• Help community leaders
understand the relationship
between the downstream and
upstream factors.
• Use the tool to guide
discussion about community
vulnerabilities and how to
create an environment where
addiction is less likely to
take root.
• Help drive policy and local
investment decisions.
• Support/strengthen intrinsic
community functions that are also
critical for absorbing, rebounding
from, and adapting to risk factors.
• Help guide federal agencies towards
a consistent framework for thinking
about rural communities as they
create funding opportunities.
• Promote the identification and
sharing of relevant data, and
facilitate the collection of new
data needed to fill critical
information gaps.
