5. SOCIAL & ECONOMIC SITUATION OF THE FILIPINO YOUTH Population (2004): 23,425,954; 28.34% of the Philippine population of 82,663,588 * 27,825,500 (NSO projection) in 2010 Youth population: highest in Luzon areas: Southern Tagalog; NCR; Central Luzon Vision, interest & priority : studies, work and family. Community and national welfare is least mentioned. 15-17 year olds: Education-oriented 18-24: Job-oriented; some health risk concerns 25-30: Family; conscious of role in community & nation-building

7. SECONDARY EDUCATION Underperformance is evident in all the five subject areas. In AC 2007-2008, students scored an average achievement rate of 49.26%. Mathematics (42.85%) rated the lowest in rank while Social Studies or Araling Panlipunan (55.53%) achieve the highest rate. Cross sectional analysis show that performance in previous years had even lower percentage. Source of data: Department of Education

10. EDUCATION The country is still far from achieving the goal of providing basic education to all based on UNESCO’s World Declaration for all (EFA), UN’s Millennium Development Goal (MDG) on education as well as the Philippine EFA 2015 Plan (NSCB, July 2008).
