• In the absence of good quality public transport system, Taxi plays an
important role as mobility options in India.
• According to Road Transport Yearbook, there are 2.3 million registered
taxis plying across different states in India. This number includes all types
of taxis.

What is Radio Cab or City Taxi?
In order to provide safe and comfortable taxi service to local
commuters and tourists, Delhi Tourism and Transport
Department launched Radio Taxi Service in 2006.
• Easy Cabs (Carzonrent India Pvt. Ltd.) launched its radio taxi service, with 250
radio taxis, in Delhi on December 28, 2006. Initially, the government launched
Air-conditioner Radio Taxis for local commuting with NCR region.
• In 2010, the government launched non-AC radio taxi service for Delhi called
“Economy Radio Taxi”. This service was launched at a flat fare of INR 10 per
kilometre.
• In December 2014, Transport Department revised the existing radio taxi scheme
and became the first state in the country to recognize Aggregator model with
introduction of Radio Taxi Scheme 2006 (Modified).
• In September 2015, Transport Department issued the new scheme called “City
Taxi Scheme 2015” and merged all old schemes in the new one.

What is Radio Cab?
• The Transport Department, Govt. of NCT of Delhi has taken up
Several major initiatives to protect the interest of commuters of
Taxi/Cabs time to time, i.e. Fixation of fare, Installation of GPS,
Calibration and Checking of fare meter at the time of annual fitness
etc.
• Pulsar/Procall Meters are installed in Radio Taxi. It needs to be
calibrated every year.
A Radio Taxi must have:
 Registered with Authority with series number - DL1R
 Licensee should own or aggregate a minimum fleet of 200 radio taxis
 Fare Meter (Duly approved by Transport Authority)
 GPS System and Tracking
 Drivers with Commercial License and Public Service Vehicle Badge (PSV)
 Booking can be accepted by Call Centre, Website and/or Mobile App

Issues with Old Radio Taxi Scheme 2006 (Modified)
• An individual can apply for Economy Radio Taxi Permit (DL1RT) for
a vehicle with engine capacity of 750 CC or more. However, the process
for an individual to apply for Premium Radio Taxi Permit (DL1RX) for a
vehicle with engine capacity of 1,000 CC or more is not defined.
• There are numbers of Tourist Taxis (DL1Y) which are running on clean
fuel (CNG). There is no process to transfer Tourist vehicles to Radio
Taxi (DL1RT or DL1RX).
• Transport Department does not allow individual radio taxi permit
holders to sell their vehicles and transfer the permit.
• Existing permit holders can not transfer the radio taxi vehicles in the
name of individual.

Licensee Profile
• Must be either a company under the Companies Act, 1956 mandated
to provide public transport services
• Will abide by all relevant statues including Motor Vehicles Act, 1988
and the Information Technology Act, 2000.

• Shall ensure availability of adequate parking space for all taxis
• Shall have a registered office in Delhi / New Delhi and details
Fleet Size
• Shall maintain a minimum fleet of 200 radio taxis either owned or
through an agreement with individual taxi permit holders. Maximum
no. of vehicles with one operator is 2,500 taxis.
License
• The Operator shall be issued a regular license valid for a period of
five years
• Furnish a Bank Guarantee, in a format acceptable to the Transport
department for an amount of INR 15,00,000.

Licensee Profile
• Cab should be brand new (engine capacity of 600CC or above) and
run on clean fuel.
• Should be fitted with electronic fare meters on the front panel
(dashboard).
• Should be an LCD board to display that the vehicle is a radio taxi.
• Must be fitted with GPS/GPRS based tracking devises which must be
in constant communication with the Central Control.

Condition
• Working hours of drivers is to be limited in accordance to the Motor
Transport Workers Act, 1961

• Shall have a valid commercial driving license to drive a Radio Taxi
and valid Public Service Badge
• Shall be of good moral character without any criminal record.

Tourist Taxi Vs. Radio Taxi
• As per law, Tourist Vehicle can not be operated as Stage Carriage or Contact Carriage Vehicle
or Radio Taxi or Local Taxi.
• The evolution of new age taxi firms are trying to change the landscape. Tourist Taxi with AITP (All
India Tourist Permit) has less regulation. Law is ambiguous.
• Legally, City Taxi operator should have authorized fare meter installed but new age taxi firms are
using mobile phone as fare meter. Indian Authorities are not aware of this new business
model.
• There are some local regulation which creates conflict. E.g. in Delhi, Local Taxi should use CNG
only, whereas Tourist Taxi can be Diesel & Petrol.

Sec 74 (Contract Carriage Permit ) – MV Act 1988
• The vehicles shall be used only in a specified area or on a specified route
or routes.
• Specified fares or rates of fares shall be charged and a copy of the
fare table shall be exhibited on the vehicle.
• A taximeter shall be fitted and maintained in proper working order, if
prescribed.
Radio Taxi are govern by Section 73, 74 of Motor Vehicles Act, 1988.

• The permit holder shall cause to be prepared in respect of each trip a list in
triplicate of tourist passengers to be carried in the vehicle, giving full particulars
— (a) name of the passengers, (b) address of the passengers, (c) age of the
passengers, (d) starting point and the point of destination.
• The tourist vehicle shall either commence its journey, or end its journey, circular
or otherwise, in the home State, subject to the condition that the vehicle shall not
remain outside the home State for a period of more than 119 days [three
months]. The tourist vehicle shall not be parked on any bus stand used by stage
carriage and shall not operate from such bus stand.
• The tourist vehicle shall be painted in white colour with a blue ribbon of five
centimetres width at the centre of the exterior of the body and the word "Tourist"
shall be inserted on two sides of the vehicle within a circle of sixty centimetres
diameter.
• The permit holder shall not operate the tourist vehicle as a stage carriage.

• Meru Cabs is one of the largest taxi operators in India
and is third largest taxi operators in the world.
– The company was earlier following Asset-
ownership Model and now started Aggregation
model with ‘Meru Flexi’.

• The company has around 7,000 vehicles in its fleet.

Mega Cabs
• Mega Cabs is part of ‘Group Mega’ and was India’s
first GPS/GPRS Radio Taxi Service provider.
• It is one of the largest players in the radio taxi industry
with presence in 7 cities, which includes 6 Airports.
– Mega Cab is the only radio cab operator in
Amritsar and Ludhiana.
– Mega is the only radio cab operator present in
Kolkata but the fleet is maintained very poor and
one has to book at least a day in advance.

India and was acquired by Ola Cab in February
2015.
– The company has grown at a rate of 25-30%
MoM and has clocked three million transactions.

Driver Retention Model – Aggregator
• Initially, aggregators used to security deposit of INR 10,000-15,000 from Taxi
owner at the time of enrolment and charge a commission of 15-20% per
booking. However, no security deposit is taken now.
• As they compete for the same customer pie, the aggregators are making good
customer service the key differentiator. The critical part of the game is “Driver”. If
the drivers are happy , it leads to better customer experience.
• The aggregators train drivers on health and hygiene, customer service, good
driving practices and vehicle maintenance, among other things.

In order to provide safe and comfortable taxi service to local commuters and tourists, Delhi Tourism and Transport Department launched Radio Taxi Service in 2006. • Easy Cabs (Carzonrent India Pvt. Ltd.) launched its radio taxi service, with 250 radio taxis, in Delhi on December 28, 2006. Initially, the government launched Air-conditioner Radio Taxis for local commuting with NCR region. • In 2010, the government launched non-AC radio taxi service for Delhi called “Economy Radio Taxi”. This service was launched at a flat fare of INR 10 per kilometre. • In December 2014, Transport Department revised the existing radio taxi scheme and became the first state in the country to recognize Aggregator model with introduction of Radio Taxi Scheme 2006 (Modified). • In September 2015, Transport Department issued the new scheme called “City Taxi Scheme 2015” and merged all old schemes in the new one.

However, the process for an individual to apply for Premium Radio Taxi Permit (DL1RX) for a vehicle with engine capacity of 1,000 CC or more is not defined. • There are numbers of Tourist Taxis (DL1Y) which are running on clean fuel (CNG). There is no process to transfer Tourist vehicles to Radio Taxi (DL1RT or DL1RX). • Transport Department does not allow individual radio taxi permit holders to sell their vehicles and transfer the permit. • Existing permit holders can not transfer the radio taxi vehicles in the name of individual.

Radio Taxi • As per law, Tourist Vehicle can not be operated as Stage Carriage or Contact Carriage Vehicle or Radio Taxi or Local Taxi. • The evolution of new age taxi firms are trying to change the landscape. Tourist Taxi with AITP (All India Tourist Permit) has less regulation. Law is ambiguous. • Legally, City Taxi operator should have authorized fare meter installed but new age taxi firms are using mobile phone as fare meter. Indian Authorities are not aware of this new business model. • There are some local regulation which creates conflict. E.g. in Delhi, Local Taxi should use CNG only, whereas Tourist Taxi can be Diesel & Petrol. = Or ≠

The tourist vehicle shall not be parked on any bus stand used by stage carriage and shall not operate from such bus stand. • The tourist vehicle shall be painted in white colour with a blue ribbon of five centimetres width at the centre of the exterior of the body and the word "Tourist" shall be inserted on two sides of the vehicle within a circle of sixty centimetres diameter. • The permit holder shall not operate the tourist vehicle as a stage carriage. However, no security deposit is taken now. • As they compete for the same customer pie, the aggregators are making good customer service the key differentiator. The critical part of the game is “Driver”. If the drivers are happy , it leads to better customer experience. • The aggregators train drivers on health and hygiene, customer service, good driving practices and vehicle maintenance, among other things.
