Systel is pleased to provide the Information Technology Management Office, South Carolina, a response to
“FPB Solicitation Number: 5400000822: IT TEMP STAFF AUGMENTATION SERVICES” Fixed Price Bid (FPB).
Systel understands that the Information Technology Management Office wishes to select qualified firm(s) who
can provide State agencies with temporary IT staff augmentation.
We understand that the State intends to select firm(s) that shall provide support for the IT Professional
Services, augmenting the efforts of the State team. The firm(s) shall supply IT Professionals with experience in
areas such as Business Analyst, Data/Information Architect, Database Administrator, Datatel Consultant,
Internet / Web Engineer, Network Administrator, Network Engineer, Network Technician, Security Analyst,
SunGard/SCT Consultant, SAP Consultants.
In response to the requirements of this Fixed Price Bid, Systel shall be interested in providing the State with
resources for the above mentioned categories.
Systel feels that it is capable and has all the qualifications needed to provide IT Professional Services to the
Information Technology Management Office, South Carolina. Our Professional IT Consultants includes,
experience and knowledge of Business Analyst, Data Architecture, Database Administration, Internet / Web
Engineering, Network Administration and Engineering, Security Analyst, SAP functional and technical skill set.
Systel staffs functional application specialists who can assist with the design and configuration of application
functionality and technical specialists who can assist with customizations, building interfaces to other systems
and technical troubleshooting. We also staff DBA’s who can perform a full range of technical services including
performance tuning, database administration, web and application server administration, installations and
operating system configuration.
Systel had performed similar tasks as requested under the scope of this Fixed Price Bidding including but not
limited to: Business Analyst, Data Architecture, Database Administration, Internet / Web Engineering, Network
Administration and Engineering, Security Analyst, SAP functional and technical implementation.
Systel’s consultants on average have about 7-10 years of overall industry experience, with at least 3-5 years of
hands on experience working on various technologies with government agencies. Not only are our resources at
Systel technically qualified and much superior to resources available in the market today but also our costs are
significantly lower than the average provider of similar services.
Systel’s experience and expertise derives from our full-time Public Sector consulting practice wherein our
resources have assisted numerous Cities, Counties, State, University, K-12 and other Public Agencies in a
variety of Information Systems projects. At present we have similar business relations for pre-negotiated
contracts with the University of Oklahoma, University of Kansas, Baltimore County Public Schools, University of

SYSTEL’S WORK PLAN
Systel’s work plan, objectives are to implement and support the Information Technology Consulting and
Support Services which would be in the interest of the… and would ensure good Return of Investment. In the
recent past we have had strategic consultant work with various Educational institutions, financial / investment
banks to provide resources and direction in various projects including development and support. Systel intends
to provide similar quality resources which would enable them to implement, manage, and support on-going
changes and to achieve successful completion of the project in accordance with the scope of work.
SYSTEL’S PROGRAM PLAN AND MANAGEMENT APPROACH
Systel approach for the current needs of the Agency shall involve working with the Agency remotely from its
offices in Atlanta, Georgia and out of its support center in Hyderabad, India. To ensure consistency in quality
and continuous partnership with our Clients, such as the Agency, Systel shall assign an Account Manager to
work exclusively with the account as a front-end interface to requirements and requirement fulfillment. The
Systel Account Manager shall establish a schedule of regular check-ins, either on-site or by telephone or email, in
accordance with specifications by the Agency and shall be overall responsible for the engagement with the
Agency, ensuring promptness in each requisition response or task order issued. It shall be the role of the
Account Manager to act as a Single Point of Contact for the client and shall serve as a one-to-one liaison with
the Agency. Systel’s Account Manager shall be responsible for participating in weekly status meetings with the
Agency to discuss and develop strategies for meeting existing and emerging requirements, and to review the
work performed by exiting Contractors. Additionally, the VP of Sales and the AVP - Sales with the AM, shall
meet with the Agency on a monthly basis to review account activities.

Systel’s RM Team is one of the best-trained professional recruiting teams in the business and each day, more
than 35-40 Systel Recruiters and Consulting Managers commit them to meeting client needs for IT skills, so
while the market for IT talent may be challenging, Systel has the resources, the technology and the people to
ensure success. Our Recruiting Practice involves deploying recruiting resources in one single location in India
and headed by the leadership team in Atlanta, GA, to actively search out the skilled talent from the local pool
to meet individual requirements. All of Systel’s Recruiters have been trained in professional recruiting
techniques and sales skills in order to uncover and attract the most qualified Candidates.
Our commitment to flexibility, thoroughness and professionalism ensure that the needs of the Agency will be
met through the life of the contract. Systel’s RM Team comprises of 5 independent technologies specific
smaller teams including a Web Development Team, BI/DW Team, ERP & Integration Technologies Team,
Infrastructure, Database Development & QA Team, and Engineering Services and Legacy Applications Team.
Each of these teams is lead by a Resource Manager and is supported by 5-7 Recruiters. Requirements, for
instance such as SAP R/3 is assigned to the ERP/Integration Technologies Team and the Resource Manager
assigns a Recruiter(s) to find potential Candidates for the requirement. So, all our Recruiters possess
knowledge in the specific field they recruit in and thus have extremely distinguished experience & expertise in
finding the right resources.
COMMUNICATION WITH THE AGENCY
Systel shall maintain effective communications with the customer through e-mail and telephone and in order to
provide efficient and effective service to the former, we shall appoint an Account Manager to work as a Single
Point of Contact for the Agency. We shall align individual Resource Manager(s), just as we have done in other
similar engagements, to each Account Manager who in turn shall work with a team of Technical Recruiters in
fulfilling every single technical and functional resource requisition that shall be released by the customer. Our
dedicated Account Managers, Resource Team and Executive Management shall be on the call to attend
meetings scheduled with IT and customer business areas to assist the Agency in smoothly transitioning work
between agencies. Systel’s offshore support center in Hyderabad, India which employs around 60-70
employees, comprising mostly of support staff from a Recruiting and Resource Management perspective, shall
act as a Support Center, and thus are adept at handling any volume of work assigned.

QUALITY OF RESOURCES & CANDIDATE TURNAROUND TIME
We at Systel strive for a 100 % match of skills and experience and do not submit a resource unless it meets
the criteria. Once we have a detailed understanding communicated across the team, we then focus on finding
just “One (1) or Two (2)” good fits for the position. We do this by a tiered recruiting approach wherein, we
qualify Candidates not only by preliminary interviews, but also by extensive technical interviews before we
submit them to the customer. However, any prospective Candidate, who doesn’t meet the 100 % skill match,
is eliminated from consideration and is not submitted to the customer. Systel has perfected finding the right
person for the job and we have the technologies, databases, networking intelligence and experienced
recruiting personnel to find the right person for specific IT needs requested in this RFQ. With our tremendous
resources, we are confident we can present several well-qualified Candidates resumes with in “1-2 Working
Days” of request by the Agency. Not only can Systel turnaround qualified Candidates resume within 1-2
working days, we can also have them start on assignments in as little a 24-48 hours. So, with us, we can have
Contractors start at Client sites with minimum notice and in doing so, we ensure that the quality of resources
submitted doesn’t get compromised in the process.
MAINTAINING QUALITY IN OUR ENGAGEMENT
In each engagement with any customer, Systel follows certain quality check procedures to ensure that it is
delivering quality and overall value and overall client satisfaction standards are being met during the
engagement. Systel’s “Account Management Practice” assigns an Account Manager as a “Single Point of
Contact” on each engagement to ensure that effective communication and satisfactory performance standards
are being met from the start. The Account Manager also convenes regular project status meetings involving
the customer’s project personnel and Company’s staff for the duration of the engagement track actual
progress against the project schedule. The Account Manager works closely with our client contacts to monitor
the progress of our work and our Consultants’ performance.
They also work directly with our Consultants to proactively identify and resolve any potential areas of concern
within the project. In our ongoing efforts to identify best practices, we conduct reviews of our own
performances on engagements. Periodic performance evaluations are conducted in conjunction with the
completion of projects, or the completion of phases in larger projects, in order to build professional skills and
to better meet our client’s needs. In order to achieve the most accurate appraisal, Clients receive a consultant
evaluation form to complete and return to our HR Manager. Likewise, our Consultants are asked to provide us
with a status report of their own accomplishments, as well an assessment of their strengths and weaknesses
related to their job performance.
CANDIDATE VERIFICATION
Systel’s Resource Management Team is a group of highly qualified Account Managers, Resource Managers,
Technical Recruiters, and Subject Matter Experts, who have spent the entire span of their professional careers
in the Information Technology industry. We at Systel give a great deal of importance to detail and do not stop
asking questions, unless we understand what is that the Customer is looking for. Once we have a detailed
understanding communicated across the team, we then focus on finding just One or Two good fits for the

positions. We do this by a tiered recruiting approach wherein, we qualify Candidates not only by preliminary

our Candidates go through an initial screen and a technical round of interview with a Project Manager or a
Technical Team Lead in the specific technology domain as requested in the requirement requisition. Systel’s
Resource Management Team also conducts a variety of tests to evaluate the technical skills and qualifications
of our resources to verify the accuracy of resume information, including: Online Skills Inventory and Analysis
and Computer Based Scenario Analysis. These tests examine the Candidate’s proficiency in the technical
domain and help us evaluate the accuracy of experience and expertise demonstrated in his resume.
CANDIDATE SCREENING AND VERIFICATION
Systel follows a comprehensive procedure of testing each Candidate’s technical and educational qualifications
and in doing so we start with examining the Candidate’s aptitude for consulting opportunities and verify
information on his/her resume and preliminary judgments are made about the Candidate’s experience and
education as well as personal interests. After the initial interview a recommendation is made to management
regarding the Candidate’s viability, before he is put to a technical examination. Subsequently, a Project
Manager or a Senior Consultant from the same technical domain performs a technical interview to assess the
Candidate’s skill levels as well as verify information on the Candidate’s resume. Systel also uses a variety of
tools to evaluate the technical skills of our employment Candidates: Technical Preliminary Interview - Provides
telephone or face to face technical evaluation interviews with our Candidates and submits interview summaries
to our technical Recruiting Managers; Customized Tests - If a skill set is specific enough to warrant a
customized test, Systel may utilize written tests that incorporate client input; Automated/On-Line Testing
Services - Systel uses Online Skill Inventory And Analysis Tests, and Computer Based Testing to evaluate
potential Candidates skills and experience levels.

Systel verifies all levels of education included on an application. A minimum of a Bachelors degree is required
of all eligible Candidates. Systel also requires the verification of personal and professional references on all
new employees. Systel verifies the three previous employers or past five year’s employment. As an eligibility
criterion for all employees, our Candidates must successfully pass a pre-assignment forensic drug test
(Urinalysis) within the 30 days prior to the beginning of an assignment. In the event of test failure, the
individual is not offered employment. A check for felony and misdemeanor criminal convictions shall be
conducted in all Counties of State(s) where the employee has resided, has been employed, or attended school
for the past five years. We also take additional steps to assure that we match our Candidates to your needs.

places a strong emphasis on our recruiting and screening process and thus we have crafted a “Multi-Tier”
placement and recruiting system so that our Clients get the right people with the skill sets they desire.
Screen Interview & Technical Interview With The Consultant - Systel starts with examining the Candidate’s

interpersonal and presentation skills as well as the positive attitude that is characteristic of all of our
Consultants. Furthermore, information about the assignment is conveyed to the Consultant to ensure that the
Consultant is sufficiently aware of his/her role.
Personal/Professional, Educational Reference Checks, & Employment Verification - Systel painstakingly verifies
and screens its Candidates, delivering razor sharp focus to meet individual needs. Systel verifies all levels of
education included on an application. A minimum of a Bachelors degree is required of all eligible Candidates.
Systel also requires the verification of personal and professional references on all new Employees. Systel
verifies the three previous employers or past five year’s employment. In doing employment verification, we
use the professional expertise of a professional firm, CLUSO to assist us in all potential Employees background
checks.
Drug Test & Criminal Record Check - Employment Candidates must successfully pass a pre-assignment
forensic drug test (Urinalysis) within the 30 days prior to the beginning of the assignment. The drug test is
conducted by a forensic laboratory certified by the National Institute of Drug Abuse (NIDA) of the US
Department of Health and Human Services. In the event of test failure, the individual shall not be offered
employment. A check for felony and misdemeanor criminal convictions shall be conducted in all Counties of
State(s) where the Employee has resided, has been employed, or attended school for the past five years.
Assignment Orientation & Right To Work Confirmation - Before being assigned to a particular Client, Systel
ensures that there is an appropriate fit between the Client and the employment Candidate. Therefore, if a

Candidate is being considered for a particular assignment, Systel provides overview of the assignment that
address considerations such as dress code, vacation, work hours, on-call requirements, etc. If any aspect of
the assignment is not palatable to the employment Candidate, that individual is not submitted for Client
consideration. At the time of employment application, Systel verifies Citizenship or Permanent Residency, or
Workers Visa status, and maintains verification of employability as required by the U.S. Department of Justice

HANDLING STAFFING CHANGES
Systel guarantees the quality of its consultants on all its projects. If the client is unhappy or unsatisfied, for
any reason, with the existing team member and requests for replacement, the replacements are usually done
in two to three (2-3) business days with skills/expertise equal to or exceeding to the one provided earlier,
subject to the availability of the required skill set on the bench. Also, if any of these candidates represented
above become unavailable dues to the time gap between now until project award, Systel will replace these
resources with equal or better quality resource than the one provided earlier within the time allocated.
