People tend to think Open source is foreign product!
Government should consider proper portion between foreign products and domestic
products because they have the right to promote domestic products.
Some domestic software companies in South Korea regard Open source as their enemy!!!

Partly true, but
If it’s true, all software developed using development tools such as Eclipse or Visual studio
are all foreign products.
Domestic software programmers could contribute Open source projects.

People tend to think Open source has low quality than proprietary software.
They don’t even think Android and Linux have better quality than other commercial OS.
It was true to some extent in old days,
These days, more talented people contribute their ability to improve Open source
software, so the quality of Open source software is getting better and better which is
almost similar to or much better than proprietary software.

Open source in South Korea
People tend to think security of Open source software is vulnerable to attack.
Some people think they could attack if they know source code of a system.
Even though source code is open, the security level is not low.
Open source even has security code inside and all packets used in open source are
ciphered.
Also, security hardware such as firewall is quite important regardless of source code.

People tend to think Open source has poor service.
In terms of clients, service like maintenance or upgrade is very important when choosing
software for their service.
Commercial Open source software companies should be required.
If no one doesn’t’ pay for the service, this might be true.
However, there are commercial Open source software companies who provide paid
maintenance service.
RedHat is using Open source, but has better service than competitors.

Open source in South Korea
Sometimes, clients who’re using Open source want to hide the fact that they’ using Open
source.
Companies who’re using Open source tend to hide the fact when they do their business
because using Open source seems like that they don’t have enough technologies.
Open source should be open, but it sometimes become secrecy in South Korea.
This is our job to overcome these kinds of prejudice.
10. Open source policies in South Korea
In South Korea, Open Source Software Competence Plaza(of National IT Industry
Promotion Agency under Ministry of Science, ICT and Future Planning) takes charge of
Open source policies for promotion, marketing, incubating, and funding.
From 2004, test projects to use Open source software were conducted and Linux
started being used by Government and public organizations.
From 2008, there started some policies to make better Open source software eco
system throughout enhancement of software production, enlargement of market
base, creation of Open source demand, and international cooperation.
Korea Open Source Software Association established in 1999 is an organization for
software companies using Open source and invigorating Open source market in South
Korea.
Supporting international marketing(Global exhibition, Marketing consultant, etc.)
Trying to raise low awareness of Open source projects, license policy, and so on
Providing consulting service about how to use Open source software
Supporting Open source communities

MOLIT(Ministry of Land, Infrastructure, and Transport) in in charge of most GIS such as

It seems Government has changed their mind from hostile to favorable toward Open
source GIS.
