Return is soon approaching,
which is April 30, 2024.
The Directorate General ofTaxes
(DGT) encourages taxpayers to
submit the Annual CorporateTax
Return immediately.
Batas waktu penyampaian SPT
Tahunan Badan 2023 akan segera
tiba, yaitu pada 30 April 2024.
Direktorat Jenderal Pajak (DJP)
mendorong Wajib Pajak untuk
menyampaikan SPTTahunan
Badan secepatnya.

Ayo Lapor SPT Tahunan Badan 2023!
The DGT advises taxpayers not
to wait until the end of the period
to file the tax return. This is due
to the risk of the server slowing
down as it is accessed by many
people at the same time. It is
important to remember, late
submission of the Annual
CorporateTax Return will be
subject to administrative
sanctions in the form of fines.
The amount of the fine imposed
is IDR 1 million.
According to DGT data, as of
March 31, 2024, the DGT has
received 12.7 million 2023
AnnualTax Returns consisting of
12.35 million Individual Annual
Tax Returns and 348,000
Corporate AnnualTax Returns.
The amount increased by 4,92%
compared to last year. This
statistics indicate that 65,88% of
taxpayers who are required to file
AnnualTax Return, have
submitted their AnnualTax
Return.
DJP menyarankan wajib pajak
untuk tidak menunggu hingga
akhir periode untuk melaporkan
SPT. Hal ini dikarenakan adanya
risiko server melambat karena
diakses oleh banyak orang dalam
waktu yang bersamaan. Penting
untuk diingat, keterlambatan
penyampaian SPTTahunan Badan
akan dikenakan sanksi administrasi
berupa denda. Besaran denda yang
dikenakan adalah Rp1 juta.
Menurut data DJP
, hingga 31
Maret 2024, DJP telah menerima
12,7 juta SPTTahunan 2023 yang
terdiri dari 12,35 juta SPTTahunan
Orang Pribadi dan 348.000 SPT
Tahunan Badan. Jumlah tersebut
meningkat 4,92% dibandingkan
tahun lalu. Statistik ini
menunjukkan bahwa 65,88% dari
Wajib Pajak yang wajib
menyampaikan SPTTahunan telah
menyampaikan SPTTahunan.

Middle-income trap is a state
when a country manages to reach
the middle-income level but
cannot break out of that level to
become a developed country.
Factors that cause a country to fall
into the middle-income trap
include:
• Economic transformation,
which is a costly process;
• Increased wage and
production costs;
• Stagnant economic growth;
• Lack of efforts to create
innovation-focused policies;
• Institutions do not always
evolve at the same pace as an
increasingly complex
economy; and
• Many workers are employed
in the informal sector away
from government control.
Middle-income trap merupakan
suatu keadaan ketika suatu negara
berhasil mencapai tingkat
pendapatan menengah tetapi tidak
dapat keluar dari tingkatan tersebut
untuk menjadi negara maju.
Hal-hal yang menyebabkan suatu
negara terjebak middle-income trap
antara lain:
• Transformasi ekonomi yang
pada prosesnya membutuhkan
banyak biaya;
• Biaya upah dan produksi yang
semakin meningkat;
• Pertumbuhan ekonomi yang
stagnan;
• Kurangnya upaya untuk
menciptakan kebijakan yang
berfokus kepada inovasi;
• Lembaga-lembaga tidak selalu
berkembang dengan kecepatan
yang sama dengan ekonomi
yang semakin kompleks; dan
• Banyak pekerja yang bekerja
pada sektor informal yang jauh
dari kontrol pemerintah.

Indonesia is one of the many
countries in the world that is
trapped in the middle-income
trap. Referring to data from the
Central Statistics Agency (BPS),
Indonesia's economic growth
from 2018-2023 has stagnated at
around 5%, in 2020 and 2021 it
is lower than this figure due to
the Covid-19 pandemic.
The reason why it is difficult for
Indonesia to escape the status of a
middle-upper income country is
due to the stagnation of
economic growth caused by the
government's lack of capability in
formulating policies that lead to
the improvement of the quality of
human resources and jobs.
Indonesia merupakan salah satu dari
banyak negara di dunia yang
terjebak middle-income trap.
Mengacu pada data Badan Pusat
Statistik (BPS), pertumbuhan
ekonomi Indonesia dari tahun
2018-2023 mengalami stagnansi di
kisaran 5%, pada 2020 dan 2021
lebih rendah dari angka tersebut
dikarenakan pandemi Covid-19.
Penyebab Indonesia sulit untuk lepas
dari status middle-upper income
country adalah karena stagnansi
pertumbuhan ekonomi yang
disebabkan oleh kurangnya
kapabilitas pemerintah dalam
merumuskan kebijakan yang
mengarah pada peningkatan kualitas
sumber daya manusia dan pekerjaan.

For Indonesia to escape the title
of middle- upper income
country, its economic growth
must be at 6%-7%. Therefore,
Indonesia must focus on aspects
that can have a multiplier effect
on economic growth.
Strategies that can be
implemented to boost Indonesia's
economic growth are:
• Poverty alleviation and
creating a solid middle class;
• Provision of adequate
"massive decent work"
through the implementation
of sound industrial policies;
• Increased utilization of
technology in various sectors;
• Implementation of
downstream and localization
policies; and
• Simplification of regulations
related to complicated
bureaucracy.
Untuk Indonesia bisa lepas dari
gelar middle- upper income
country, pertumbuhan ekonomi
Indonesia harus berada di angka
6%-7%. Oleh sebab itu, Indonesia
harus berfokus pada hal-hal yang
dapat memberikan efek berganda
pada pertumbuhan ekonomi.
Strategi-strategi yang dapat
diterapkan untuk mendongkrak
pertumbuhan ekonomi Indonesia,
yaitu:
• Penanggulangan kemiskinan
dan menciptakan kelas
menengah yang solid;
• Penyediaan "pekerjaan layak
yang masif" yang memadai
melalui pelaksanaan kebijakan
industri yang baik;
• Peningkatan pemanfaatan
teknologi di berbagai sektor;
• Penerapan kebijakan hilirisasi
dan lokalisasi; dan
• Simplifikasi peraturan terkait
birokrasi yang rumit.

The strategies to be implemented
must be accompanied by the
principle of prudence. This is so
that Indonesia is ready for change
to become a developed country.
Synergy between the government
and society is also needed to
succeed the plan so that in the end
Indonesia can become a
developed country and achieve
the vision of a Golden Indonesia
2045.
Strategi-strategi yang hendak
diterapkan tentu harus diiringi
dengan prinsip kehati-hatian. Hal
tersebut dimaksudkan agar
Indonesia siap untuk perubahan
untuk menjadi negara maju.
Sinergi antara pemerintah dan
masyarakat juga diperlukan untuk
menyukseskan rencana tersebut
sehingga pada akhirnya Indonesia
dapat menjadi negara maju dan
mencapai visi Indonesia Emas
2045.
8. The regulation regarding
restrictions on the number of
items carried by passengers from
abroad refers to Regulation of the
Minister ofTrade No. 3 year
2024 concerning Amendments
to Regulation of the Minister of
Trade Number 36 of 2023
concerning Import Policies and
Regulations dated March 5,
2024, and effective from March
10, 2024.
This regulation sets limits on the
number of goods of several
commodities that can be brought
into the country without a permit
from the Ministry ofTrade
including consumptive goods or
souvenirs.
This restriction is carried out for:
• Prevention of foreign goods
being traded unofficially in
Indonesia; and
• Protection of the official
import mechanism and the
retail business ecosystem is
not disrupted.

Peraturan Menteri Perdagangan
(Permendag) Nomor 3Tahun
2024 tentang Perubahan Atas
Peraturan Menteri Perdagangan
Nomor 36Tahun 2023Tentang
Kebijakan Dan Pengaturan Impor
tertanggal 5 Maret 2024 dan
berlaku mulai 10 Maret 2024.
Peraturan ini mengatur batasan
jumlah barang beberapa komoditas
yang boleh dibawa masuk ke dalam
negeri tanpa adanya izin dari
Kementerian Perdagangan
(Kemendag) termasuk
barang-barang konsumtif atau
oleh-oleh.
Pembatasan ini dilakukan untuk:
• Upaya pencegahan barang
bawaan dari luar negeri yang
dipedagangkan secara tidak
resmi di Indonesia; dan
• Perlindungan terhadap
mekanisme impor resmi dan
ekosistem bisnis retail tidak
terganggu.

Items as described in the table, if
carried in quantities exceeding the
prescribed limits, passengers are
required to pay import fees as set
by Customs if they are intended
for resale verified a new receipt or
label.
If these items are intended as
souvenirs, which exceed the
prescribed maximum limit, they
are not subject to Customs duty.
Barang-barang seperti yang
digambarkan pada tabel, apabila
dibawa dengan jumlah yang melebihi
batas yang ditentukan, maka
penumpang diharuskan membayar
biaya impor sesuai yang ditetapkan
oleh Bea Cukai jika untuk dijual
kembali yang dibuktikan dengan
bon atau label barang baru.
Apabila barang-barang tersebut
dijadikan sebagai buah tangan, yang
melebihi batas maksimal yang
ditetapkan, tidak dikenakan
pungutan Bea Cukai.

However, there is confusion all
around about the new restrictions
on personal import of items
purchased abroad for small
business owners and travelers
alike.
One could get the impression
that passengers are deliberately
kept in the dark about what they
can and cannot bring into the
country in their luggage, and
what duties they need to pay on
such goods.
In addition, how customs
determine whether the goods are
for resale or used as souvenirs is to
be proven is anyone’s guess. This
is a gray area that could
potentially be exploited either by
resellers or corrupt customs
officials.
Namun, ada kebingungan
mengenai pembatasan baru
terhadap impor barang pribadi yang
dibeli di luar negeri bagi pemilik
usaha kecil dan pelancong.
Ada kesan bahwa penumpang
sengaja tidak diberi tahu tentang
apa yang boleh dan tidak boleh
mereka bawa ke dalam negeri
dalam bagasi mereka, dan bea
masuk apa yang harus mereka
bayarkan untuk barang-barang
tersebut.
Selain itu, bagaimana bea cukai

dispel such an impression is to:
• Provide detailed instructions
that are both clear and
comprehensive and that leave
zero room for interpretation
by border officials on the
ground, so that the average
traveler need not tremble like
a first-time smuggler when
approaching the customs
checkpoint; and
• Create rules that are easily
understood, lawmakers and
government officials must
avoid excessive complexity,
even at the risk of leaving a
loophole here or there that
may be exploited by a crafty
traveler or reseller or customs
officials.

menghilangkan kesan seperti itu
adalah dengan:
• Memberikan instruksi
terperinci yang jelas dan
komprehensif serta tidak
menyisakan ruang untuk
penafsiran oleh petugas
perbatasan di lapangan,

ships have to use alternative
routes which results in more
fuel consumption and higher
insurance costs due to
increased risk;
• Commodity prices such as oil
skyrocketing as the conflict
could lead to a global crisis as
the Middle East region is a
major producer of global oil;

the conflict in the Middle East
region also indirectly affects the
national economy.
These impacts include:
a. Trade
Indonesia has cooperative
relations with countries in the
Middle East such as Saudi
Arabia, the United Arab
Emirates and Qatar. With the
outbreak of the conflict, there
will certainly be an impact,
especially on trade routes,
which can cause a decrease in
demand for goods and services
exported by Indonesia.
b. Investment
Geopolitical instability in the
Middle East may lead to a
decrease in foreign investment
in Indonesia, as investors tend
to avoid markets that are
considered high risk.
c. Commodity prices
Indonesia, as a crude oil
importing country, is affected
by rising commodity prices.
The increase leads to higher
import costs and causes a trade
deficit.

Ketidakstabilan geopolitik diTimur
Tengah dapat menyebabkan
penurunan investasi asing di
Indonesia, karena investor
cenderung menghindari pasar yang
dianggap berisiko tinggi.
c. Harga komoditas
Indonesia sebagai negara pengimpor
minyak mentah, terdampak oleh
kenaikan harga komoditas tersebut.
Kenaikan tersebut menyebabkan
naiknya biaya impor dan
menyebabkan defisit neraca
perdagangan.

In addition, one sector that has

the financial sector. The exchange
rate of the Rupiah against the US
dollar slumped to its lowest level
since the COVID-19 pandemic

Requirements for applying for
NE status:
- Not operating a business
or freelance work and
whose income is below
PTKP.

abroad for more than 183
days in a 12-month period
and do not intend to leave
Indonesia permanently.
- An individual who is a
married woman and has a
different Tax ID from her
husband and does not
intend to fulfill tax
obligations separately.
- Taxpayers who apply for
the elimination of NPWP
but for the application has
not been issued a decision
or the taxpayer no longer
meets the requirements
both subjective and
objective but the removal
of NPWP has not been
done.

Wajib pajak non-efektif adalah
sebuah status yang diperuntukan
bagi wajib pajak yang menerima
pengecualian dari pengawasan
administrasi rutin dan kewajiban
menyampaikan surat
pemberitahuan (SPT).
Syarat mengajukan status NE:
- Tidak menjalankan usaha atau
pekerjaan bebas dan
penghasilannya di bawah
PTKP.
- Orang pribadi yang bertempat
tinggal di luar negeri lebih dari
183 hari dalam kurun waktu 12
bulan dan tidak bermaksud
meninggalkan Indonesia
selama-lamanya.
- Orang pribadi yang merupakan
wanita yang sudah menikah dan
memiliki NPWP yang berbeda
dengan suami dan tidak berniat
memenuhi kewajiban
perpajakan secara terpisah.
- Wajib pajak yang melakukan
pengajuan permohonan
penghapusan NPWP namun
atas permohonan tersebut
belum diterbitkan keputusan
atau wajib pajak tersebut sudah
tidak lagi memenuhi
persyaratan baik subjektif
maupun objektif tetapi belum
dilakukan penghapusan NPWP.
