This document outlines an instructional plan and presentation on the migrant identification and recruitment (I&R) process. The plan has four phases: (1) describing the migrant program and goals, (2) learning objectives for recruiters, (3) an instructional method and implementation plan, and (4) an evaluation model. The goals are to upgrade recruiters' computer skills, refine the I&R process, and provide quick support services to participants. Recruiters will learn data entry skills, how to maintain and share data, and how to competently serve participants. An assessment will evaluate whether the objectives and goals were achieved.

gain data entry skills with a 90% of assurance.
After reviewing fundamental steps on how to utilize specific database
features, recruiters will be prepared to keep, send and share data with others
with a 90% precision.
After the training concludes recruiters will be competent enough to provide
quick support services to participants with a 95% (percent) of accuracy.

14. Conclusion:
At the end of the training, it is expected that every recruiter will be
able to manage better computer abilities, understand data entry
and engage better communication with participants. In addition,
migrant families will be better serve and referral to other
community agencies using a quick and fast method. Recruiter will
be entitled to provide quick support services. By enhancing
adequate computer training recruiters will be properly save data,
using a more secure and confidential system. Last, there will be a
better improvement of communication skills and building positive
relationship with administrative staff.

According to the U.S Department of Education, Migrant Education is under Title I and Section C, (U.S. Department of Education, 2014). This is a federal funded program that provide educational and supplemental services to migrant individuals. Some of the program eligibility requirements is to consist on performing seasonal agricultural work, fishing and working in dairy farms. This families migrates frequently looking for seasonal jobs. Some of their lifestyle also consist in moving in and out from districts and even other states in the USA. They are minority groups, with low income assets, and second language learners.
The Migrant Education program recruitment process consist on identifying families, by constantly gathering information to evaluate eligibility. To determinate eligibility, recruiters must maintain communication and gather valuable information doing phone calls, home visits and even advocate with other community agencies and school districts. Their method of gathering and collecting information is base on traditional and old fashion writing format.
Some of the Migrant support services include education support which provides tutoring after school, credit recovery through PASS program, health services, free transportation, referrals to food, clothing and shelter agencies. In addition, they offer some supplemental support such as providing backpacks, books, and other school materials (U.S. Department of Education, 2014).
Some of their primary mission is to properly identify and recruit (I&R) eligible families into the Migrant Program. Some of this (I&R) process reflect some disadvantages methods which slow the process, missing families most of the time. There is a great need of improvement, modifying ways to record and collect valuable data from participants before they left the district.
The Migrant program considered prompt changes and modification in the (I&R) process to target a great number of eligible individuals. Reasonably they believe offering adequate database computer training will provide quick services, quality support and develop new computer abilities on each of the recruiters keeping a properly workforce.
The training will ensure database knowledge, properly design for data entry, which will maximize and rush the I&R process. Also, will allow recruiters to collaborate with other community agencies in a more quick time mode.
According to Donna Baumbach, and following the ABCD model of objectives are use to ensure effective and adequate instructional objectives base on audience, behavior, conditions, and degree (Baumbach, 2009). First, recruiters will be able to understand new computer features and services. Second, they will be better prepare to collect, send and share data with other local agencies under certain data limitations. Third, migrant families will be able to receive quality service support with a more convenience, quick or fast response from the recruiters.
The intended training instruction will consist on introducing the new database implementation through official letters, following emails to confirm the message. Due to a experienced employees which must likely show some resistance to changes and modifications in the (I&R) process, they will be convince to attend training by earning a gratitude reward in their paycheck. Managers and supervisor will be encourage to attend as well for futher and future staff support. The training will include new programmed touch screen laptops with easy and convenience data support. The training is programmed to last four hours, three days of out the week and conclude at the end of the month.
The main purpose of the training will focus to improve techniques such as communication, improve I&R process to a more convenience and flexible method. Also, to improve services enhancing a more professional method during the identification process. Reduce discrepancies, using proper computer data system.
This self-questionnaire will be given to each recruiter which will be used by the trainer instruction prior to the training to determine particular needs and points of interest. As well to identify existence knowledge and skills in regards to computer abilities. The questionnaire will help to find misunderstandings and gaps in the I&R process. Last, the information gathered will be use to compare before and after results.
An evaluation survey will be given to each of the recruiters at the conclusion of the training, to analyze how well they were able to engage new computer skills. Futhermore, to measure expected training objectives. Last, to identify areas of improvement as a result of attending this training.
The I&R database training ensure success by applying adequate computer techniques and enhancing better abilities. Moreover, improve communication among other co-workers, and managers for a more productivity result. Recruiters will be better organize saving important and valuable data, keeping track and counts for future state revisions.
