3. Introduction
• Urban governance refers to how government (local, regional and
national) and stakeholders decide how to plan, finance and
manage urban areas. It involves a continuous process of negotiation
and contestation over the allocation of social and material resources
and political power.
• According to Slack and Côté (2014:7), urban governance:
• plays a critical role in shaping the physical and social character of
urban regions;
• influences the quantity and quality of local services and efficiency
of delivery;
• determines the sharing of costs and distribution of resources among
different groups; and
• affects residents’ ability to access local government and engage in
decision-making, influencing local government accountability and
responsiveness to citizen demands.

4. History of Urban Governing Body of Surat City
1850 The Government enacted an Act for the development of the city, according to which,
the Govt. was empowered to open a Department related to Municipality, on the
request of the eminent citizens to effectuate the said Act. The Govt. appointed a
committee called 'The Municipal Committee', which consisted of its officers and the
eminent citizens to run the said Department. And a provision was made in the Act to
administer the city Municipality.
1857 Beginning of Telegraph Communication in committee.
1867 Municipality's Office was shifted to its existing building.
1898 Water supply began through Municipal Water Works (1 -1 -1898).
1898-99 Water taps were connected in the city.
1901 New Act of Municipality came into force.
1909 (1) The strength of elected members was raised by 2/3 of total strength.
(2) The Chief Officer was appointed as the administrator of the Municipality.
1920 Free & compulsory education was introduced in the City from 1st April 1920.
1944 The Municipality resolved that as long as the British Govt. is not prepared to make India
free and continue its policy of repression the Municipal function be stopped (13-4-1944).
1946 The Municipality was re-established on 8th Feb. 1946.

6. History of S.M.C.
• It has come into being under the Bombay Provincial Municipal
Act, 1949.
• ‘The Surat Municipal Corporation’ was re-established on 2
October 1966. It carries out all the obligatory functions and
discretionary functions entrusted by the BPMC Act, 1949 with
the following mission:
• To make Surat a dynamic, vibrant, beautiful, self-reliant and
sustainable city with all basic amenities, to provide a better
quality of life
• Surat Municipal Corporation perceives its role as the principal
facilitator and provider of services as to provide a better quality
of life.

7. StatutoryAuthority
• Under the provision of the BPMC Act 1949 section-4, the powers have
been vested in three distinct statutory authorities.

10. Functions of wards
• Cleaning
• Sprinkling of Pesticides
• Collection, transportation and final disposal of solid waste.
• License renewal of non-edible things (matches, Kerosene, coal,
fireworks etc.) and edible things.
• To clean choked gully-trap.
• Chlorination of the well in use and chlorine test of water samples.
• Legal actions against citizens who are creating nuisance.
• Inspection of hotels, hawkers and small shopkeeper with hygienic
point of view.
• Inspection of Cinema halls, theatres and other public entertainment
places form hygiene point of view.
• To avail basic details of the epidemic immediately inform higher
authority regarding disease controlling measures.

16. Concluding Remark
• Surat Municipal Corporation is a one of good example of Urban Governance
in Gujarat.
• It is recognised and awarded by central government of India
• Some facilities should be improved by S.M.C. such as path diversion while
construction Bridges, BRTS rules and Regulations that other vehicles can’t
enter in BRTS lanes and in result accidental issues due to BRTS lane would
be reduce.
• S.M.C. is on the way to being E-Governance, But it’s in a minor partition. As
early as possible, it would be converted in to major partition for
conveniences of citizens
