21. Présentation du Projet
Un projet européen qui vise à promouvoir de nouveaux modèles de
gouvernance des deux côtés de la Méditerranée. Ce projet garantit la
participation et l'intégration des citoyens dans la décision publique à
travers l’utilisation de nouvelles technologies de l’information et de
communication.
• Programme: ENPI CBC MED- 2nd Call standard projects (46 /1098)
• Priorité: Promotion du dialogue culturel et de la gouvernance locale
« Amélioration des processus de gouvernance au niveau local»
• Durée du projet : du 31 décembre 2013 au 30 décembre 2015
• Budget Global : 1.759.670 € JMA : 1.583.703 € (90%)
• Budget de l’Université de Sfax : 296.351.90 €
23. Objectifs du projet
- Echanger des expériences sur le processus de mise en
œuvre des services télématiques pour les citoyens de la
région méditerranéenne.
- Améliorer la qualité, la transparence, l'efficacité, l'efficience,
la simplification et la proximité des services fournis par les
administrations locales à travers le nouveau concept de
gouvernement ouvert (Open Government).
- Sensibiliser le public au fait que la citoyenneté fait partie du
progrès et de modernisation dans l'administration publique.
- Créer et développer des réseaux d'expertise autour des
nouveaux modèles de gouvernance.

Objectifs spécifiques :
Le personnel des différents territoires conscients et formés sur les aspects
techniques nécessaires à la mise en œuvre d'e-gouvernement pour les
administrations locales et les universités.
Citoyens informés et sensibilisés via les ONGs des actions de visibilité et de
communication sur les avantages de mise en œuvre de l'e -gouvernement .
Résultat à escompter :
Un plan d’action de formation et de renforcement de capacité autour des thèmes
: gouvernance, e-gouvernement, open data, big data … et ce dans l’optique
d'accroître les connaissances de groupes cibles spécifiques et pour améliorer la
qualité des services offerts .
