Subject: The Lokpal and Lokayuktas Act, 2Ot3 - Submission of declaration of assets and
liabilities by the public servants for each year- regarding
The undersigned is directed to bring the provisions of the public Servants (Furnishing
of Information and Annual Return of Assets and Liabilities and the limits for Exemp on of
Assets in Filing Returns) Rules, 2014, to the notice of all concerned for compliance. pursuant
to these rules, all the employees of BSNL are required to furnlsh information relating to
their assets and liabilities under section 44 of the Lokpal and Lokayuktas Act, 2013, as per
Appendixi and Appendix-ll (consisting of Forms No. I to lV) to the Rules.
2. Following Forms are enclosed for submission by all the employees of BSNL to the
Competent Authority by the due dates as stipulated in the said Rules /amendments issued
from time to time:
3. As far as last date for filing of returns under the aforesaid Rules is concerned DopT
has issued O.M. No.4O7 /72/2OL+AVD-|V(B) dated 11.10.2015, extending the last date to
15.04.2016. A copy ofthe O.M. dated 11.10.2015 aforesaid is enclosed.
ln this regard it is clarified that i
(i) The first return (as on 1st August, 2014) under the Lokpal and Lokayuktas Act,
2013 should be filed on or before the 15.04.2016;
(ii) The next annual return under the Lokpal and Lokayuktas Act, 2013 for the yeitr
ending 31st March, 2015 should be filed on or before 15.04.2016; and

2. (iii) The annual return for subsequent years as on 31st March everv Vear should be
filed on or before 31st July ofthat year.
(iv) Competent Authority for collecting & monitoring the sald forms as menttoned
above in para 2 shall be the authorjty presently collecting & monitoring the
process of Annual Return of lmmovable property under BSNL CDA Rures.
5. lt is further clarified that filing of these forms/returns in the manner prescribed by
the rules under tokparAct is a mandatory requirement and they are in addition to and not
in supersession of the forms under BSNL CDA Rules on assets and liability. In other words,
the filing ofthe forms/returns under the extant provisions of BsNL cDA Rules on assets and
liability shall also continue.
