 Explain the objectives of In-Place
Protection (IPP)
 Recognise the various means of
alerting the public to an emergency
procedure
 List the required items for carrying out
IPP
 Introduction
 Means of Warning
 Items Required
 Procedures in implementing IPP
 Conclusion
• Chemical, biological or radiological contaminants
may be released accidentally or intentionally into the
environment.
• Should this occur, you may be asked to observe In-
Place Protection (IPP), that is, stay indoors and take
precautionary measures to safeguard yourself and
your family.
• The purpose of IPP is to protect the occupants by
preventing the chemical vapors from infiltrating the
homes or buildings.
In the event of an emergency, you will be notified
through :
 Public Warning System (PWS)
 Radio and TV
 Mobile public address system
 Loudhailers
 Door-to-door notification
5
General essentials items needed during
IPP:
6
• 1 roll of masking tape (at least 48mm width)
• A pair of scissors
• Sufficient thrash bags
• Radio
• Fresh supplies batteries
7
Optional Items:
• Torchlight
• Non – Perishable Food
• Bottled of water (if no water supply)
• Handphone (if no wired phone)
1. When instructions are given to adopt
IPP, you should stay calm and
immediately gather your family
members indoors.
2. Close and lock all doors,
windows and openings.
3. Switch off all ventilation and air-
conditioning units that draw in
air from the outside.
8
9
4. Go to a large room with the least
number of openings, preferably
with a toilet and water supply.
5. Use masking tape to seal off any
obvious gaps around the windows,
doors, vents and other openings.
Use wet towels to cover door gaps.
10
6. Use trash bags or plastic sheets to
cover any gaps or openings and
seal them up. This will increase
the air-tightness in the unit.
7. Monitor the television channels
and radio for further information or
instructions from the authorities.
11
What is the purpose of IPP?
 The purpose of IPP is to protect the
occupants by preventing the chemical
vapors from infiltrating the homes or
buildings.
When do you adopt IPP?
 When “IMPORTANT MESSAGE” warning
signal is given.Tune in to radio or TV for
information.
What should you do in a sealed room?
 Go to a room with the least number of
openings (doors and windows),
preferably with a toilet and water supply.
Monitor the local radio or TV channels for
further information.
What should you do if one of your family
members is affected by the chemicals?
Notify the authorities for immediate
medical treatment.
When is it safe to leave the sealed
room?
 Leave the sealed room only after the
“ALL CLEAR” signal has been given.
After which, you may remove all seals
and open windows to allow fresh air into
your unit or apartment.
17
Remember, do take note of the means of warning
before you implement IPP. Your safety will come
when you follow the IPP steps correctly.
Also, do remember that instructions to adopt In-
Place Protection are usually provided for the
duration of a few hours, not days.
If you are affected by the hazardous release,
notify the authorities for immediate medical
treatment.

Editor's Notes

  1. Why are masking tape and black trash bags recommended for In-Place Protection measure?

They are commonly found and resistant to permeation from vapour. They can create an airlock in a room to reduce the infiltration of hazardous vapour. They are easy to remove from the sealed room for ventilation when safe to do so.
