1.5 The safety accidents of MFP (forced degradation test)
1)Ignition in a power device 2) Tracking of Printed Wiring Board
(PWB)
• Tracking occurs by partial short‐circuit of one
chip capacitor without fuse have been blown.
• Ignition on PWB, caused by current concentration
between power line and ground line.
• Overheat of a device occurred by a short
circuit of power devices. It gradually degrade
the power device and resin.
⇒Ten or more power devices are
mounted in one equipment
⇒Approximately 5,000 capacitors are
mounted in one equipment.

Accepting the certification system is not enough to
protect our society from malicious, inferior equipment.
⇒We hope that ASEAN experts to learn the technologies by
which safety/EMC of MFP can be evaluated.
⇒If you become able to evaluate MFP, you will be able to
evaluate all electronic devices or equipment.
⇒JBMIA is planning technical cooperation to such efforts of
ASEAN experts with support from METI /JAPAN.

(April 2014‐)3.1 FY 2013
Preparation / application period
• Laboratories in ASEAN are welcome in applying JBMIA to
learn safety and EMC certification technologies of IT
equipment.
• We can accept applications from the laboratories with no
experience in safety and EMC of IT equipment. However, it is
desirable to have experiences in evaluating safety or EMC.
• We will send a detailed guidance to the participants of today’s
JSC/EEE meeting and yesterday's APSG seminar.
• In case many laboratories apply, please allow us to limit less
than 20 laboratories.

3.2 The first half of FY 2014 (April to September 2014)
Fundamental technical support
Engineers from Japan will visit and hold technical seminars
suitable for the ability of each laboratory. Based on the results,
we will develop an optimal technical assistance plan for each
laboratory.
• Fundamental structure and operation of printers
• The safety requirements of printers
• Evaluation training and description using A4 desktop printer
• Standards : IEC 60950/IEC 61000
• Proposed schedule
May/2014~July/2014, Duration: two or three days.

3.3 The latter half of FY 2014 (October 2014 to March 2015)
Applied technical support
• Engineers from Japan will teach the certification testing methodology and
how to write application forms of safety and EMC.
• We will evaluate the safety of A3 color MFP already sold in the market.
• Operation of MFP and acquisition of a safety function
• Proposed schedule
October – December 2014, Duration: one week
NOTE: Japan is going to pay required charge of a measuring instrument rental, sample
purchase cost, and external EMC usage fee.
3.4 FY 2015
Practical technical support
• We will invite ASEAN engineers to Japan for a few months. They will have chances for
conducting testing of a few models for safety certificate with Japanese engineers. This
experience gives the experts skills for safety certification testing in ASEAN.
• Proposed schedule
May – November 2015, Duration: About three months
NOTE : We are negotiating treatment of charges for ASEAN engineers.

3.5 Enhancement of standards development ability
• Hold a conference between Japan‐ASEAN engineers.
• Discuss interpretations of the standards and the technical issues.
• Proposed schedule
November 2015, Duration: About one week.
3.6 Message to JSE/EEE members.
• JBMIA would like to establish contact with ASEAN laboratories that have an
enthusiasm to learn safety and EMC certification technologies.

4. Expectations in ASEAN through this project
(1) If ASEAN countries can evaluate safety and EMC of
MFP, they will be able to assure the safety of their
country. Therefore we would like ASEAN countries to
accept the Harmonized Electrical and Electronic
Equipment Agreement. We hope that ASEAN
countries accept it and also take part in these
activities with passion.
(2) Let’s take action for IEC standardization with us.
(3) We hope that ASEAN countries build up new
business models of certification program and
scheme.

ANNEX1. How to make a solution for EMC
How to participate in International Standardization Activities?
Make technical proposals by participating actively in the Committees and
Working Groups that develop international EMC standards.
For the proposals to be accepted, support from experts on EMC are needed.
but many Japanese experts already participate in EMC international
standardization. Also, JBMIA holds many technical meetings as well.
It is possible to make an International Proposal from Japan in cooperation
with ASEAN countries and to have Mutual Exchanges of Engineers.
What we can cooperate with ASEAN Countries
‐Make proposals of International Standardization with ASEAN Countries
We can act as a negotiator and a connection to the World by conducting
a collaborative research about EMC problems in Japan and ASEAN Countries.
Also, we can propose the best solution for
International Standardization from its results.
‐Conduct Technical Trainings by using Japanese Infrastructure
Some EMC Tests require expensive infrastructure facilities.
As many JBMIA member companies and laboratories own the latest facilities,
we can share information for trainings or infrastructure investment by using them.
