ABSTRACT

    Mobile number portability allows a mobile
subscriber to switch operators with-out
changing his/her telephone number.
    This paper describes and analyzes mobile
number portability introduction and procedure
to adobe this facility. Also it describes peoples
and mobile operators view towards it.

stated that he expects no

Mobile Number Portability.
Mobile number portability enables mobile
telephone users to retain their mobile telephone
numbers when changing from one network
operator to another.
   It is a very important concept that should
be implemented in India where total number of
mobile subscribers cross 95 crore mark at the
end of January 2011.MNP was first launched in
Haryana Telecom circle on 25th November 2010..

TYPES OF MNP
1.Wireless number portability: Relates to
transfer ability between wireless mobile lines
only and not between fixed lines and wire-
less. In most of the country this type of mobile
network portability is existing.

2. Full number portability : Allows
transfers between both fixed lines and
mobile phone lines. Iceland, Canada and
United States are the only country in the
world that offers this type of services .

TECHNICAL DETAILS
   A significant technical aspect of MNP (Mobile
Number Portability) is related to the routing of
calls or mobile messages (SMS, MMS) to a
number once it has been ported.
     There are various flavors of call routing
implementation across the globe but the
international and European best practice is via
the use of a central database (CDB) of ported
numbers.                                     8
Network operator makes copies of CDB
and queries it to find out which network to
send a call to.
 This is also known as All Call Query (ACQ)
and is highly efficient and scalable. Majority
of the established and upcoming MNP
systems across the world are based on this
ACQ/CDB method of call routing.

  The move to introduce the MNP comes as
the country's mobile subscriber base is
expanding fast, sometimes having an
impact on network quality.
    Presently, MNP is already existing in many
developing and developed. Number portability
is countries across the world. Due to new
arrival, it costs some in India. Following table

HOW TO SWITCH MNP ?
Here’s all about how MNP works in six simple
steps.

~You need to send SMS to
1900 in following format:
PORT Your Mobile Number

For exp: PORT 9999999999.

~You will get an SMS reply with a unique

porting code.
~ SMS to the preferred operator quoting the
unique code. This code is valid only for a few
days and you will have to apply again if it
expires.

Now your existing operator will check with
new operator & if there are no dues then
approval will be given for porting.

You can change to another operator only

after 90 days.
~ The charge for MNP is Rs. 19 and this will
be charged by any of telecom operators for
porting a mobile number.

~ You will get an SMS on the time and date
when porting will take place. The process
may take 4 days to complete.

~ After porting is complete, wait for an SMS
from your new operator confirming the      14
operation.
~ After this your phone may be offline for
about 2 hours when the porting takes place.

~ You’ll be provided a new SIM card.

~ For prepaid, the balance amount of talk
time will be lapse.

SOME FAQ RELATED TO MNP
1.How will you benefit from MNP?

> You are free to choose a new mobile service
provider without having to change to a new
number. You don’t have to notify friends/ family
and associates about your new operator when
you move to any other operator. Just use your
phone like you always do.

3. How long does it take to port a number?

>    The entire process of porting takes
approximately 6 days. The exceptions are
J&K, Assam & the North Eastern regions
where it will take 10 days from the receipt of
porting clearance from the donor operator
(operator that you are leaving).

4. Who Can Port ?

> You are eligible to make a porting request
if you have: An active connection that is at
least 90 days old (as counted from the date
of new activation or the last port date) No
payments outstanding to the donor operator
(operator that you are leaving) No requests
pending for change of ownership of the

5. Limitation in joining/porting Mobile
Operators ?

> Postpaid customers cannot port in/out if
they have overdue bills. All existing credit
available to Prepaid customers will expire
upon successful porting and will not be
carried forward. Call charges, plans and VAS
offered by current service provider may differ
from that offered by your earlier service
provider.                                    19
6. What documents must a Prepaid/Postpaid
customer submit while making a port in
request ?

> The customer will have to submit the
same documents as any new customer.
These include the new provider Customer
agreement form (CAF). You will also need a
self-attested photograph and an address
proof with your signature.

LIMITATIONS TO MNP
1. Consumers allowed to switch operators
only 90 days after a con-
nection is activated.

2. Consumers allowed to change operators
within their registered circle only (i.e. if you
are within the Gujarat circle you can’t shift
to a Karnataka circle and so on)

PROBLEM ABOUT MNP ?
