Emerging Technologies
4. ISTO alliance management helps emerging technology
collectives (consortia, SIGs, and trade groups) form and
grow:
▪ Can quickly get groups up and running
▪ Helps to eliminate risks and associated liabilities
▪ Efficient and cost effective by leveraging a pool of resources
▪ Proven experience in managing the day-to-day operations
▪ Allows groups participants to focus their time, money and energy on
the technical, standardization and strategic efforts
ISTO Support for Emerging Technologies
5. The IEEE Industry and Standards Technology Organization
(ISTO) is:
▪ A vision of the IEEE Standards Association, ISTO is a completely separate
legal entity from IEEE, but enjoys a synergistic affiliation.
▪ A 501(c)(6) not-for-profit membership organization under the United States
Internal Revenue Service Tax Code.
Introduction to ISTO
6. ISTO mentors communities developing, certifying,
and promoting their technology standards, best
practices, guidelines, open source, and
implementation activities.
Mission
7. ISTO, founded by IEEE, is a not-for-profit organization committed
to facilitating its members’ missions based on the following Core
Principles:
- Members of ISTO are independent consortia, alliances,
projects, and interest groups that are empowered to approve their own
activities, technology, procedures, and brand identity;
- We value openness and transparency. Quality collaboration requires
broad, equitable participation;
- We value our staff and members. Diversity and respect for different
points of view create stronger, more sustainable communities; and
- Delivering best in class support requires engaged staff that are
professional, accountable, and trustworthy strategic partners.
Core Principals
8. Early 1990s gave birth to many industry consortia desiring
to develop industry standards/specifications faster than
traditional SDO could provide.
▪ Consensus builds integrity at the price of time and
market/product development creating windows of opportunity
▪ Consortia were faster to produce standards and authoritative
work products
▪ Consortia focused equal if not more efforts on promoting the
market acceptance of standards and/or specifications than
SDOs
When it all Began… in the Early 1990s IEEE conceived ISTO
as an alternate route
to standardization and
to facilitate market
adoption. The IEEE
Board of Directors
approved the
formation of ISTO on
15 November 1998.
9. A Federation of Member Alliances
▪ 501(c)(6) not-for-profit organization for industry programs
incepted in 1999
▪ Seasoned staff supporting 55+ consortia/alliance program
members
▪ Fast track to industry collaboration: standards, specifications,
certifications, market adoptions
✔ separate independent entity from IEEE
✔ creates governing documents and operating infrastructures
✔ alliances operate autonomously while sharing in the Not for Profit
legal status of ISTO

10. IEEE Routes to Industry Standards
IEEE SA IEEE-ISTO
Pace of Standardization Well defined formal SDO procedures specified in
IEEE SA procedures, time to develop standards
typically takes 1-2 years, industry consensus-
based process
Standards procedures defined by each
Alliance and typically can be developed more
rapidly than formal SDOs
Ownership of Standards
Intellectual Property
Owned by IEEE SA Owned by each member Alliance
Distribution of standards Typically sold through IEEE SA Distribution based on member Alliance
decisions (often for free)
Overall processes and
procedures
Defined by SA process and procedures Defined by governance documents of each
Alliance
Revenue Revenue from Standards sales flows to IEEE SA Standards typically distributed by Alliance
Members (separate from ISTO)
ISTO and IEEE SA are complementary and serve different market needs.
11. ▪ Alliance/Consortium independence and Operating Autonomy

Benefits of ISTO Membership
12. ISTO’s legal framework is a key differentiator from other
alliance management organizations because:
▪ Any collective group that is an IEEE-ISTO member can
immediately operate as a 501(c)(6) entity under the IEEE-
ISTO legal umbrella, thereby:
✔ Saving groups 1-3 years in gaining their not-for-profit status
✔ Eliminating legal fees and uncertainty needed to establish IRS
501(c)(6) status
✔ Providing tax exempt status immediately upon contract signing
▪ Autonomous operations and control of your intellectual
property
ISTO Differentiation #1 – Legal Structure
13. • While two distinct legal organizations, the ISTO shares a strong
affiliation with IEEE, a world leading membership organization
and publisher of a third of the world’s information on electro-
technology
• ISTO Programs can avail themselves of opportunities with IEEE
for speaking engagements at conferences, authorship in various
publications and participation in standards and other work group
projects.
