• A-2 Interlocking
• Added Track Capacity
• Potential Fulton Market Station
• New Funding Paradigm
• Next Steps
4. The Legacy of Railroads in
Northeastern Illinois
4
• Railroads are the spine of the region
• Creation of the “Railroad Suburbs” beginning in 1848
• Metra provides service on 11 branches of that spine
5. Chicago Terminal
• Largest rail terminal in
North America
• 1,300-1,400 trains each
weekday
• 687 Metra Trains
• 56 Amtrak Trains
• 41 South Shore Line
Trains
• Trains at left are held
due to congestion at A-2
5
6. Metra System Overview
• 242 Stations
• 11 Rail Lines
• 488 Route Miles
• 1,155 Track Miles
• 686 Weekday Trains
• 288,000 Weekday Trips
• 149 Locomotives

8. Capital Crisis
8
• No state capital funding in almost 10 years
• Metra has continued working to maintain its aging assets
by using its operating budget to fund its capital program
• This was done through operating efficiencies and most
notably through a series of fare increases
• Metra’s capital needs are overwhelming our annual
budget. Metra riders cannot continue to pay to fix the
system’s aging infrastructure
10. Solution – Additional Capital Funding
• The three key principles guiding this investment will be:
1. Enhance safety and security
2. Reduce operation costs/increase efficiency
3. Increase ridership
• Fulton Market Area project meets these guidelines and
benefits the entire region
10
11. Potential O’Hare Service
• System improvements allow for the
development and expansion of new
service
• Potential for 30-minute service to
O’Hare International Airport via
O’Hare Transfer or Franklin Park from
Union Station and possibly Ogilvie
Transportation Center
• Service could utilize new technology
for rolling stock better suited to the
O’Hare to Downtown market
• Will serve proposed Fulton Market
Station
11
12. Western Avenue Bridge
12
• Western Avenue Bridge carries
− 4 Metra lines in revenue
service
− 3 additional Metra lines in
non-revenue service
• Bridge is directly under existing
A-2 Interlocking
• Bridge structure built in 1905
• Replacement needed within 5
years
• Tracks constructed 1933-1937
13. A-2 Interlocking Impact
13
Impacted Areas:
• 6 Counties-
Cook, DuPage,
Kane, Lake,
McHenry, Will
• 7 Metra Lines-
HC, MD-N, MD-W,
NCS, UP-N,
UP-NW, UP-W
14. A-2 Interlocking Replacement
• 337 trains traverse the A-2
Interlocking every weekday
• 56% of Metra riders use a train
that goes through A-2 in the
course of a day
• Failure of A-2 would cripple the
Metra system
• Flyover eliminates congestion
14
15. The A-2 Solution--Flyover
• A-2 Solution: a rail bridge or
flyover designed to
• Reduce system congestion
• Accommodate system growth
• Provide needed additional capacity
for storage and throughput
• A-2 Flyover is needed to
maintain/grow track capacity
and maintain throughput
15
16. Potential New Fulton Market Station
16
• Station feasibility study required
• Station requires access to tracks, street, other transit, etc.
• Track congestion between CUS/OTC and A-2 - New track may need to be added to the
Milwaukee lines to ensure trains stopping at the new station do not create congestion
• Acquire real estate to accommodate additional tracks between CUS and A-2 and to
accommodate the proposed new station
17. Fulton Market Station Concept
• Construct a new station/
terminal in the Fulton
Market Area
• Need sufficient space for
• CTA bus connections
• Pick-up and drop-off for
Taxis, Uber/Lyft, Shuttles,
Kiss n’ Ride
• Originating & terminating
trains
• Expanded train storage
and maintenance facility
• Potential TOD
17
18. Project Benefits
18
• Increases capacity and service
• Creates mobility options
• Reduces highway congestion
• Improves access from suburbs to
developments in Chicago
• Develops a new transit hub
• Spurs business/TOD development
• Enhances regional/state GDP
• Provides opportunities for partnerships
19. Economic Benefits of $1 Billion
Investment in Transit
19
Tax Revenue -
Fed, State, Local
Labor Income
$266 million $900 million
GDP -

Output –
Business Sales
$1.3 billion $2.9 billion
Employment - Jobs

20. Public Private Partnerships
20
• A-2 Interlocking, Western Avenue Bridge, added track capacity
and Fulton Market Station will require multiple financial
partners in order to advance
• Inadequate public funding for transit
• Grant programs require local commitments; Private investment
is preferred
• In order to deliver this regional benefit we need your support
21. Next Steps
21
• Metra to complete A-2 grade separation study
• Fulton Market/CDOT to complete feasibility study
on new Fulton Market Station
• Establish a Public-Private Partnership to advance
A-2 Flyover, Western Avenue Bridge, added track
capacity, and new Fulton Market Station
• Need to secure capital and operating funding for
A-2 Interlocking replacement and new Fulton
Market Station
22. 22
Let us move forward in partnership
to achieve this vision.
