Work in progress: ENAT Guidelines on the Universal Design of tourism
services

Situation: In 2013, ENAT (the European Network for Accessible Tourism) together
with CEN (the European Norms Committee) and AENOR (the Spanish Association
for Standardisation and Certification) submitted a proposal to the European
Commission for funding support with the aim of developing a set of guidelines for
tourism service providers. The proposal to make voluntary guidelines was motivated
by the realisation that many tourism suppliers have difficulty in gaining access to
reliable advice about how to plan, design, manage and monitor accessible tourism
services for people with disabilities and others with specific access requirements.
This reduces the take-up of good practices, generally, and leaves the tourism
industry unable to satisfy the demands of consumers in the accessible tourism
market. The idea for a publishing a guideline for designing tourism services, based
on the Universal Design (UD) approach, had been launched by ENAT as long ago as
October 2008 but still, in 2013, despite a detailed proposal, the funding for this
project remained elusive and the work was accordingly delayed. Approach: This
presentation is intended as a Workshop Session in which members of the audience
(or other speakers addressing the same Summit Theme) may contribute. The author
will review the European policy background and relevance of creating a guideline for
UD of Tourism Services. The presentation will discuss the scope of ENAT’s
proposed advisory document and present a working method for developing the
guideline, drawing on the combined expertise and experience of a wide range of
stakeholders. It is argued that the guideline, if developed with participants from
industry, public and NGO sectors within a structured, voluntary framework, could
have a positive impact on the delivery of tourism services everywhere. Result: On
the basis of the introductory presentation, the author invites participants at the
Montreal Summit, “Destinations for All”, to discuss the subject of UD of tourism
services, sharing points of view, proposing existing documents and methods which
could inform the work, and exploring the possibility of moving forward with a concrete
plan of action to realise a Global Guideline for UD of Tourism Services.
Travaux en cours : les recommandations de la ENAT en matière de conception

Situation : En 2013, le ENAT (European Network for Accessible Tourism) en
collaboration avec le CEN (European Norms Committee) et l’AENOR (Spanish
Association for Standardisation and Certification) ont soumis une proposition à la
Commission européenne pour obtenir un soutien financier dans le but de développer
un série de recommandations à l’intention des fournisseurs de services touristiques.
La suggestion d’élaborer une série de règles volontaires fut motivée par le fait que
plusieurs fournisseurs de services touristiques arrivent difficilement à obtenir des
informations fiables au sujet de la planification, la conception, la gestion et le suivi
des services touristiques accessibles pour les personnes vivant avec un handicap et
pour toute autre personne qui a des besoins précis en matière d’accessibilité. Il est
ainsi difficile de faire preuve de pratiques exemplaires et l’industrie touristique arrive
difficilement à répondre aux demandes des consommateurs en matière de tourisme
accessible. L’objectif visé par la publication de recommandations pour la conception
de services touristiques basés sur la conception universelle fut annoncé par le ENAT
en 2008, mais à ce jour, en 2013, malgré l’envoi d’une proposition détaillée, le
financement de ce projet reste incertain et les travaux sont présentement retardés.
Approche : Cette présentation prendra la forme d’une session d’atelier et les
membres de l’auditoire (ou les présentateurs d’ouvrages basés sur le même thème)
seront invité à y participer activement. L’auteur révisera les politiques européennes
et soulignera l’importance d’établir une série de recommandations en matière de
conception universelle pour les services touristiques. Cette présentation traitera de
la portée du document consultative de l’ENAT et suggèrera une nouvelle méthode
pour déterminer quelle est la voie à suivre. Ces recommandations sont basées sur
l’expertise commune et l’expérience d’un vaste répertoire d’intervenants. L’impact de
ces recommandations sur les services touristiques sera assurément positif, mais
elles doivent être établies avec la participation des intervenants de l’industrie, du
secteur public et des ONG, dans un cadre structuré et volontaire. Résultat : l’auteur
invite les participants du sommet « Destinations pour tous » de Montréal à prendre
part aux discussions sur la conception universelle dans le domaine du tourisme, à
partager leurs points de vue et à proposer divers documents et méthodes qui
pourraient nous aider à établir un plan d’action concret menant à l’adoption de
recommandations globales sur la conception universelle dans le domaine du
tourisme.

Work in progress: ENAT Guidelines on the Universal Design of tourism services Ivor Ambrose, Managing Director, European Network for Accessible Tourism (ENAT), Athens, Greece (presenter) Situation: In 2013, ENAT (the European Network for Accessible Tourism) together with CEN (the European Norms Committee) and AENOR (the Spanish Association for Standardisation and Certification) submitted a proposal to the European Commission for funding support with the aim of developing a set of guidelines for tourism service providers. The proposal to make voluntary guidelines was motivated by the realisation that many tourism suppliers have difficulty in gaining access to reliable advice about how to plan, design, manage and monitor accessible tourism services for people with disabilities and others with specific access requirements. This reduces the take-up of good practices, generally, and leaves the tourism industry unable to satisfy the demands of consumers in the accessible tourism market. The idea for a publishing a guideline for designing tourism services, based on the Universal Design (UD) approach, had been launched by ENAT as long ago as October 2008 but still, in 2013, despite a detailed proposal, the funding for this project remained elusive and the work was accordingly delayed. Approach: This presentation is intended as a Workshop Session in which members of the audience (or other speakers addressing the same Summit Theme) may contribute. The author will review the European policy background and relevance of creating a guideline for UD of Tourism Services. The presentation will discuss the scope of ENAT’s proposed advisory document and present a working method for developing the guideline, drawing on the combined expertise and experience of a wide range of stakeholders. It is argued that the guideline, if developed with participants from industry, public and NGO sectors within a structured, voluntary framework, could have a positive impact on the delivery of tourism services everywhere. Result: On the basis of the introductory presentation, the author invites participants at the Montreal Summit, “Destinations for All”, to discuss the subject of UD of tourism services, sharing points of view, proposing existing documents and methods which could inform the work, and exploring the possibility of moving forward with a concrete plan of action to realise a Global Guideline for UD of Tourism Services.

Travaux en cours : les recommandations de la ENAT en matière de conception universelle des services touristiques Ivor Ambrose, Directeur exécutif, European Network for Accessible Tourism (ENAT), Athènes, Grèce (présentateur) Situation : En 2013, le ENAT (European Network for Accessible Tourism) en collaboration avec le CEN (European Norms Committee) et l’AENOR (Spanish Association for Standardisation and Certification) ont soumis une proposition à la Commission européenne pour obtenir un soutien financier dans le but de développer un série de recommandations à l’intention des fournisseurs de services touristiques. La suggestion d’élaborer une série de règles volontaires fut motivée par le fait que plusieurs fournisseurs de services touristiques arrivent difficilement à obtenir des informations fiables au sujet de la planification, la conception, la gestion et le suivi des services touristiques accessibles pour les personnes vivant avec un handicap et pour toute autre personne qui a des besoins précis en matière d’accessibilité. Il est ainsi difficile de faire preuve de pratiques exemplaires et l’industrie touristique arrive difficilement à répondre aux demandes des consommateurs en matière de tourisme accessible. L’objectif visé par la publication de recommandations pour la conception de services touristiques basés sur la conception universelle fut annoncé par le ENAT en 2008, mais à ce jour, en 2013, malgré l’envoi d’une proposition détaillée, le financement de ce projet reste incertain et les travaux sont présentement retardés. Approche : Cette présentation prendra la forme d’une session d’atelier et les membres de l’auditoire (ou les présentateurs d’ouvrages basés sur le même thème) seront invité à y participer activement. L’auteur révisera les politiques européennes et soulignera l’importance d’établir une série de recommandations en matière de conception universelle pour les services touristiques. Cette présentation traitera de la portée du document consultative de l’ENAT et suggèrera une nouvelle méthode pour déterminer quelle est la voie à suivre. Ces recommandations sont basées sur l’expertise commune et l’expérience d’un vaste répertoire d’intervenants. L’impact de ces recommandations sur les services touristiques sera assurément positif, mais elles doivent être établies avec la participation des intervenants de l’industrie, du secteur public et des ONG, dans un cadre structuré et volontaire. Résultat : l’auteur invite les participants du sommet « Destinations pour tous » de Montréal à prendre part aux discussions sur la conception universelle dans le domaine du tourisme, à partager leurs points de vue et à proposer divers documents et méthodes qui pourraient nous aider à établir un plan d’action concret menant à l’adoption de recommandations globales sur la conception universelle dans le domaine du tourisme.
