umbrella of the co-modality, as a means of achieving a sustainable
transport system in Europe.

WEB 2.0, para el fomento del Short Sea Shipping.
COMODALWEB 2.0 es un proyecto de investigación en colaboración público-
privada del Plan Nacional de Investigación Científica, Desarrollo e Innovación
Tecnológica, 2008-2011. Pretende crear una red de conocimiento y colaboración
entre los miembros de las comunidades logístico-portuarias, para promover

45. In the revision of the White Paper Transport is suggested
expanding the objectives and the instruments of the transport
policy to respond to the new challenges, and stresses the need
to improve the efficiency of the various modes of transport,
both used individually as those used in combination
(comodality) highlighting the following political initiatives
submitted:
• plan of action for the logistics of transporting goods.
• Communication about port policies
• Initiative of the Commission "Toward a European area of
maritime transport without barriers”.
• Initiative on MoS.

47. Objetives (1)
1.Knowing the changing context of the relations of transport by sea-land,
which occurs in the environment logistical-port and the new regulations
community and national that are being developed, to promote the transport
by sea-land in the port environment and motorways of the sea.
2. Analyze the functional relationships and unit (economic and business) of
the main members, in which develop the maritime transport of short-
distance and motorways of the sea, defining a functional model of
efficiency (including all possible variables: costs, processing, …).
3.Developments to optimize the exchange of documents electronically in the
port environment and the concept of transport electronic goods freight
electronic . Creation of Port Community System (PCS), as information
services and communication of the community logistics-port, in different
countries members of the EU, analysing services, actors, ...
48. · 4. Functional Specification of CoModalWeb 2.0 as a platform of
participation web 2.0, to implement in the activity of transport by sea-
land, which develops in the node port, to enhance collaboration
between them (in areas not administrative) and promote open spaces
to the collaboration and the collective intelligence, creating knowledge
networks.
