Complete submergence of 8 villages and Bhavnath Temple and partial submergence of 12
villages.
Protests from villagers because of uncertainty of proper livelihood, emotional attachment
with land and religious sentiments attached with Bhavnath Temple.
Protests from traders earning out of tourism at the temple, since the temple is ancient, it
must be a tourist attraction.
Loss of public support for political party if they don’t take care of the people’s sentiments.
3. CONSTRAINTS
The site of dam is the constraint. Although the site cannot be changed

A huge amount of revenue has already been spent on this project.

ALTERNATIVES
1. Implement plan 1. It’ll evoke protest. The government has worked out the feasibility to
relocate the people to take care of their livelihood. The government has agreed to take
steps to protect the temple by building gates on the water weir so that flood water couldn’t
rise over temple.
2. Implement plan 2. It’ll evoke much larger protest. In this plan the Bhavnath temple has to
be relocated at other places. People are adamant in their demand to save the Bhavnath
temple.
3. Implement either plan forcefully in case people are not ready for negotiation the
government has right to nationalize any property which it feels as good for the nation’s
development. But this option would certainly attract a lot of unpopularity for the
government so they would not go for this option.
4. ACTION PLAN
The government should go for plan 2 as there is more profit and development involved in it.
They can provide shelter and livelihood for the people as planned earlier in plan 1. They can
bring in a few, popular with the masses, sages to convince the people to shift the deities of the
Bhavnath temple. Tourism can be developed alongside. The temple can be shifted to one
direction of the dam and on the other direction they can have musical water fountain sort of
show. The water in between can be utilized for boating purpose. This would influence tourism
and the local vendors or hawkers would also not lose jobs.
CONTINGENCY PLAN
The government could always go for plan 1 which does not have a lot of complicacies after the
temple has been saved from submergence.
