• Withholding slip from
employer (1721 A1/A2).
• Other income outside of
work.
• Overseas withholding tax slip.
• Bank and brokerage
statements.
• List of debts.
• Changes in share ownership
statements.
• Proof of payment for a
purchase or sale of assets.
• Any other data that may be
necessary.
There are very good reasons for
keeping certain tax documents,
you may need to amend your tax
return or even to face a tax audit.
Therefore, to make the reporting
process easier, it is best to keep the
documents throughout each year.
Keep in mind that the deadline
for filing the Individual Annual
Tax Return is in March 31, file
your taxes soon!

The government is again
providing incentives for the
purchase of new houses below
IDR 2 (two) billion by
exempting 11% Value AddedTax
(VAT) with the issuance of
Ministry of Finance (MoF)
Regulation No. 7 year 2024.
This policy applies from January
2024 to June 2024 and from
July-December 2024, the
government will cover 50% of
the VAT.
The housing and construction
sectors had low GDP declines of
0.67% and 2.7% respectively.
The two sectors contribute
14%-16% to GDP
, employ 13.8
million people, contribute 9.3%
in taxes and 31.9% in Regional
Original Revenue.
Pemerintah kembali memberikan
insentif untuk pembelian rumah
baru di bawah Rp 2 (dua) miliar
dengan membebaskan Pajak
Pertambahan Nilai (PPN) sebesar
11% melalui penerbitan Peraturan
Menteri Keuangan (PMK) No. 7
tahun 2024.
Kebijakan ini berlaku mulai Januari
2024 hingga Juni 2024 dan mulai
Juli-Desember 2024, pemerintah
akan menanggung 50% PPN.
Sektor perumahan dan kontruksi
memiliki PDB yang rendah
masing-masing turun 0,67% dan
2,7%. Kedua sektor itu
memberikan kontribusi ke PDB
mencapai 14%-16%, juga jumlah
tenaga kerja pada sektor itu
mencapai 13,8 juta orang, serta
kontribusi pajak mencapai 9,3%
dan Pendapatan Asli Daerah (PAD)
senilai 31,9%.

This property incentive has the
following objectives:
• Protection of the economy
from the impact of global
conflict;
• Some industries such as
cement, bricks, glass, sand,
and ceramics get a positive
impact in the form of
increased sales;
• Stimulus to the housing
sector so that home sales
increase; and
• Reduction of the housing
shortage problem.
Insentif properti ini memiliki
tujuan sebagai berikut:
• Perlindungan ekonomi dari
dampak konflik global;
• Beberapa industri seperti
semen, batu bata, kaca, pasir,
dan keramik mendapatkan
dampak positif berupa
peningkatan penjualan;
• Stimulus pada sektor
perumahan sehingga
penjualan rumah meningkat;
dan
• Berkurangnya masalah
kekurangan perumahan.

The criteria for houses that get
VAT-free incentives include:
• The maximum house price is
IDR 2 billion;
• The house is in new condition
and ready for occupancy;
• The house has received a
House Identity Code;
• The house is first handed over
by the seller and has never
been transferred;
• VAT payable borne by the
Government on the delivery
that occurs when the signing
of the Sale and Purchase Deed
made by the land deed maker
official, or the signing of a Sale
and Purchase Binding
Agreement in full
before a notary; and
• There has been a real transfer
of rights to
use or control
ready-to-occupy houses as
evidenced by the minutes of
handover from January 1,
2024, to December 31, 2024.
Kriteria rumah yang mendapatkan
insentif bebas PPN tersebut, antara
lain:
• Harga rumah paling banyak
sebesar Rp 2 miliar;
• Rumah dalam kondisi baru dan
siap huni;
• Rumah telah mendapatkan
Kode Identitas Rumah (KIR);
• Rumah pertama kali diserahkan
oleh penjual dan belum pernah
dipindahtangankan;
• PPN terutang yang ditanggung
Pemerintah atas penyerahan
yang terjadi saat
ditandatanganinya akta jual beli
(AJB) yang dibuat oleh pejabat
pembuat akta tanah, atau
ditandatanganinya perjanjian
pengikatan jual beli (PPJB)
lunas di hadapan notaris; dan
• Telah dilakukan penyerahan
hak secara nyata untuk
menggunakan atau menguasai
rumah tapak siap huni yang
dibuktikan dengan berita acara
serah terima sejak tanggal 1
Januari 2024 sampai dengan
tanggal 31 Desember 2024.

The criteria for receiving
VAT-exempt housing incentives
are as follows:
• Indonesian Citizens who
have a taxpayer identification
number or population
identity number; and
• Foreign Citizens who have a
taxpayer identification
number as long as they fulfill
the provisions of laws and
regulations governing the
ownership of landed houses
or apartment units for
foreigners.
Kriteria penerima insentif rumah
bebas PPN adalah sebagai berikut:
• Warga Negara Indonesia
(WNI) yang memiliki nomor
pokok wajib pajak atau nomor
identitas kependudukan; dan
• Warga Negara Asing (WNA)
yang memiliki nomor pokok
wajib pajak sepanjang
memenuhi ketentuan
peraturan
perundang-undangan yang
mengatur mengenai
kepemilikan rumah tapak atau
satuan rumah susun bagi warga
negara asing.
8. Tarif PPN Naik Menjadi 12% pada 2025

After increasing to 11% in 2022,
Value AddedTax (VAT) will
officially increase back to 12% in
2025. This increase is contained
in the mandate of Law Number
7 of 2021 concerning
Harmonization ofTax
Regulations.
The purpose of the VAT rate
increase is to put Indonesia on
par with other countries. This is
because Indonesia's VAT rate is
still below the average rate of
other countries. In addition, it is
also to increase state revenue.
The Directorate General ofTaxes
(DGT) will adjust the VAT rate
to 12% by January 1, 2025
Setelah naik ke 11% di tahun 2022,
Pajak Pertambahan Nilai (PPN)
akan resmi naik kembali ke ke angka
12% di tahun 2025 mendatang.
Kenaikan ini tertuang dalam
amanat Undang-Undang (UU)
Nomor 7 tahun 2021 tentang
Harmonisasi Peraturan Perpajakan
(UU HPP).
Tujuan dari kenaikan tarif PPN
tersebut adalah untuk
menempatkan Indonesia sejajar
dengan negara-negara lain. Hal ini
dikarenakan tarif PPN Indonesia
masih berada di bawah rata- rata
tarif negera lain. Selain itu, juga
untuk menambah pendapatan
negara.
Direktorat Jenderal Pajak (DJP)
akan melakukan penyesuaian tarif
PPN menjadi 12% paling lambat 1
Januari 2025.

Currently, Indonesia has the
second highest VAT rate in
ASEAN at 11%, behind the
Philippines which has a VAT rate
of 12%.
Indonesia's VAT rate is higher
than other ASEAN countries,
such as Singapore, which is at
9%.
Although the increase in the VAT
rate to 12% aims to increase
revenue and improve the
country's fiscal condition, on the
other hand, it is also increasingly
burdensome for the public and
businesses.
Saat ini, Indonesia berada di
peringkat kedua tarif PPN tertinggi
di ASEAN dengan tarif 11%, di
belakang Filipina yang memiliki tarif
PPN 12%.
Tarif PPN yang berlaku di
Indonesia lebih tinggi dibanding
negara-negara ASEAN lain, salah
satunya Singapura yang berada di
angka 9%.
Meskipun kenaikan tarif PPN
menjadi 12% bertujuan untuk
meningkatkan pendapatan dan
memperbaiki kondisi fiskal negara,
di sisi lain, hal ini juga makin
memberatkan masyarakat dan
pelaku usaha.

The increase in the VAT rate is
believed to erode people's
purchasing power and make
people reduce the amount of
consumption. In fact, public
consumption is the main
foundation of Indonesia's
economic growth, around 53%
of the total economic growth rate.
VAT rates should be raised when
economic growth is high because
if VAT rates are raised when
economic growth is stagnant, it
has the potential to hurt the
country's economic growth.
Therefore, the study on the VAT
rate increase should be conducted
more comprehensively and
consider all aspects, not just to
increase state revenue.
Kenaikan tarif PPN diyakini akan
menggerus daya beli masyarakat
serta membuat masyarakat
mengurangi jumlah konsumsi.
Padahal, konsumsi masyarakat
menjadi landasan utama
pertumbuhan ekonomi Indonesia,
sekitar 53% dari total angka
pertumbuhan ekonomi.
Seharusnya, tarif PPN dinaikkan
saat pertumbuhan ekonomi sedang
tinggi karena jika tarif PPN
dinaikkan saat pertumbuhan
ekonomi stagnan, berpotensi
melehmahkan pertumbuhan
ekonomi negara.
Oleh karena itu, pembuatan kajian
atas kenaikan tarif PPN harus
dilakukan lebih komprehensif dan
mempertimbangkan semua aspek,
bukan hanya sekadar untuk
menaikkan pendapatan negara.
