 People tend to think Open source is free!!! 
 “Why do I have to pay for Open source?”

 People tend to think Open source is foreign product! 
 Government should consider proper portion between foreign products and domestic 
products because they have the right to promote domestic products. 
 Some domestic software companies in South Korea regard Open source as their enemy!!!

Partly true, but 
 If it’s true, all software developed using development tools such as Eclipse or Visual studio 
are all foreign products. 
 Domestic software programmers could contribute Open source projects.

 People tend to think Open source has low quality than proprietary software. 
 They don’t even think Android and Linux have better quality than other commercial OS. 
It was true to some extent in old days, 
 These days, more talented people contribute their ability to improve Open source 
software, so the quality of Open source software is getting better and better which is 
almost similar to or much better than proprietary software.

 People tend to think security of Open source software is vulnerable to attack. 
 Some people think they could attack if they know source code of a system. 
Even though source code is open, the security level is not low. 
 Open source even has security code inside and all packets used in open source are 
ciphered. 
 Also, security hardware such as firewall is quite important regardless of source code.

 People tend to think Open source has poor service. 
 In terms of clients, service like maintenance or upgrade is very important when choosing 
software for their service. 
 Commercial Open source software companies should be required. 
If no one doesn’t’ pay for the service, this might be true. 
 However, there are commercial Open source software companies who provide paid 
maintenance service. 
 RedHat is using Open source, but has better service than competitors.

Open source in South Korea 
 Sometimes, clients who’re using Open source want to hide the fact that they’ using Open 
source. 
 Companies who’re using Open source tend to hide the fact when they do their business 
because using Open source seems like that they don’t have enough technologies. 
 Open source should be open, but it sometimes become secrecy in South Korea. 
This is our job to overcome these kinds of prejudice.

Open source policies in South Korea 
 In South Korea, Open Source Software Competence Plaza(of National IT Industry 
Promotion Agency under Ministry of Science, ICT and Future Planning) takes charge of 
Open source policies for promotion, marketing, incubating, and funding. 
 From 2004, test projects to use Open source software were conducted and Linux 
started being used by Government and public organizations. 
 From 2008, there started some policies to make better Open source software eco 
system throughout enhancement of software production, enlargement of market 
base, creation of Open source demand, and international cooperation. 
 Korea Open Source Software Association established in 1999 is an organization for 
software companies using Open source and invigorating Open source market in South 
Korea. 
 Supporting international marketing(Global exhibition, Marketing consultant, etc.) 
 Trying to raise low awareness of Open source projects, license policy, and so on 
 Providing consulting service about how to use Open source software 
 Supporting Open source communities 
 Communities(OSGeo Korea Chapter, KAOS-G, etc)

 MOLIT(Ministry of Land, Infrastructure, and Transport) in in charge of most GIS such as

 added “Open source GIS” into one of their action plans of 5th National Spatial 
Information Policy. 
 It seems Government has changed their mind from hostile to favorable toward Open 
source GIS.

  • 2. 2 Open source in South Korea  People tend to think Open source is free!!!  “Why do I have to pay for Open source?” Many ways to make profit by Open source!  Selling service instead of selling software  Making money from providing maintenance  …
  • 3. 3 Open source in South Korea  People tend to think Open source is foreign product!  Government should consider proper portion between foreign products and domestic products because they have the right to promote domestic products.  Some domestic software companies in South Korea regard Open source as their enemy!!! made in Korea Partly true, but  If it’s true, all software developed using development tools such as Eclipse or Visual studio are all foreign products.  Domestic software programmers could contribute Open source projects.
  • 4. 4 Open source in South Korea  People tend to think Open source has low quality than proprietary software.  They don’t even think Android and Linux have better quality than other commercial OS. It was true to some extent in old days,  These days, more talented people contribute their ability to improve Open source software, so the quality of Open source software is getting better and better which is almost similar to or much better than proprietary software.
  • 5. 5 Open source in South Korea  People tend to think security of Open source software is vulnerable to attack.  Some people think they could attack if they know source code of a system. Even though source code is open, the security level is not low.  Open source even has security code inside and all packets used in open source are ciphered.  Also, security hardware such as firewall is quite important regardless of source code.
  • 6. 6 Open source in South Korea  People tend to think Open source has poor service.  In terms of clients, service like maintenance or upgrade is very important when choosing software for their service.  Commercial Open source software companies should be required. If no one doesn’t’ pay for the service, this might be true.  However, there are commercial Open source software companies who provide paid maintenance service.  RedHat is using Open source, but has better service than competitors.
  • 7. 7 Open source in South Korea  Sometimes, clients who’re using Open source want to hide the fact that they’ using Open source.  Companies who’re using Open source tend to hide the fact when they do their business because using Open source seems like that they don’t have enough technologies.  Open source should be open, but it sometimes become secrecy in South Korea. This is our job to overcome these kinds of prejudice.

Open source policies in South Korea  In South Korea, Open Source Software Competence Plaza(of National IT Industry Promotion Agency under Ministry of Science, ICT and Future Planning) takes charge of Open source policies for promotion, marketing, incubating, and funding.  From 2004, test projects to use Open source software were conducted and Linux started being used by Government and public organizations.  From 2008, there started some policies to make better Open source software eco system throughout enhancement of software production, enlargement of market base, creation of Open source demand, and international cooperation.  Korea Open Source Software Association established in 1999 is an organization for software companies using Open source and invigorating Open source market in South Korea.  Supporting international marketing(Global exhibition, Marketing consultant, etc.)  Trying to raise low awareness of Open source projects, license policy, and so on  Providing consulting service about how to use Open source software  Supporting Open source communities  Communities(OSGeo Korea Chapter, KAOS-G, etc) 10

Open source policies in South Korea  Detailed guideline of 2013 budget proposal by Ministry of Strategy and Finance  It was very ambiguous in 2012, but it became more specific in 2013. 2012 Guideline 2013 Guideline 11 Detailed Guideline (1) Device purchase cost and rent o Software purchase cost <new> ~~~~~ (3) System maintenance cost o Open source software maintenance cost <new> Detailed Guideline (1) Device purchase cost and rent o Software purchase cost • When purchasing commercial software, it is recommended to consider using Open source software in terms of total cost. ~~~~~ (3) System maintenance cost o Open source software maintenance cost • In order to receive necessary service for Open source software operation, consider necessary service level and items and make budgets at a flat rate throughout quotations and refer Open source software maintenance service guideline.

Open source GIS policies in South Korea  MOLIT(Ministry of Land, Infrastructure, and Transport) in in charge of most GIS such as 7 Action Plans of 5th National Spatial Information Policy 12 surveying, mapping, and so on.  added “Open source GIS” into one of their action plans of 5th National Spatial Information Policy.  It seems Government has changed their mind from hostile to favorable toward Open source GIS. 1. Constructing high quality GIS data and opening expansion of high quality GIS data 2. Invigorating GIS convergence industry 3. Enhancing platform service based on spatial big data 4. Promoting GIS convergence R&D ~~~~ Developing Open source GIS ~~~~ 5. Enhancing cooperative GIS system and usability expansion 6. Nurturing creative and talented people in GIS field 7. Establishing GIS convergence promotion system  Open source GIS planning project by KARI(Korean Aerospace Research Institute) has been conducted in order to find appropriate Open source GIS project or service suitable for Korean market and people.

Open source GIS policies in South Korea  Land Information R&D Total Plan(2013) of MOLIT(Ministry of Land, Infrastructure, and 13 Transport) Core Goals Action Plans [Policy Goal 1 – Coexisting Economy] Realizing coexisting economy through geospatial information 1. Development of Bigdata analysis and application technology based on geospatial information 2. Development of Open Source based geospatial information processing and application technology 3. Development of industry customized geospatial information providing technology 4. Research for national land usage investigation and construction plan [Policy Goal 2 – Welfare/Happiness] Happy world for everyone by geospatial information 5. Development of indoor location information providing service 6. Development of geospatial application technology for comfortable life [Policy Goal 3 – Safety] Geospatial information taking responsible for safe people’s life 7. Development of next generation all-weather ultralight UAV 8. Construction of geospatial information of cities protected from crimes and disasters 9. Development of underground geospatial information system technology [Policy Goal 4 – Reunification] Spatial information preparing the future of Korean Peninsula 10. Geospatial information construction of North Korea area for the improvement of land competitiveness 11. Preparation of coutilization of North Korea area [Policy Goal 5 – Industry Vitalization] Nurturing geospatial information industry to new growth power for the future 12. Development of exclusive geospatial satellite technology 13. Development of various geospatial image information service technology 14. Development of commercialization technology for 3D geospatial information 15. Construction of location based carbon emission monitoring system and trading system using geospatial information 16. Development of hydrologic cycle management system using geospatial information
