2. E-PAYMENT
• Nairobi City County and Ms. Webtribe Ltd entered into a contract
for the supply of a Revenue Collection and Payments solution. The
payment platform Jambopay. Nairobi has a propriety version of the
system called e-JiJi Pay which enables payment to be made to the
county using the following channels:
– Mobile Phone. This can be done using a Mobile application or
*217# (USSD). The mobile applications are for Android and
Windows phones. The application for the IOS phones is still
being tested by Apple and can be availed to the public
anytime.
- Web Portal. This can be accessed through Nairobi City County
Website: https://epayments.nairobi.go.ke or www.nairobi.go.ke
– Agency: This is a network of physical pay points spread across
the city.
3. Implementation
• E-Payment Implementation began immediately after contract
signing. The County has completed 8 modules of E-payment
to date. These are:
• Single Business Permit.
• House Rents and Market stalls
• Rates
• Seasonal tickets
• Liquor Licenses
• Miscellaneous
• Daily Parking
• E-Construction Permit

Other modules in various stages of implementation are:
• Public health certificates
• Admanager
• Market Cess
• Off street Parking
• Fire certificates
5. BENEFITS OF E-JIJI PAY ON REVENUE COLLECTION
• Increase Revenue collection.
• Reduce cost of collecting revenue.
• Increase transparency in collection by removing collusion and
diversion of funds
• Eliminate issues of fake licenses and receipts.
• Improve management of Revenue Data.
• Improve service quality to consumers.
• Reduce Cash handling.
• Provide economic viable avenues through which ‘Nairobians’
can conveniently pay their county bills.
• Introduce technology that allows real time information
sharing.
• It was envisaged that revenue would go up as the system
would seal many of the loop holes previously identified and
make payment of services more convenient to the citizen.
6. WHETHER E-JIJI PAY HAS ERADICATED LOSS OF
REVENUE AT SOURCE.
• One of the issues E-payment was to help do was to ensure that revenue
paid at the cash office is credited to the correct account and that it ends up
in the county Revenue Account. Security measures Webtribe put in place
for JamboPay was therefore very crucial for the achievement of this
objective. Webtribe’s profile was of a company which had specialized on
electronic payment and was providing electronic payment services to over
1,500 clients, notable ones being; ECitizen, Uchumi Supermarkets,
Standard Group, ICEA Insurance, Retirement Benefits Authority, Nairobi
Water Company , NHIF amongst others. Webtribe has taken the following
measures to ensure the security of Jambopay:
1. Payments Card Industry Data Security Standards (PCI-DSS,pa)
Certification.
This is a global security standard set by global payment stakeholders. To
qualify for this certification, one needs to have put in place certain set
hardware, software and organizational processes and must be audited by an
Authorized independent Audit Body.

Jambopay has been audited by MacAfee and has global certification to
transact payments. That is why any Kenyan can now pay for Rates from
anywhere in the world using Visa or Master Card
Encryption. Jambopay uses the following certified encryption technology/
certificates:
VeriSign. This is an American based Company that provides the strongest
encryption vailable. Jambopay uses an extended validation SSL (Secure socket
layer) certificate (minimum 128bits). VeriSign has given a warranty of 1.75M
USD if hacking succeeds on Jambopay. VeriSign also scans Jambopay every

hours and reports any vulnerability detected.

Trustee. WebTribe uses an independent Trustee appointed with Central Bank
val
which does the following:
a. They open and maintain current accounts with various Commercial Banks which
constitute the Trust accounts for the purpose of custody and management of
digital money paid in exchange of real money.
b. They are responsible for the overall management and security of the funds
transacted through Jambopay.
c. All real Money deposited into the commercial banks for the purpose of creating
digital money is paid to the trustee by crediting the Trust accounts who in turn
creates an equal amount of digital money.
d. The Trustee pays out Real money from Trust Account to the relevant
subscribers.
e. The trustee holds and maintains the trust fund in trustee for the subscribers in
accordance with the terms of the deed.
